新疆公安边防维稳预警情报收集中的问题与对策

新疆维稳形势严峻,预警是维护社会稳定的重要途径。情报收集是成功预警的前提和基础。当前的新疆维稳预警情报收集工作还存在收集主体素质不高,群众优势未能充分发挥,缺乏有效交流与合作等问题。为此。必须加强情报队伍建设,构筑人民防线,完善协作机制,加强情报交流,以改进情报收集工作。     

ARMED NON-STATE ACTORS IN AFRICA AND THE BAN ON ANTI-PERSONNEL LANDMINES

A truly universal ban on anti-personnel mines cannot be realized without engagement of armed non-state actors and armed groups operating outside state control, including rebels and national liberation movements. Events after 9/11 have complicated engagement with organizations that can be classified as ‘terrorists’. Yet, the use of anti-personnel landmines itself can be viewed as an act of terrorism and African leaders have, on various occasions, classified the use of landmines and the presence of unexploded ordnance as engendering insecurity and a serious impediment to development. The success of a total ban ultimately depends upon ensuring that armed non-state actors act in accordance with international humanitarian law. The Geneva Call Deed of Commitment for Adherence to a Total Ban on Anti-Personnel Mines and for Cooperation in Mine Action (DoC) might be described as an alternative instrument to the Anti-Personnel Mine Ban Convention and can serve an important and impartial channel of communication with non-state actors. Already 18 armed groups in Africa have signed the Geneva Call DoC.     

A DYNAMIC PANEL DATA MODEL FOR ANALYZING THE RELATIONSHIP BETWEEN MILITARY EXPENDITURE AND GOVERNMENT DEBT IN THE EU

This paper examines the impact of military spending on general government debt in the enlarged European Union (EU) countries. For this purpose, we use panel data analysis and provide estimates from a dynamic Generalized Method of Moments (GMM) panel model. The dynamics are found to be important and the results suggest that military expenditures do have a large positive impact on the share of general government debt in the EU.     

TIME-VARYING CHARACTERISTICS OF SOUTH KOREA-UNITED STATES AND JAPAN-UNITED STATES MILITARY ALLIANCES UNDER CHINESE THREAT: A PUBLIC GOOD APPROACH

This paper investigates the nature of two military alliances under Chinese threat. The findings are as follows: First, South Korea does not consider China a significant threat while Japan and the United States have recognized China as a serious threat since the 1990s and the 2000s, respectively. Second, the relationship between South Korea and the United States is a true military alliance for all time periods, but the nature of the alliance has changed since the 1970s. Third, although Japan began to form an alliance relationship with the United States in the 1990s, Japan is considered a more significant ally by the United States. This paper implies that, should China provoke a military confrontation, it might be difficult to deduce a common solution among the three countries because of the different response to military threats from China.     

Just How Important Are ‘Hearts and Minds’ Anyway? Counterinsurgency Goes to the Polls

Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.     

Terrorism,crime and public spending: Panel VAR evidence from europe

Within a panel VAR framework and utilizing generalized impulse response and forecast error variance decomposition analysis, we explore the dynamic effects of terrorism and crime on public order and safety spending across European countries during the period 1994–2006. Our findings show that a ‘shock’ in terrorism and/or in crime, significantly increases the subsequent trajectory of public order and safety spending. As a by-product, we find that public spending is ineffective in reducing observed crime or terrorism.

反恐情报保障是反恐行动的重要组成部分和决策依据。针对新疆边境地区情报力量建设较弱、情报保障手段单一、与有关部门缺乏有效的交流机制等问题,公安边防部门应采取加强情报力量建设、完善情报保障机制、充分利用各种情报手段和加强情报交流与合作等有效措施,不断提高反恐情报保障能力,掌握反恐怖斗争的主动权。     

角色扮演法在实践教学中的应用——以《公共关系学》课程为例

角色扮演法是一种以＂学生＂为中心,以＂体验—思考—行动＂为逻辑顺序的教学方法,这种实践教学方法更有利于学生和教师＂成才＂和＂成人＂。角色扮演法在《公共关系学》课程实践教学应用中有四个步骤：经典场景设定、角色分配准备、角色扮演实施和案例讨论总结。应通过多种途径大力倡导角色扮演法在《公共关系学》课程实践教学中的应用,实施以角色外聘为主的角色扮演法。     

公安现役部队遂行非战争军事行动训练的发展趋势探析

遂行非战争军事行动训练是公安现役部队教育训练的重要内容。近年来其训练效果在公安现役部队履职实践中得到了良好的体现。但面对日益复杂的斗争形势,公安现役部队在进行常规训练的同时,应更加突出应急训练、联合训练和心理训练,以更好地完成党和人民赋予的神圣使命。     

The political economy of drones

This paper provides a political economy analysis of the evolution of unmanned aerial vehicles (UAV), or ‘drones’ in the USA. Focus is placed on the interplay between the polity and private economic influences, and their impact on the trajectory of political, economic, and military outcomes. We identify the initial formation of the drone industry, trace how the initial relationships between the military and the private sector expanded over time, and discuss present relationships. Understanding the historical evolution of UAV technology, as well as the major players in the industry today, is important for ongoing policy debates regarding the use of drones both domestically and internationally.
