基于目标特征的光学遥感图像舰船检测方法

针对在大场景、高分辨率的光学遥感图像舰船目标检测中,传统的阈值检测方法效果不佳,而恒虚警法计算量大的缺点,研究一种根据检测舰船目标的特征,对每个可能的目标区域,快速计算检测阈值的方法。同时,研究基于RNN网络及信噪比的特征选择方法,对目标的特征进行优选并对候选目标进行鉴别。实验结果表明,采用本文方法进行舰船目标检测能获得较好的检测结果.     

EXPORT CONTROLS AND INTERNATIONAL SAFEGUARDS

Export controls and international safeguards are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of export controls and international safeguards rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.     

INTRODUCTION: THE DYNAMICS OF NUCLEAR DISARMAMENT

Decisionmaking processes leading to the acquisition of nuclear weapons by democratic states have served as the basis for theories about nuclear proliferation. In contrast, less is known about how a totalitarian regime responds to immense external pressure to abolish unconventional weapons it considers crucial for its security and survival. This article will analyze how we can explain Iraq's behavior after the passing of Resolution 1441 and during the United Nations inspections in 2002–2003.

Do Distinct (National) Operational Styles of Conflict Resolution Exist?

This article contains a reply to a previously published paper on the use and abuse of the so-called Dutch approach to counterinsurgency. In addition to commenting on this paper, the article constitutes an argument to initiate more comparative studies in the field of military and strategic studies. Only comparative studies will help to better understand the effectiveness of military force in preventing, containing and solving violent conflicts.     

COURTING THE GLOBAL SOUTH WITH “DUAL-BENEFIT” NONPROLIFERATION ENGAGEMENT

President Barack Obama and an array of other Western leaders continue to assert that the spread of weapons of mass destruction (WMD) to non-state actors is one of most pressing challenges to global security today. Yet, Western efforts to engage governments—particularly governments across the global South—in a practical nonproliferation dialogue have largely yielded disappointing results. This viewpoint examines the need for a new strategy to engage the developing world in nonproliferation programs. It argues that strategies focused strictly on WMD nonproliferation are unsustainable, and ultimately are destined for failure. An alternative “dual-benefit” nonproliferation engagement strategy utilizes the enlightened self-interest of partner governments needed to achieve broad-based buy-in among all partners. In a concluding section, we recommend that the “Group of 8” Global Partnership Against the Spread of Weapons and Materials of Mass Destruction standardize this model of nonproliferation engagement as it sets out to identify and fund WMD nonproliferation capacity-building initiatives beyond the states of the former Soviet Union.

核安全是国家安全体系的重要组成部分。针对博弈过程定量化分析方法的不足,调整冲突消解图模型分析方法并将其应用于核危机博弈分析。提出冲突消解图模型分析流程、相关定义和矩阵表示方法;以1969年爆发的中苏核危机为背景,基于历史数据构建核危机冲突模型,应用矩阵表示算法分析博弈状态演化过程;引入博弈政策和军事能力两类模型参数,调节参数进行博弈模型敏感性分析;应用联盟分析方法识别出可能存在的决策者联盟及其对国家关系演化的影响;根据模型数据分析结果,总结相关结论和决策参考。研究结果表明,冲突分析方法适用于核危机管控研究,采用与军事实力相匹配的策略在危机博弈演化中具有重要作用。

The convergence and divergence of three pillars of influence in gender and security

This article explores the convergence between three pillars of influence – feminist security studies, civil society activism and policy decision-making – and its role in the adoption and implementation of United Nations Security Council Resolution (UNSCR) 1325. It argues that these three pillars, individually and collectively, have made important contributions to the debate and action on the gender and security agenda, but that they remain organically disconnected. Their convergence has the potential to achieve path-breaking results in the sphere of gender and security, whilst their divergence makes transformation unattainable. We show the disconnect in the application of UNSCR 1325 in Africa and argue that this is partly the reason why, despite enormous efforts, the gains realised in terms of gender equality in the peace and security arena have been negligible.
