ABSTRACT

The uncritical layering of western liberal defence governance norms and concepts on top of existing legacy concepts has impeded achieving coherent military capabilities and capacities when Serbia’s political and military leadership tried to reform the defence system using Western benchmarking principles and Western countries’ best practices. The process of this change has been more valuable than its actual output, as defined by increased capabilities. Such outcomes should be reflective of policy guidance, and can be thought of as closing the trinity loop of a defence planning system: plans, money and execution. This article addresses two key functional areas of the Serbian defence institution. First, it assesses the current state of defence planning to discern its strengths and weaknesses to ascertain if plans are tied to financial decision-making. Second, a full examination of current Serbian defence management is conducted to discern whether weaknesses exist that distract from producing operational capabilities. Both areas are analyzed thoroughly and some solutions for change are proposed. Also, the article analyzes the appearance of two negative phenomena in the planning process – economization and managerialism.  相似文献

This paper, intended to stimulate debate, suggests that we are at a turning point in the history of the UK military aerospace industry. It argues that there is urgent need for a fresh vision as to how the UK military aerospace industry can both prosper and make its maximum contribution to the defence of Britain. Further, the resulting plans and policies must emphasise the robustness of defence capabilities in a future in which the only thing we can be certain is that it will be very different from the present – especially whenever defence most matters.  相似文献

By any objective measure, defense institutions in Central and Eastern Europe have all but universally been incapable of producing viable defense plans that are based on objective costing and operational planning data. This situation exists in spite the provision of considerable Western advice and assistance, let alone reporting to and receiving assessments by NATO’s International Staff under Partnership for Peace, as well as via the integrated defense planning and reporting systems. An explanation for this systematic failure across European post-Communist defense institutions can be found in the continued slow development of an over-arching policy framework which directs and approves all activities of the armed forces, as well as the de-centralization of financial decision-making down to capability providers. The essay ends with an examination of the adverse effects of the early introduction of planning programming, budgeting system (PPBS), have had on the development of effective policy and planning capabilities within these defense institutions.  相似文献

This article explains why the EU in recent years has gained an upper hand in Allied defence planning. The development is surprising in light of reforms undertaken by NATO in the mid-1990s and also the 1998-99 US ambition to reinforce NATO's defence planning process with the Defence Capabilities Initiative. The article argues that a number of European governments, notably including the British and French, has been motivated to seek change because NATO's defence planning process has proved difficult to adapt to new low-intensity threats and also because governments seek to control the political development of the EU itself. The article illustrates how these concerns are directly visible in the current EU design for military planning and offers an assessment of future NATO-EU relations.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献

Although India is a major importer of defence equipment, it has also been manufacturing defence equipment for some of its needs. The Government of India’s ambitious ‘Make in India’ initiative for the defence sector aims to achieve self reliance in defence equipment production. This essay explores the opportunities for bilateral arms trade between India and Africa, as a new facet of India-Africa defence cooperation. ABSTRACT

In analysing trends in Chinese defence engagement and their impact on defence development in African states, it is important to consider both China's changing policy priorities and its capabilities for the provision of defence support. China's international ambitions and its economic development contribute to its emergence as a key supporter of defence capability development in Africa, occupying a crucial niche as a provider of support, particularly arms transfers, appropriate to evolving local requirements. The economic and politico-military imperatives driving China's engagement of Africa, which stem from its economic reforms and re-emergence as a great power, are facilitating defence modernisation by accelerating the introduction of modern arms in substantial quantities. The commercial importance of arms exports and the growing importance of strategic ties strongly situate China to help sustain processes of defence capability development in African states over the long term.  相似文献

ABSTRACT

Romania faced one of the most dramatic transitions from authoritarian communism to become a democracy and a member of the North-Atlantic Treaty Organization (NATO) and the European Union (EU). The backbone of building a democratic society has been civilian control of the military. This article briefly describes the norms and institutions of democratic control of the intelligence services in Romania and assesses how the mechanisms of democratic control have worked in practice after almost three decades of reform. We argue that many of the post-1989 reforms have been only superficial implemented and monitored, particularly after Romania joined NATO and the EU. The article concludes that the democratic control of intelligence in Romania is an unfinished business. There are structural shortcomings embedded in the process of democracy consolidation that need to be addressed.  相似文献

The European Monetary Union (EMU) is inherently unstable, and will be prone to repeated financial and fiscal crises. These crises pose a clear threat to NATO security and the political institutions of Alliance member states. There is no definitive way to eliminate the risks posed by monetary union, but straightforward reforms in EMU sovereign debt management represent a low-cost near-term means of mitigating these risks. With EMU nations facing a seeming leadership vacuum, it is well within NATO purview to press for adoption of such reforms.  相似文献

Many African states have security sector reform (SSR) programs. These are often internationally funded. But how do such programs account for previously existing security institutions and the security needs of local communities? This article examines SSR all over Africa to assess local ownership and path dependency from a New Institutionalist perspective. It finds that SSR, particularly in post-conflict countries, tends to be driven by ideas and perceptions of international donors promoting generalized blueprints. Often, such programs only account in a very limited way for path-dependent aspects of security institutions or the local context. Hence, the reforms often lack local participation and are thus not accepted by the local community eventually.  相似文献

Recently declassified war plans reveal the Irish Army preparing a conventional defence against expected British invasion in 1940–41. Irish Army planners realized such a defence would have been suicidal in the face of overwhelming British military superiority, yet they rejected the obvious alternative of preparing a defence which incorporated their operational experience of guerrilla warfare from the Anglo‐Irish War of 1919–21. This was because in building a professional organization in the 1920s and 1930s, Army leaders formed beliefs about military professionalism by imitating the British Army. This, in turn, led them to believe that guerrilla warfare was not the business of professional armies.  相似文献

This article examines military expenditure and defence policy in Norway from 1970 to 2013. Until 1990 Norwegian military expenditure remained between 2.5 and 3.0 per cent of Gross Domestic Product (GDP). Despite constant GDP shares, the military expenditure could not sustain a large and properly armed mobilization army. The constant nominal defence budgets of the 1990s accentuated the Norwegian Armed Forces' underlying imbalance between tasks, structure and budget. Around year 2000, large organizational reforms were effectuated, in which costs, the number of man-years, and underlying imbalances between tasks, structure and budget were reduced. Military expenditure increased in nominal terms between 2003 and 2013, while real military expenditure remained practically constant.  相似文献

How do countries transition from single service to joint operations? This article engages with the discussion on military innovation to argue that civil–military relations are the most important driver for jointness. In doing so it examines jointness in the Indian military. Relying on archival research and primary interviews this article sheds new light on the operations of the Indian Peacekeeping Forces (IPKF) in Sri Lanka from 1987–1990, the 1999 Kargil War and the Post-Kargil defence reforms. The main argument is that the Indian military’s transition to jointness has been ‘incomplete’ primarily because of its prevailing model of civil-military relations. This model prevents civilians from interfering in the operational issues of the military, including on matters pertaining to jointness. It therefore recommends more forceful civilian intervention to overcome the prevailing single service approach.  相似文献

Accelerated life testing (ALT), enhanced by optimal test plans, has been widely accepted in practice as a quick approach for estimating the reliability of a product. From the estimation result, preventive maintenance schedules can be determined to ensure the performance of the product under its normal operating conditions. By default, maintenance decision‐making is regarded as the last and least rewarding step. However, sometimes the maintenance schedules, such as preventive maintenance intervals, are predetermined due to customer concerns and/or by various mandatory regulations and rules. Under such circumstances, how to accurately estimate the expenditure (e.g., on maintenance or spare parts management) associated with these maintenance requirements becomes an important issue. A viable solution is to incorporate the maintenance requirements into ALT plans. This paper provides an approach for the optimal design of ALT plans oriented by a mandatory periodical replacement schedule subject to a discounted penalty. The objective is to improve the estimation accuracy of the economic impact of this maintenance requirement. Probing the technology in the production of US national defence by using a dynamic cost‐function model with adjustment costs, this paper evaluates the effect of reducing the level of national defence on the defence budget saving. Our inquiry involves estimating the defence production structure without output data for non‐market goods that are normally unavailable. Our findings include: (i) the United States behaves rationally to minimize cost in the production of national defence; (ii) the adjustment costs are larger in disarmament than in military build‐up; (iii) due to the adjustment costs peculiar to disarmament, the defence budget saving from disarmament appears small, but cutbacks allow great savings on the defence budget.  相似文献

Covert operations by underground groups, such as transnational terrorists, are not new and neither are the methods members of these groups use to communicate in their shadowy world. In this regard, one of the enduring myths is that the main means these covert operatives use to communicate within their cell structure are telephones and emails in their various manifestations. This article critically discusses the possible use of wireless transmissions by transnational terrorists as a reliable form of communications. To critically discuss this proposition, a force field analysis was used to assess the theory that radio is a viable option. Implications of this study's findings are considered in terms of the ramifications they have for defence and security policy.  相似文献

Capability-based planning (CBP) is considered by many defence organisations to be the best practice for enterprise-level planning, analysis and management. This approach, loosely based around investment portfolio theory, is premised on balancing the cost, benefit and risk of capability options across the defence enterprise. However a number of authors have recently noted limitations of its current applications. The authors propose a more general, insurance-based approach, which can support the evolutionary improvement of the current CBP approach. This approach is implemented as hedging-based planning and aims to better reflect the enterprise nature of defence organisations, capturing both force structure and force generation aspects of military systems.  相似文献

New Zealand's current defence strategy, first expressed in NZ Government (1991), is one of "self-reliance in partnership". We outline the country's defence policy in historical context, examine its current defence expenditure and capabilities, and document the genesis of recent major changes in security policy. Acceptance sampling plans are used to assess the quality of an ongoing production process, in addition to the lot acceptance. In this paper, we consider sampling inspection plans for monitoring the Markov‐dependent production process. We construct sequential plans that satisfy the usual probability requirements at acceptable quality level and rejectable quality level and, in addition, possess the minimum average sample number under semicurtailed inspection. As these plans result in large sample sizes, especially when the serial correlation is high, we suggest new plans called “systematic sampling plans.” The minimum average sample number systematic plans that satisfy the probability requirements are constructed. Our algorithm uses some simple recurrence relations to compute the required acceptance probabilities. The optimal systematic plans require much smaller sample sizes and acceptance numbers, compared to the sequential plans. However, they need larger production runs to make a decision. Tables for choosing appropriate sequential and systematic plans are provided. The problem of selecting the best systematic sampling plan is also addressed. The operating characteristic curves of some of the sequential and the systematic plans are compared, and are observed to be almost identical. © 2001 John Wiley & Sons, Inc.
