Too little,too late: protecting American soft networks in COIN/CT

ABSTRACT

Assistance of local-national partners is necessary to the USA in order to protect its national security interests throughout the world. These partners, typically individuals who support USA diplomats, service members, and non-governmental organizations (NGOs) in non-combatant roles, form USA soft networks. Due to the nature of their work, many of these individuals associated with the policy and actions of the USA become vulnerable to violent threats from adversaries. In fact, adversaries have grasped that attacking USA soft networks is a logical approach for enemies fighting from positions of weakness. As a result, examination of other domains may yield best practices that build resiliency in USA soft networks, thereby cementing national security interests. Further, agency theory illuminates critical principles in the relationships between local-national partners and field practitioners, and informs policy development efforts as a result.     

人民警察危难救助探析

危难救助作为人民警察的法定义务,在保护公民、法人和其他组织的人身安全和财产安全方面发挥着至关重要的作用。在人民警察履行危难救助义务的实际过程中,存在着危难救助性质不明确、主体不清晰、条件不明确、救济制度不完善和法律责任模糊等突出问题,不利于人民警察合法、合理地履行职责和义务,严重制约和影响了危难救助的实际效果。对人民警察危难救助的界定、主体、条件、救济制度和法律责任等问题进行探析,以期对完善人民警察危难救助制度提供借鉴。     

Coping with the refugee and migrant crisis in Slovenia: the role of the military

Approximately 470,000 refugees and migrants passed through Slovenian territory between September 2015 and March 2016, creating a crisis that required a great deal of organisational and field work on the part of many governmental and non-governmental institutions. In the social sciences, a discourse on “security versus humanitarian approach” on the refugees and migrant issue appeared; however, the article goes over such a discourse and deals with roles and problems of different institutions – mostly the military – that responded to the crisis. Namely, coping with the crisis was characterised by significant institutional adjustments, difficult co-ordination, and intense public debate. The Slovenian Armed Forces were included in this process as support for Civil Protection and Police. The military’s role followed the military missions defined by the Defence Act; however, the government also proposed some changes to the act that were met with some doubts on the part of the public and different institutions.

From Remote Control to Collaboration: Conducting NGO Research at a Distance in Tajikistan

ABSTRACT

Using a domestic violence-prevention project in Tajikistan as an example, we examine how international non-governmental organisations’ (NGOs) knowledge production-at-a-distance, working through in-country teams who in turn rely on their local brokers, raises questions around ownership, power and privilege. These include issues around language and translation; motivations and agendas; and the neo-coloniality of data extraction and analysis. Yet, long-distance approaches can also have an emancipatory dynamic, leading to new forms of coproducing knowledge, although the frameworks for this continue to be de?ned by the Global North, even if the categories of ‘Global North’ and ‘Global South’ are becoming increasingly blurred.     

论消防部队在抢险救援中的作用及发展趋势

从消防部队参与社会抢险救援的可行性分析入手,就抢险救援任务类型、模式、处置原则等对消防部队在救援中的影响及救援面临的具体问题进行分析,对消防部队在未来社会抢险救援中多元化的发展趋势进行探讨,并提出拓展消防部队社会应急救援功能的一些建议。     

消防部队承担地震紧急救援任务的思考

近年来,国家地震局依托消防部队在23个省市消防特勤部队成立了省级地震灾害紧急救援队。公安消防部队参加地震紧急救援工作具备一定优势,但也还存在不少困难。分析了消防部队承担地震灾害紧急救援任务的优势及存在的问题,并从体制、训练机制、器材装备建设、救援机制等方面提出了解决问题的对策。

近年来,全国消防部队开展了轰轰烈烈的执勤岗位大练兵工作,灭火救援一线官兵素质普遍得到提高,然而,随着社会的发展,兵员结构的变化和兵役制度的改革,消防部队在参加灭火救援工作还存在一些问题。分析了当前消防部队参加灭火救援工作存在的问题,并提出了相应解决对策。     

消防部队灭火救援中产生法律纠纷的原因及对策

消防部队在灭火救援过程中不可避免地与遇险当事人产生矛盾和法律纠纷。通过几起典型案例,分析了消防部队在灭火救援中与遇险当事人产生纠纷的原因,提出了避免法律纠纷的改进措施。     

高分辨率UAV SAR的三维运动误差分离与补偿

在基于SAR回波的数据处理中,多普勒调频率具有很高的估计精度且对场景的依赖性很小,可以更广泛地用于自聚焦处理。基于多普勒调频率参数估计,针对回波包络及相位分别提出了误差提取模型,并通过包络误差校正和相位误差补偿两个步骤实现了高精度的运动补偿处理。实测数据表明,本文方法可以在低精度导航信息情况下获取高分辨率雷达图像。

该文论述了基于信息论的信息处理组织与决策组织的建模与分析方法。首先介绍了用于决策者建模的基本图示工具Petri Net 和基本数学工具信息划分定律。然后介绍了用上述工具建立起来的单个决策者和决策组织的数学模型,而后又评述了分析决策组织结构的方法,说明了该领域的研究状况,最后对这一研究的应用前景作出了分析。

合成孔径雷达的主要发展方向

首先简要介绍了合成孔径雷达(SAR)产生和发展的历程,其次对当前合成孔径雷达研究的一些主要的热点和发展方向:多参数SAR、干涉SAR、超宽带SAR、激光SAR,尤其是小型化SAR进行了适当的归纳和分析,并且相应地给出了部分具有代表性的SAR系统主要的参数,对合成孔径雷达的研究工作具有一定的理论参考价值。     

Violent vs. Non-Violent Struggle: Investigating the Impact of Frames on Movement Strategies in Yemen

Why do some opposition movements escalate into armed conflict while others abide non-violently under very similar conditions? In order to account for this variance, the article proposes to transcend the limitations of existing structural theories within civil war studies by including a framing perspective. It accentuates and elucidates the agency component and the interactive dynamics of the construction and negotiation of meaning, which remain a ‘black box’ in current models. In a comparative study of two movements in Yemen, the article identifies and describes the respective collective action frames, establishes why and how strategic movement actors construct them in their specific particularity, and relates this to the question of why constituents take certain forms of action. The findings assert the theoretical contribution of an integrative approach.     

Civil Wars,International Conflicts and Other Determinants of Paramilitary Strength in Sub-Saharan Africa

Previous research on African military spending suggests the existence of civil strife as the best predictor of high levels of military spending. However, little is known about why some African nations maintain strong ‘auxiliary’ or paramilitary organizations while others do not. This study finds that the presence of civil or interstate war does not strengthen reserve or irregular forces. Civilian governments promote strong paramilitary organizations to counter any threat the regular military might pose to regime survivability as a form of clientelist politics.     

Do Democracies Support Violent Non-governmental Organizations Less Than Autocracies Do?

This study draws attention to the question: Do democracies fight indirectly through material support to violent non-governmental organizations (VNGOs) which wage intrastate war against other states in general and against democracies in particular, or are democracies less warlike by proxy? The main conclusions are: democracies are less warlike by proxy than non-democratic states, and the more democratic the regime the lower the probability that it will support VNGOs waging war against other states, both in general and against other democracies in particular. The results do not unequivocally support both the monadic or dyadic argument of democratic peaceful behaviour

组合导航中SAR匹配位置参数传递过程

飞行器INS/SAR组合导航中SAR匹配位置参数作为组合滤波器的输入之前需经过多个传递环节的转换.研究了从地面SAR匹配位置到载体主惯导中心位置所涉及各环节间的相互关系及诸参数在各环节中的传递过程,包括地面SAR匹配位置参数向飞行器上SAR相位中心的传递,SAR相位中心参数向辅助惯导中心的传递以及辅助惯导中心位置参数向主惯导位置中心的传递,以此为基础建立测量参数传递过程数学模型.基于传递模型惯导修正及传递误差分析实验结果与实际相符,验证了参数传递模型的正确性与可行性.
