This study combines inspection and lot‐sizing decisions. The issue is whether to INSPECT another unit or PRODUCE a new lot. A unit produced is either conforming or defective. Demand need to be satisfied in full, by conforming units only. The production process may switch from a “good” state to a “bad” state, at constant rate. The proportion of conforming units in the good state is higher than in the bad state. The true state is unobservable and can only be inferred from the quality of units inspected. We thus update, after each inspection, the probability that the unit, next candidate for inspection, was produced while the production process was in the good state. That “good‐state‐probability” is the basis for our decision to INSPECT or PRODUCE. We prove that the optimal policy has a simple form: INSPECT only if the good‐state‐probability exceeds a control limit. We provide a methodology to calculate the optimal lot size and the expected costs associated with INSPECT and PRODUCE. Surprisingly, we find that the control limit, as a function of the demand (and other problem parameters) is not necessarily monotone. This study develops a dynamic model that integrates military intelligence into the defense capability of the country and the optimal allocation of its government budget. We assert that the effectiveness of the country’s military intelligence is contingent on the quality of its human capital, which, in turn, implies a long-term positive relationship between the government’s various civilian expenditures and its capacity to achieve a cost-effective intelligence and, hence, military capability. This relationship is developed within a multiple-period arms race model between two rivals. Using this model and stylized data for the Israeli–Syrian arms race, we show that an appropriate budget shift from defense to civilian expenditures during the initial periods of the planning horizon will gradually (over a decade, say) increase the quality of human capital in the country and, thus, the effectiveness of its intelligence, which, in turn, will increase the country’s future security and welfare.  相似文献

Allocation of scarce common components to finished product orders is central to the performance of assembly systems. Analysis of these systems is complex, however, when the product master schedule is subject to uncertainty. In this paper, we analyze the cost—service performance of a component inventory system with correlated finished product demands, where component allocation is based on a fair shares method. Such issuing policies are used commonly in practice. We quantify the impact of component stocking policies on finished product delays due to component shortages and on product order completion rates. These results are used to determine optimal base stock levels for components, subject to constraints on finished product service (order completion rates). Our methodology can help managers of assembly systems to (1) understand the impact of their inventory management decisions on customer service, (2) achieve cost reductions by optimizing their inventory investments, and (3) evaluate supplier performance and negotiate contracts by quantifying the effect of delivery lead times on costs and customer service. © 2001 John Wiley & Sons, Inc. Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.  相似文献

The British provided unprecedented shelter, training and supplies that made possible the revival of a new and better Belgian Army after the crushing German victories in 1940. Starting in Wales in 1940 as a small and disunited group, the Belgians improved more than any of the Allied exile ground forces. By 1944, their independent brigade fought well in Normandy and Belgium, restoring national pride and proving the worth of British help. The parallel and interdependent processes between the British and their Continental guests allows this analysis of the Anglo‐Belgian experience to be useful in considering British Army interactions with the other exiles as well.  相似文献

The special operations forces (SOF) of the industrial democracies have suddenly and rapidly grown in numbers and resources during the past decades. Most explanations for this growth focus on factors external to the armed forces. We argue that the enlargement of SOF is also the result of internal organizational dynamics. First, we compare SOF to other units and military appendages that have grown over the past 30 years in order to delineate what is unique to their development and the special adaptive potential they bring to the armed forces: generalized specialization, boundary spanning roles, and enlargement of military autonomy. Second, we analyze the actions of internal military entrepreneurs and their organizational mentors to show how they use this adaptive potential to “sell” the use of SOF to key policy-makers and decision-makers.  相似文献

The parallel machine replacement problem consists of finding a minimum cost replacement policy for a finite population of economically interdependent machines. In this paper, we formulate a stochastic version of the problem and analyze the structure of optimal policies under general classes of replacement cost functions. We prove that for problems with arbitrary cost functions, there can be optimal policies where a machine is replaced only if all machines in worse states are replaced (Worse Cluster Replacement Rule). We then show that, for problems with replacement cost functions exhibiting nonincreasing marginal costs, there are optimal policies such that, in any stage, machines in the same state are either all kept or all replaced (No‐Splitting Rule). We also present an example that shows that economies of scale in replacement costs do not guarantee optimal policies that satisfy the No‐Splitting Rule. These results lead to the fundamental insight that replacement decisions are driven by marginal costs, and not by economies of scale as suggested in the literature. Finally, we describe how the optimal policy structure, i.e., the No‐Splitting and Worse Cluster Replacement Rules, can be used to reduce the computational effort required to obtain optimal replacement policies. © 2005 Wiley Periodicals, Inc.
