An integer decomposition algorithm for solving a two‐stage facility location problem with second‐stage activation costs

We study a stochastic scenario‐based facility location problem arising in situations when facilities must first be located, then activated in a particular scenario before they can be used to satisfy scenario demands. Unlike typical facility location problems, fixed charges arise in the initial location of the facilities, and then in the activation of located facilities. The first‐stage variables in our problem are the traditional binary facility‐location variables, whereas the second‐stage variables involve a mix of binary facility‐activation variables and continuous flow variables. Benders decomposition is not applicable for these problems due to the presence of the second‐stage integer activation variables. Instead, we derive cutting planes tailored to the problem under investigation from recourse solution data. These cutting planes are derived by solving a series of specialized shortest path problems based on a modified residual graph from the recourse solution, and are tighter than the general cuts established by Laporte and Louveaux for two‐stage binary programming problems. We demonstrate the computational efficacy of our approach on a variety of randomly generated test problems. © 2010 Wiley Periodicals, Inc. Naval Research Logistics, 2010     

Analysis of an Alternative Military Healthcare Benefit Design

Abstract

The Military Compensation and Retirement Modernization Commission was established by the Congress in 2013 to perform a systematic review of military compensation to address rising costs and other trends. Their recommendation for reforming the TRICARE health care program was sweeping, and differed greatly from earlier proposals that focused on increasing beneficiary cost shares. Specifically, the commission proposed overhauling the current benefit delivery model and replacing it with a premium-based insurance model offering a menu of DoD-sponsored private health plans. The analysis presented here is based on work that supported the commission by estimating the budgetary impact of its proposed reforms. Results indicate that movement towards the premium-based model would produce an annual budgetary cost savings in the $2 billion to $4 billion range, with a best savings estimate of $3.2 billion.     

Computation of constrained optimum quantities and reorder points for time-weighted backorder penalties

The purpose of this paper and the accompanying tables is to facilitate the calculation of constrained optimum order quantities and reorder points for an inventory control system where the criterion of optimality is the minimization of expected inventory holding, ordering, and time-weighted backorder costs. The tables provided in the paper allow the identification of the optimal solution when order quantities and/or reorder points are restricted to a set of values which do not include the unconstrained optimal solution.     

Allocation of resources to randomly occurring opportunities

An allocation problem is considered in lvhich different kinds of resources must be allocated to various activities, within a given time period. The opportunities for allo'cation appear randomly during this period. Certain assumptions about the values of possible allocations and the distribution of occurrences of opportunities lead to a dynamic programming formulation of the problem. This leads to a system of ordinary differential equations which are (in theory) solvable recursively, and can be solved numerically to any desired degree of precision. An example is given for the allocation of aircraft-carried weapons to targets of opportunity.     

A special case of the 3 × n flow shop problem

Johnson [2] in 1954 solved the two machine flow shop problem by giving an argument for a sufficient condition of optimality and by stating an efficient algorithm which produces a solution via satisfaction of the sufficient condition. Moreover, Johnson solved two special cases of the corresponding three machine flow shop problem. Since that time, six other special cases have been solved, two contributed by Arthanari and Mukhopadhyay [1], two by Smith, Panwalkar, and Dudek [3], and two of a different nature by Szwarc [5]. This paper contributes an extension to one of the classes described by Szwarc.

Strategic differences: Al Qaeda's Split with the Islamic State of Iraq and al-Sham

As part of the next phase of the Global Jihad, al Qaeda has been committed to winning popular support among Muslims. Ayman al-Zawahiri and the al Qaeda inner circle recognise that a global terror movement and civil conflicts in the Middle East, brought about by the Arab revolutions, necessitate different operational methods. As such, they have disavowed the Islamic State of Iraq and al-Sham for their insubordination and unconstrained tactics, a move that has implications for the Middle East, international relations, the legitimacy of the al Qaeda leadership, and the future of the Global Jihad.     

COIN fights: A response to Etzioni

Etzioni both exaggerates and minimizes the influence of my book Learning to Eat Soup with a Knife on different components of US military doctrine, mischaracterizes my treatment of the Malayan Emergency, and unfairly denigrates the successes of counterinsurgency in Iraq from 2007 to 2011 while misattributing the reasons for its failures in both Iraq and Afghanistan.     

Baixa do Cassang: Ending the abuse of Portuguese Africans

On 4 January 1961 in Baixa do Cassange, in the north of Angola, the blacks who worked in the cotton fields began a strike. The army with air support was called to quell the rebellion, and the article emphasizes the importance of air support tethered to the ground forces, particularly in a remote and vast area of operations in the tropical rainy season. In this case, the support originally came in the form a squadron of Lockheed PV-2 Harpoons from Luanda, some 300 kilometers away. These open-ocean reconnaissance aircraft and their crews were ill-suited for the task. When this became apparent, four small Auster D5/160s were relocated from Negage to Malange, among the ground forces. The Austers flew reconnaissance missions over the troubled zones, dropped provisions and messages to the advancing ground forces, and served as a backup communications link. When the strike ceased after three weeks, the Austers assumed a humanitarian role in support of the starving population. The conclusion is that air support to ground forces is indispensable, must be properly tailored to the job, and must operate as an integral part of the ground forces.
