This article details two largely unreported atrocities by British forces operating against Arab rebels during the Arab revolt, 1936–9, at the Palestinian villages of al-Bassa and Halhul. It then examines the military-legal system that underpinned and authorised British military forces operating in aid of the civil power, suggesting that the law in place at the time allowed for a level of reprisals and punitive actions, such as happened at al-Bassa and Halhul. The article does not conclude that the law allowed for atrocities but it does argue that it gave a basic form and understanding to an operational method that was brutal and could lead to atrocities. It thus tests the idea in much of the literature on counterinsurgency that the British were restrained and used minimum force when compared to other colonial and neo-colonial powers fighting insurgents.  相似文献

As the world becomes increasingly globalized, interruptions to international trade cannot be permitted. Piracy off the coast of Somalia has hampered international trade in the region and poses significant risks to the sailors required to navigate those waters. Over the past three years the global community has attempted, through a number of different naval tactics, to stop these acts of piracy; however, these tactics have proven ineffective. This article looks at historical precedence and military theory to support the concept of using convoys to protect the thousands of cargo vessels traveling round the Horn of Africa every year. This tactic will greatly decrease the number of successful pirate attacks and save countless lives in the process.  相似文献

This article examines the use of specialised plain-clothes military units in counter-terrorism, concentrating on examples involving liberal-democratic states. It analyses the benefits and problems arising from clandestine military activity, focusing in particular on British army units (notably 14 Intelligence Company and the Force Research Unit in Northern Ireland). The article concludes by arguing that such formations have a clear utility – notably in gathering intelligence on terrorist groups – but other aspects of their role are inherently controversial (notably in cases where undercover soldiers use deadly force against suspected terrorists). It also states that plain-clothes military operations need to be conducted on the basis of accountability, both for strategic reasons, and also in accordance with the norms of liberal democracy.  相似文献

This article examines the history of Operation Masterdom, the occupation of Southern-Indochina by British–Indian forces commanded by Major-General Douglas Gracey during the autumn and winter of 1945–46. It summarises the factors which led to the occupation force's embroilment in the struggle between the French and the Viet Minh, and compares and contrasts Masterdom with the present political and strategic problems faced by the US-led coalition in Iraq.  相似文献

This article argues for the continued relevance of the work and theories of the British Geostrategist Sir Halford J. Mackinder (1861-1947). It asserts that commentators and scholars who seek to marginalise Mackinder have too often dismissed his theories without setting them in the context of their continued endorsement in crucial areas of the globe. After 1945, despite his theories being tainted by association with Nazi Germany and Imperial Japan, both Moscow and Washington recognised the utility of Mackinder’s work and tailored policy accordingly. The end of Cold War saw Mackinder fall out of favour as his model was deemed unsuitable for policy analysis by a number of influential thinkers. It is argued here that, in recent years, the arena of international politics has seen a rehabilitation of Mackinder, accompanied by a resurgence of interest in Geopolitics. Finally, the piece examines those areas of the contemporary globe where Mackinder’s influence is greatest.  相似文献

The ongoing civil war in Syria is evolving into a ‘proxy war’, in which both the Baathist regime and its insurgent adversaries are becoming increasingly reliant upon support from external powers. Proxy warfare has a superficial appeal for sponsoring states, as it appears to offer a convenient and risk-free means of fulfilling foreign policy goals, which will not incur the financial and human costs of direct military intervention. Using Syria as a case study, this article shows that the conduct of proxy warfare has several potential political, strategic, and ethical consequences, which any democratic government in particular is obliged to consider before it resorts to this indirect means of foreign intervention.  相似文献
