Negotiations to end Sudan's devastating civil war have repeatedly faltered, but among other developments, the re-emergence of civil society in both the north and south provides greater impetus for peace, as well as greater prospects for democracy and respect for human rights. Particularly important, but thus far relatively unnoticed, is the rise of a southern-led civil society movement in the north. Although Sudan's complex history and demographics provide an explanation for much of the conflict, in fact the conflict is essentially political, while it is this very complexity that could provide a basis for the resolution of the conflict. Some intriguing parallels with South Africa's recent experience underscore the role of civil society, and point to some options for the future.  相似文献

This paper explores the contribution of the African Union (AU) to human security promotion in Africa. It contends that human security concerns informed the formation of the AU. Through the efforts of the AU Commission, the African ruling elite and policy-makers have become aware of human security doctrines. Human security ideas have been integrated into AU binding agreements, declarations, decisions and policies. The commission is now in the difficult, yet most important, phase of trying to persuade significant numbers of the African ruling elite and civil society to accept human security as a guiding principle and the desirable norm. Through the African Citizens' Directorate (CIDO), the commission is using indigenous African civil society groups to institutionalise human security doctrines in Africa. The commission faces serious challenges in its efforts to make human security the only security norm. While member states of the AU that have never been comfortable with the introduction of human security doctrines into the continental integration project are tacitly undermining the CIDO's ability to work with civil society groups to institutionalise the doctrines in Africa, the leaders who enthusiastically supported the integration of human security doctrines into the documents and work of the AU have seemed in recent times to be less resolute in their support of AU Commission's human security work.  相似文献

Reflecting on the crisis in Zimbabwe, one is immediately struck by the preoccupation of most commentators with President Robert Mugabe and the land reform programme. Many have touted the confluence of these two issues as the main drivers of that country's political, economic and humanitarian woes. This particular perspective, which is most dominant in the media, has captured popular attention. However, while these two factors are certainly important to understanding the current problems faced by Zimbabwe, little room has been left for the consideration of a number of underlying dynamics that have also contributed to the current stalemate. This omission encourages the perpetuation of myths and rumour, and leads to serious miscalculations in the various transition scenarios that have been mooted. One of the dynamics that has been largely omitted from the debate is the critical role played by what we have chosen to term the ‘security dilemma’ faced by Zimbabwe's elite.

This essay will also present Zimbabwe's political crisis as the result of attempts by the ruling elite to block the transition to enhanced democracy. Also central to the article is a conceptual framework that explains how this powerful group has responded to the threat implicit in political transformation, and how the dominant nationalist ideology represented by the Zimbabwe African National Union (Patriotic Front) (ZANU-PF) has fed into this dynamic.  相似文献

Duration of civil wars has been an elusive area of study particularly because of the tedious task of disentangling the interplay of actors’ agencies, incentives' structures and constraints. This article tackles Syria’s civil war that has completed its fifth year with little hope for an end any time soon. I examine a plausible cause leading to its protraction. Namely the formation of a war system, which made the costs of war less than the expected risks of peace giving the local, regional and international actors that are shouldering the costs. The war system approach combines class analysis with system-structural analysis capturing nuances and dynamics of conflict. This article is based in part based on primary sources collected by author in the Summers of 2014 and 2015 in Lebanon.  相似文献

Peace parks are a modern means of conflict resolution through nature conservation. The Great Limpopo Peace Park (GLPP), which spans South Africa, Zimbabwe and Mozambique, was established to bring new hope to an area that is infamous for racial and political divisions, civil war and widespread poverty. This paper discusses the impact of international laws governing landmines, the current priority choices of the countries involved, and the situation in the two mine-affected countries: Mozambique and Zimbabwe. Minefields and politics are interrelated, and have an impact at local, national and international level. Using the GLPP as a case study, the article argues that although they have been presented as excellent examples of integrated biodiversity conservation and socio-economic development in developing countries, peace parks will not fulfil their main objective of promoting an image of peace in the aftermath of conflict without addressing landmine contamination.  相似文献

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted.  相似文献

Much research has been done on patriarchy in numerous contexts in Africa, contributing to an understanding of the phenomenon. Recent developments in Kenya and Somalia, characterised by the adoption of new constitutions against the backdrop of stringent patriarchal practices, prompted the writing of this article. Kenya's journey towards gender equality has not been an easy one, given that prior to 2010 – when its new constitution was adopted – customary law that endorsed the violation of women's rights held precedence. For Somalia, over two decades of civil war had encouraged lawlessness, which acted as a barrier for women's progress. With the two countries' new constitutions now in place, expectations are high that past hindrances will be eradicated. Kenya and Somalia stand a good chance of achieving gender equality if lessons from other countries can be carefully considered to avoid a repeat of their failures. Using secondary and primary data, it is this article's argument that an honest dialogue on women's rights involving all relevant stakeholders needs to be initiated to tackle the deeper structural problem of patriarchy, which poses a huge threat to the gains achieved on paper.  相似文献

In the last decade, the nature of peacekeeping in Africa has changed somewhat, especially the manner in which peacekeeping missions are comprised, funded and driven. What one can observe is that there has been new thinking in the field of peacekeeping where this initiative is driven by states with particular interest in a particular issue(s). This thinking has led, to a certain extent, to the United Nations (UN) de-monopolising peacekeeping and ceding its ‘responsibility to protect’ to either lead states or regional organisations to deal with crises in respective backyards. In the first instance, ‘lead states’ have been empowered (financially and militarily) by peacekeeping powers to attend to crises in their respective regions to drive peacekeeping efforts. In the second instance, while financial and military support is not paramount, regional powers have had the blessing of the UN to deal with regional issues and crises in various parts of their respective regions. This situation evidently signifies the shifting nature of peacekeeping on the African continent. On assessing this scenario, the question that emerges in one's mind is where does this leave the UN? Does this mean that the UN and multilateralism is being sidelined in favour of unilateralism? Or does the UN still matter? What is the future of peacekeeping in Africa? These questions and the challenges posed by both the ‘old’ and ‘new’ approach to peacekeeping will be analysed in this article.  相似文献

Long understood as the key document in Britain's Cold War history, the Duncan Sandys Defence White Paper of 1957 nevertheless has a largely forgotten context: home defence. This article argues that understanding this context allows important new conclusions to be drawn concerning the drafting, presentation and the reception of the document and the deterrent strategy it expounded. It argues that the Paper failed to establish a new doctrine for civil defence which reconciled the policy with the wider deterrent strategy. In doing this, the Paper presented a muddled policy to the public: one which failed to justify the reductions in civil defence provision but which stressed the destructive power of thermonuclear weapons. This had the effect of encouraging the critics of the government's nuclear strategy to flag up the absence of adequate civil defence measures and highlight the ‘admission’ that there was no defence against the hydrogen bomb.  相似文献

Much is made in the security sector reform literature of the role of civil society as an overseer and monitor of the security sector, contributing to improved accountability and governance. This paper looks at how the notion of ‘civil society capacity’ needs to be disaggregated in order to develop meaningful strategies to assist civil society organisations to impact security sector reforms in complex, post-conflict contexts like the Democratic Republic of Congo. It draws on fieldwork conducted with 200 Congolese civil society groups that are attempting to engage in current security sector reform processes, and looks at which capacities are required to improve oversight by civil society groups.  相似文献

ABSTRACT

World War I was an epochal event that permanently redefined international politics. Yet, there is no consensus about what kind of international system it erected. This article argues that since 1918 to the present day, there is a unique revolutionary/revisionist system in existence. To confirm the argument, this article will revisit the mid-twentieth century writings of political realism's founding father Hans J. Morgenthau. His political thought is premised on the co-constitutive relation between ethics and politics, which characterized international politics throughout the Westphalian era and which was irreversibly lost in the tragedy of World War I. By sketching some of Morgenthau’s main arguments on the political and ethical transformations brought about by total war and total politics, the article argues that World War I generated a revolutionary system indifferent to political and non-political spheres, where insulated ethical systems clash in a kind of “global civil war”.  相似文献

This paper employs functionalist, transformative and peacebuilding approaches to explore the role played by civil society in peacebuilding during Zimbabwe's coalition government (2009–2013), under the Church and Civil Society Forum (CCSF). Through the functions of democratisation, socialisation and the rebuilding of communities, the various bottom-up peacebuilding initiatives under the CCSF framework rebuilt broken relationships, provided spaces of encounter between victims and perpetrators, and bridged the paradoxical values of mercy, justice, truth and peace in a context of deep political polarisation. Although the various peacebuilding activities were scattered and sporadic, they do provide a basis for nationwide replication under a ZANU-PF dominated government. The new 2013 constitution provides institutional opportunities for the formulation of a broader national framework for peacebuilding that synergises these efforts by civil society and a politically willing state.  相似文献

Regardless of the outcome, civil wars are destructive events. They not only devastate the physical and human capital of a society, but also have a direct effect on state capacity. The capacity of the state is critical as it attempts to rebuild society and minimize the risk of a new civil conflict; yet, it is still not clear how civil war precisely affects state capacity. In general, we argue that incumbent victors are more likely to end with a stronger state when the conflict is short and the victory is decisive. In contrast, rebel victors require more time to build their internal capacity and thus have stronger states after a longer conflict, especially when they had access to lootable resources.  相似文献

ABSTRACT

This article analyses the Zimbabwe People’s Revolutionary Army operations in Mashonaland West province with particular reference to Makonde District during the country’s war of liberation. Despite the growing literature on ZAPU and ZPRA in Zimbabwe’s war of liberation there is little that has been written concerning the operations of ZPRA guerrillas in Mashonaland provinces. Guided by evidence drawn from secondary and primary sources the article further asserts that ZPRA adopted a four pronged strategy in Makonde District. This strategy in part was hinged on the politicization of the population on the one hand and annihilation of the enemy forces, attrition and manoeuvre warfare on the other. Again, the article argues that ZPRA guerrillas attempted to capture Salisbury (Harare) in order to conquer the Rhodesian Security Forces’ centre of gravity. It was hoped that the capture of the capital city would Makoni District was of strategic significance to the conduct of ZPRA operations and arguably hastened Ian Smith’s decision to attend the Lancaster House Conference negotiations that led to the independence of Zimbabwe in 1980.  相似文献

A Century stained with the sufferings of ceaseless war and atrocity is as much marked by our incomplete efforts to secure the foundations of an international society, one in which all peoples are equal and equally protected from abuse. The last decade has seen the application of dormant humanitarian principles and laws in various fora. The ICC offers us the opportunity to build on these disjointed enforcement efforts. In the ten years since the establishment of South Africa's first inclusive democratic government, an ambitious, extensive and systematic process of reform has been carried out in the governance of security. The process is widely regarded as having been successful and a model for other processes of ‘security sector reform’ in the context of transitions from authoritarian forms of governance to democratic ones.

That this been achieved with hardly a shot fired in anger is a remarkable achievement and a credit to visionary political leadership as well as organisational capacity, in other words to effective security governance.

At the same time, progress has been uneven and sometimes fragmentary, policy intentions and commitments have not always been translated into practice, the end results have not been to everyone's liking, and transformation has engendered its own pathologies. Thus several challenges remain in improving security governance.

This article provides a broad overview of the roles played by the various actors in the governance of the security sector, including the executive, parliament and civil society. It examines the main policy frameworks and touches on organisational transformation, because it is impossible to deal with governance in isolation from these issues. Policy processes and the frameworks they give rise to—in particular—are critical for effective governance. This article deals with the defence, safety and security and intelligence fields. A comprehensive overview would need to include the governance of criminal justice and foreign policy. The article does not seek to make an overall evaluation of governance, but to identify achievements, shortfalls and challenges.  相似文献

This article explores Russia's increasing reliance on nuclear weapons from three perspectives. First, it seeks to demonstrate that the phenomenon is not exclusively limited to Russia and represents a broader trend, which is ultimately rooted in the nature of the contemporary international system or, more precisely, the uncertainties of the transitional period between the Cold War system and a new emerging one. Second, it analyzes the role assigned to nuclear weapons in Russia's doctrinal documents, in particular the emergence of a new mission—limited-use of nuclear weapons to deter or, if deterrence fails, to de-escalate large-scale conventional conflicts. Discussions of the new doctrine, which have begun recently, suggest that this new mission will likely remain unchanged. Finally, this article looks at the apparent discrepancy between Russia's nuclear modernization programs and the roles assigned to nuclear weapons in the military doctrine, as well as the causes of that discrepancy.  相似文献

The armed conflict in the DRC has been characterised by appalling, widespread and systematic human rights violations. It varies from civil war to a war between national armies. Much of the conflict falls between these two categories due to the involvement of foreign troops in civil strife, as well as foreign rebel groups fighting their home government's troops but on Congolese soil. The most pressing need is to cease hostilities and address the humanitarian situation in the country. Questions of justice and accountability, and issues relating to the rule of law will have to be addressed soon in order to achieve a durable peace in the country and in the region. Since there are links between different conflicts in the region, a broader solution should preferably be found. However, this would further complicate an already difficult proposition. Efforts limited to the DRC would be more feasible and could lead to similar measures in other conflict ridden countries in the region. This essay therefore discusses the available processes for justice.  相似文献
