Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium's relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.  相似文献

International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture.  相似文献

ABSTRACT

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) allows states to exempt nuclear material from international safeguards for use in nuclear submarine programs. This material, however, could be diverted for nuclear weapons purposes without the knowledge of inspectors, creating a potentially dangerous loophole in the treaty. This article argues that exercising that loophole today would amount to admitting a nuclear weapon program, making it a particularly poor pathway to a weapon for a potential proliferant. Still, if states like Brazil ultimately exempt nuclear material from safeguards for a nuclear submarine effort, they could set a dangerous precedent that makes it easier for others to use the loophole as a route to a nuclear weapon capability. There are several policy options available to mitigate the damage of such a precedent; most promising is the prospect of a voluntary safeguards arrangement that would allow international inspectors to keep an eye on nuclear material even after it has been dedicated to a naval nuclear propulsion program.  相似文献

From 1961 to 1963, an interagency debate took place within the Kennedy administration as to whether to use persuasion or more coercive means in order to multilateralize nuclear safeguards, that is, to make the International Atomic Energy Agency (IAEA) the administrator of safeguards on bilateral nuclear exports from the United States. Persuasion as a general rule was deemed preferable, in order to make the many states that had misgivings about IAEA safeguards accept multilateralization. The coercion-persuasion debate followed years of trying to establish a "common front" among Western nuclear suppliers with regard to nuclear safeguards. Disagreement about the intrusiveness of the system proved a major obstacle, but eventually a common position reflecting the need to take international opinion into consideration was agreed. The adoption of the first IAEA safeguards document in 1961 created for the first time a common standard for the application of safeguards. This was a prerequisite to the U.S. policy of transferring to the IAEA the administration of safeguards on bilateral nuclear agreements. The resulting multilateralization of safeguards laid the groundwork for the IAEA to become the universal safeguarder in connection with the Treaty on the Non-Proliferation of Nuclear Weapons-an unforeseen outcome, since at the outset, IAEA safeguards were perceived as a "holding operation" while waiting for a disarmament agreement.  相似文献

This article examines challenges in international nuclear safeguards pertaining to the timely detection of highly enriched uranium production at large-scale gas centrifuge enrichment plants. To establish where present gas centrifuge enrichment plant safeguards measures and approaches could be strengthened, we have created a discrete time model for simulating hypothetical misuse scenarios, both through transient phases and at steady-state. We find that timely detection of misuse at modern large-scale facilities presents a challenge for international safeguards. A toolbox of unattended measurement systems, along with remote monitoring, however, could be used to improve detection timeliness, enabling the initiation of follow-up activities, potentially on a rapid time scale. These measures, which would need very low false alarm rates, should be implemented in a graded approach, depending on the characteristics of each enrichment plant and an analysis of plausible acquisition paths for the State in which it is situated. Some of these technologies could provide significant benefit to plant operators.  相似文献

ABSTRACT

The present international standard allows non-nuclear weapon states (NNWS) to forego safeguards when nuclear material is used in a “non-proscribed military activity,” though no criteria have been established to determine when NNWS can remove naval nuclear material from safeguards. Though at present, only nuclear-armed states possess nuclear submarines, the global nuclear naval landscape may soon change with the advancement of Brazil's fledgling program and the possible precedent it would set for other NNWS. A framework is needed to shore up nuclear security and prevent nuclear material diversion from the nuclear naval sector. Proposed and existing nonproliferation frameworks, including a Fissile Material Cut-off Treaty and commitments through the nuclear security summits, are insufficient to close this loophole. A Naval Use Safeguards Agreement (NUSA), modeled after the Additional Protocol of the International Atomic Energy Agency, would provide a framework to remove the opacity surrounding nuclear material in the naval sector. Designed for NNWS and encouraged as confidence-building measures for nuclear weapon states, NUSA would explicitly outline those stages in the naval nuclear fuel cycle where safeguards are to be applied and in what context. This viewpoint also further provides direction for targeted research and development in technical naval nuclear safeguards solutions.  相似文献

Nuclear energy is an integral part of China's energy strategy and will increasingly contribute to China's total energy supply. China has more than twenty civilian facilities, including power reactors, mines, and enrichment plants, to support its nuclear power program. As China operates more nuclear plants, more nuclear materials will be produced and stockpiled, and more nuclear facilities will be spread around the country. To ensure that this expanded network of nuclear facilities does not increase the risk that nuclear materials will be diverted or become the target of attack, China will need to develop more reliable domestic nuclear security strategies. China is also poised to become a major exporter of nuclear energy technology. China has committed to keeping nuclear technologies out of the hands of dangerous states and/or sub-state organizations, but in order to fulfill its nonproliferation obligations as well as its treaty-based commitment to share nuclear technologies, China will need to strengthen nuclear export controls and practices. This report examines and evaluates security measures at Chinese civilian nuclear power plants and suggests ways to improve them. It also reviews current export control policies and systems, identifies likely challenges to the expanding nuclear sector, and proposes possible solutions.  相似文献

International Atomic Energy Agency (IAEA) safeguards are under more stress today than at any time in their history. Compliance concerns, a shortage of resources and technology, and growing responsibilities threaten to undermine the effectiveness and credibility of this vital and fundamental pillar of the nonproliferation regime. To address this challenge, the United States recently launched the Next Generation Safeguards Initiative. The goal of this initiative is to ensure the IAEA makes the fullest possible use of its existing authority to prevent the diversion of safeguarded material and to investigate suspicious activities. The initiative will advance state-of-the-art technology, foster the development of a new generation of safeguards experts, and promote technology collaborations and safeguards-conscious infrastructure in states using or pursuing nuclear power. Although it has a domestic focus, the initiative's intent is to catalyze a much broader commitment to international safeguards in partnership with other governments and the IAEA.  相似文献

Fusion reactors have the potential to be used for military purposes. This article provides quantitative estimates about weapon-relevant materials produced in future commercial fusion reactors and discusses how suitable such materials are for use in nuclear weapons. Whether states will consider such use in the future will depend on specific regulatory, political, economic, and technical boundary conditions. Based on expert interviews and the political science literature, we identify three of these conditions that could determine whether fusion power will have a military dimension in the second half of this century: first, the technological trajectory of global energy policies; second, the management of a peaceful power transition between rising and declining powers; and third, the overall acceptance of the nuclear normative order. Finally, the article discusses a few regulatory options that could be implemented by the time fusion reactors reach technological maturity and become commercially available; such research on fusion reactor safeguards should start as early as possible and accompany the current research on experimental fusion reactors.  相似文献

Unlike treaties dealing with nuclear and chemical weapons, the Biological Weapons Convention still lacks formal verification measures, 31 years after entering into force. Here we propose a global export-import monitoring system of biological dual-use items as an additional measure for a web of biological arms controls that could complement traditional export controls. International technical cooperation on issues relevant to the challenges of nuclear disarmament can demonstrate commitment to obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, strengthen the security of fissile materials and weapons, and develop technical approaches to support more ambitious disarmament activities in the future. Including non-nuclear weapon states would ensure that their views are taken into account and would invest them in developing solutions to key challenges. This article discusses three areas for technical cooperation that would build on past activities and that could produce such benefits as improved protection, control, and accounting of nuclear weapons and fissile material; enhanced transparency for nuclear weapon complexes; and mechanisms for international management of sensitive civilian nuclear facilities. International cooperation in each of these areas could provide a technical basis for pursuing possible future disarmament negotiations and substantively demonstrate commitment to Article VI.  相似文献

International concern over nuclear terrorism has grown during the past few decades. This has driven a broad spectrum of efforts to strengthen nuclear security globally, including the widespread adoption of radiation-detection technology for border monitoring. Detection systems are now deployed at strategic locations for the purported purpose of detecting and deterring the smuggling of nuclear and radioactive materials. However, despite considerable investment in this area, few studies have examined how these programs are implemented or the operational challenges they face on a day-to-day basis. This article seeks to address this with a focus on radiation-detection efforts at maritime facilities. Utilizing practitioner interviews and a survey, this article identifies the factors that influence the planning and use of these systems in this fast-moving environment. The results clearly demonstrate that the implementation of these systems varies significantly across different national and organizational contexts, resulting in a fragmented global nuclear-detection architecture, which arguably undermines efforts to detect trafficked nuclear-threat materials. Greater consideration should therefore be given to developing international standards and guidance, designing and adopting tools to support key parts of the alarm assessment process, and broader sharing of good practice.  相似文献

The perpetuation of an otherwise astute fissile material safeguards model by the current non-proliferation regime raises a number of concerns, not least the efficacy of the approach in reducing clandestine weapon developments and the nuclear terrorism threat. Mindful of potential shifts in illicit nuclear material and weapon acquisition, following an excessive focus on fissile material safeguards and the proliferation of nuclear weapon technology, this article uses proliferation trend and scenario analysis in a bid to identify potential proliferation threats and non-proliferation opportunities. The results of the article's assessment of reported incidents (1992–2013) involving theft, unauthorised possession, and attempts to smuggle or sell highly enriched uranium (HEU), plutonium, low-enriched uranium (LEU), natural uranium and uranium yellowcake reveal a decline in occurrences involving fissile material but an increase in uranium yellowcake incidents, particularly in Africa. Presumptions that yellowcake may have provided the newest threat to clandestine weapon developments and nuclear terrorism wane amid concerns over possible biases in reporting, scepticism over an organised and demand-driven nuclear black market, and the difficulties of non-state actors’ development of crude nuclear weapons off the tedious yellowcake conversion-enrichment-fabrication pathway. To secure Africa's uranium yellowcake from potential proliferators, the article proposes concerted domestic, regional and multilateral non-proliferation efforts.  相似文献

Nuclear weapon states historically have attached great secrecy to their nuclear weapon and fissile material production programs and stockpiles, despite warnings that this would fuel fears, handicap informed debate and decision making, and drive arms races. As evidenced by the “Action Plan on Nuclear Disarmament” agreed upon at the 2010 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Review Conference, however, the international community now sees greater transparency about nuclear weapon and fissile material stocks as necessary for enabling and monitoring progress toward nuclear disarmament. To support this effort, the International Panel on Fissile Materials has proposed a step-by-step program for weapon states to declare their inventories, production histories, and disposition of nuclear warheads and fissile materials, and to set up joint projects to develop methods for verifying these declarations. This openness initiative is described here, and could be adopted at the 2015 NPT Review Conference, laying a basis for negotiating verifiable deep reductions in nuclear arsenals and their eventual elimination.  相似文献

ABSTRACT

In March 2015, the South Australian state government established a royal commission to investigate the financial, social, technical, diplomatic, and nonproliferation benefits and risks of expanding its nuclear industry, including activities related to uranium mining; enriching, reprocessing, and fabricating nuclear fuels for both domestic use and export; producing nuclear power; and storing radiological waste, including foreign spent reactor fuel. Given its enormous uranium reserves and current mining activities, some Australians have argued that Australia could benefit financially by expanding the mining sector and by adding value to its uranium exports by enriching the material and fabricating it into reactor fuel assemblies. Others have maintained that Australia can realize significant economic benefits by recycling and storing foreign spent fuel and producing carbon-free nuclear power. In the end, the commission recommended that Australia consider opening up a high-level waste repository to take in foreign spent fuel. It did not recommend any other nuclear activities at this time. The following viewpoint is based on testimony I delivered to the commission on the nuclear weapon proliferation implications of the proposed activities. If Australia wants to avoid the temptation of selling nuclear goods to states that might use these goods to make bombs, it should only consider new nuclear activities that can be entirely financed by the private sector and turn a profit without having to resort to foreign sales. This policy would also enable Australia to set an important, new international nonproliferation standard.  相似文献

The possibility of domestic production raises a difficulty for arms export control measures, since embargoes, by raising the effective price of imports, increase the incentive for domestic production. We address this issue by developing a partial equilibrium model of the international arms market We compare three arms export regimes involving the exporters of high‐technology arms, with a particular focus on the effect of emerging domestic production: laissez‐faire trade, the uncoordinated regulation of exports and a producer cartel consisting of coordinated regulation. The main conclusion is that the possibility of domestic production significantly changes the nature of these stylized export regimes.  相似文献

Taiwan's international status is such that the country's ability to trade and to supply certain goods and technologies remains its primary means of practicing diplomacy and asserting international influence. U.S. pressure to conform to international nonproliferation standards has made the issue of export controls a troubling one for Taiwan. Limiting Taiwan's economic relations affects its ability to sustain itself economically and to maintain productive relations with other nations. On the other hand, as a recipient of U.S. high-technology transfers and security assurances, Taiwan cannot ignore the directives of the United States. The article focuses on this dilemma and how a shift in power to the Democratic Progressive Party is affecting Taiwan's choice between placing limitations on its global economic power or risking being cut off from U.S. technology and losing U.S. security assurances. In order to address this challenge properly, Taiwan will need to reassess its fundamental economic and security interests.  相似文献

ABSTRACT

While nuclear suppliers compete in markets, they simultaneously partner in other fields. This produces a delicate relationship between civilian nuclear programs and nuclear weapon proliferation. This study explores how export competition affects suppliers’ conditions of supply related to nuclear nonproliferation. We investigated three export cases (India, North Korea, and South Korea) and identified four effects that competition has on the conditions of supply related to nonproliferation. First, under highly competitive conditions, suppliers might hesitate to enforce the conditions of supply to avoid negotiation conflicts with recipients. Second, suppliers focus on politically and economically attractive recipients while mostly ignoring unattractive ones, perhaps allowing proliferation problems to fester out of view in marginal states. Third, suppliers can build consensus on the conditions of supply to avoid being the only party experiencing negotiation conflicts. Fourth, suppliers can constrain others from relaxing the conditions of supply to maintain economic benefits and nonproliferation norms. The first two effects accelerate proliferation while the last two promote nonproliferation. Although the extent of these effects can vary with changes in nonproliferation norms, they can contribute to our understanding of the relationship between nonproliferation and civilian nuclear programs.  相似文献

Recently, post-explosion nuclear forensics, or nuclear attribution, has gained a new spotlight within the nuclear weapons scientific and policymaking community. Academics are beginning to ask whether post-explosion forensics might create a replacement for an international nonproliferation regime, or at least offer a fallback option to deter states and individuals from selling nuclear materials. This paper examines current attribution technology from unclassified literature and finds the technology to be well developed but not foolproof, such that nuclear attribution currently provides little deterrent value. If current capabilities were publicized more thoroughly and if the post-explosion process of assessing the evidence were internationalized, states and intermediate actors might be deterred more effectively. Developing a nuclear fingerprint database is also discussed. While useful, its impact on deterrence would be minimal.  相似文献

ABSTRACT

Researchers have recently proposed a new approach to nuclear-arms-control verification, dubbed “deferred verification.” The concept forgoes inspections at sensitive nuclear sites and of nuclear weapons or components in classified form. To implement this concept, a state first divides its nuclear program into a closed segment and an open segment. The total fissile-material inventory in the closed segment, which includes the weapon complex, is known and declared with very high accuracy. Essentially no inspections take place in the closed segment. In contrast, inspectors have access to the open segment, which includes in particular the civilian nuclear sector. The fissile-material inventory in the open segment is known with less accuracy, but uncertainties can be reduced over time using nuclear-archaeology methods. Deferred verification relies primarily on established safeguards techniques and avoids many unresolved verification challenges, such as the need for information barriers for warhead confirmation measurements. At the same time, deferred verification faces some unique challenges. Here, we explore some of these challenges and offer possible solutions; to do so, we examine possible noncompliance strategies in which a state would seek to withhold a higher-than-declared inventory.  相似文献
