ABSTRACT

Graham Farmelo's new book on the early British nuclear weapon program assembles a fascinating cast of characters in a gripping narrative. It particularly succeeds at illustrating the importance of “atomic energy” imagery in the United Kingdom well before the discovery of fission, and provides nuanced insights into Churchill's handling of issues relating to the atomic bomb and scientific expertise. However, in arguing that the British had a “lead” on the manufacture of atomic bombs that was “lost” to the United States during the early Manhattan Project, the book overstates its case, and in the process misunderstands what it took to make the bomb.  相似文献

The prospect of the United States continuing to reduce the size of its nuclear arsenal to “very low numbers” has raised questions in Japan and South Korea, where US extended deterrence guarantees are premised on the “nuclear umbrella.” In both countries, however, concerns focus less on numerical arsenal size than on the sufficiency of specific nuclear and non-nuclear capabilities to meet evolving threats and on the degree of broader US commitment to these alliances. This article assesses developments in US-Japan and US-South Korea relationships in response to the Obama administration's nuclear disarmament policies, focusing on how the evolutionary course of those relationships may in turn condition prospects for sustaining this US nuclear policy direction. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term, but also that US nuclear arsenal size is secondary to broader political, strategic, and military factors in meeting these challenges. The evaluation concludes that strong alliance relationships and strategic stability in East Asia can be maintained while the size of the US nuclear arsenal continues to decline, but also that deterioration of these relationships could imperil core US nuclear policy and nonproliferation objectives.  相似文献

Targeted killings have become a central tactic in the United States' campaigns against militant and terrorist groups in the Middle East, Asia, and Africa. Both ‘demand’ and ‘supply’ factors explain the rise of targeted killings. Demand for targeted killings increased as the United States faced new threats from militant groups that could not be effectively countered with conventional military force. Concerns about the political consequences of long-term military involvement overseas and American casualties led political leaders to supply more targeted killings. The conclusion discusses how this tactic may have unintended consequences as other states follow the United States use of targeted killings.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

ABSTRACT

The United States and China are testing boost-glide weapons, long-range strike systems capable of flying at Mach 5 or faster through the upper atmosphere. For the United States, these systems would provide a conventional prompt global strike capability, which, together with US ballistic missile defense programs, Chinese experts regard as a threat to China's ability to conduct nuclear retaliation. This perception is encouraging the Chinese military to modify its nuclear posture in ways that tend to create greater risks for both sides. If China's own boost-glide systems are meant to carry nuclear payloads only, their deployment would not fundamentally alter the current situation between the two states. However, if they were conventionally armed or dual-purpose, or if the United States could not determine the payloads they carried, the deployment of Chinese boost-glide systems could compound problems of strategic stability created by the introduction of ballistic missile defense, antisatellite, and antiship ballistic missile capabilities. If the technical hurdles can be overcome, it may be difficult for the two sides to refrain from these deployments in the absence of strong mutual trust or an established arms-control relationship. New confidence-building measures and expanded mutual transparency are warranted to avoid creating new dangers.  相似文献

Taiwan's international status is such that the country's ability to trade and to supply certain goods and technologies remains its primary means of practicing diplomacy and asserting international influence. U.S. pressure to conform to international nonproliferation standards has made the issue of export controls a troubling one for Taiwan. Limiting Taiwan's economic relations affects its ability to sustain itself economically and to maintain productive relations with other nations. On the other hand, as a recipient of U.S. high-technology transfers and security assurances, Taiwan cannot ignore the directives of the United States. The article focuses on this dilemma and how a shift in power to the Democratic Progressive Party is affecting Taiwan's choice between placing limitations on its global economic power or risking being cut off from U.S. technology and losing U.S. security assurances. In order to address this challenge properly, Taiwan will need to reassess its fundamental economic and security interests.  相似文献

While recent history arguably demonstrates a high level of nuclear stability in South Asia, this article argues that this stability has historically been a function of India's relative weakness. It argues that, as India becomes stronger, attention must be paid to the technical and political requirements of nuclear stability: the reliability of weapons and command and control and the political conditions that underpin stable relations between nuclear-armed states. It concludes by recommending the United States aim to modify the perceptions of regional elites about their various intentions and decision-making processes and the role of the United States as crisis manager.  相似文献

The mounting challenge posed by China's military modernization has highlighted the need for the United States to analyze its ability to execute a naval blockade. A blockade strategy is viable, but it would be limited to a narrow context: the United States would have to be engaged in a protracted conflict over vital interests, and it would need the support of key regional powers. The United States would also need to implement a mix between a close and distant blockade in order to avoid imperiling the conflict's strategic context. If enacted, a blockade could exact a ruinous cost on the Chinese economy and state.  相似文献

North Korea has the bomb but not much of a nuclear arsenal. For fifty years, it pursued the plutonium path to the bomb in parallel with its pursuit of nuclear electricity. My visits to North Korea's Yongbyon nuclear complex provided a window to its plutonium capabilities. After having made six visits to North Korea, Pyongyang surprised me during my seventh visit last November by showing me a small, modern uranium enrichment plant, which I was told was needed for its new indigenous light water reactor program. However, the same capabilities can be used to produce highly enriched uranium bomb fuel. Following a pattern of having made poor risk-management decisions during much of the past twenty years of diplomacy dealing with the North Korean nuclear threat, Washington remains in a standoff with Pyongyang.  相似文献

China-U.S. cooperation over the most difficult security problem in Northeast Asia—the North Korean nuclear issue—in essence projects its bigger power game amid the tectonic shifts of Asian geopolitics. The nuclear issue affords a test case to gauge the future posture of China and the United States in East Asia and their partnership in that conflict-prone region. Approaches to resolving this issue must take into account the geopolitical realignment of Asia, Washington's reorientation of relations with its Asian allies, and China's rise as an influential regional player and the subsequent regional response. However, the long-standing mistrust between China and the United States is contributing to a lack of substantial progress in Korean nonproliferation efforts. The declared nuclear test by Pyongyang further put the denuclearization cooperation between China and the Unites States on the line. China-U.S. cooperation in denuclearizing Pyongyang may either produce lasting stability for the region or create ‘‘collateral damage,’’ with the North Korean issue paling in comparison.  相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal.  相似文献

Since 1993 North Korea's response to US ‘hegemony’ has been a seemingly paradoxical attempt to bandwagon with the United States by means of military coercion. However, after more than a decade of effort, North Korea has failed to normalize its relations with the United States. In the years ahead, it can either pursue more proactively the strategy of bandwagoning with the United States, shift its strategic focus to China, or embark upon a policy of equidistance between the United States and Japan on the one hand and China on the other.  相似文献

Ten years of counterinsurgency in Iraq and Afghanistan have produced little in Britain's national interest. This article examines the political objectives set in these wars and the reasons why they have proved elusive. The core foreign policy aim was to sustain Britain's position as a great power by assuming responsibility for global order. Alliances with the United States and NATO would be the diplomatic tool for pursuing this aim. These alliances brought obligations, in the shape of agreed common threats. Rogue regimes with weapons of mass destruction and international terrorists harboured in failed states were deemed the primary threats to British security. Military means were therefore used in Iraq and Afghanistan to attack them. Whether Tony Blair's vision of global order ever made sense is debatable, and it attracted scepticism from the outset. The article argues experience in Iraq and Afghanistan showed that a strategy to eliminate terrorism (the WMD threat turned out never to have existed) by expeditionary counterinsurgency could only fail. Therefore the attention lavished on operational-level performance by most studies is misplaced, because no amount of warfighting excellence could make up for strategic incoherence. Finally, the article proposes the more important question arising from the last ten years is why the UK pursued a futile strategy for so long. The difficulties associated with interpreting events, a malfunctioning strategic apparatus, weak political oversight, and bureaucratic self-interest are posited as the most significant explanations.  相似文献

In recent years, China has made stunning progress in its satellite reconnaissance capabilities. Starting from almost no capacity for live surveillance ten years ago, today the PLA has gained the capability to support real-time tactical naval operations from space. China's suite of electro-optical, synthetic aperture radar, and electronic intelligence satellites would be key to its anti-access/area denial capabilities, through which the PLA could deny the United States military the capability to operate with impunity close to its shores. Furthermore, these achievements suggest a shift towards more military-dedicated space assets and form the contours of a crucial support system for expanded PLA operations.  相似文献

In January 1950 President Harry S. Truman announced that the United States would proceed with further work to determine the feasibility of a ‘Super’, or hydrogen, bomb. The events leading up to that decision – counter-pressures and advocacy from a number of quarters, including the divided Atomic Energy Commission (AEC), the nuclear scientists, Congress and the Pentagon – is well known. Less attention has been given to how the story of the Super came to be told in official and popular publications. Admiral Lewis L. Strauss, rogue member of the AEC, later presidential adviser on atomic affairs and AEC chairman, was one of the most vigorous advocates of developing thermonuclear weapons. He was also a highly skilled player of bureaucratic politics. This article draws upon the Strauss archives to examine how he used his position and his contacts to shape the history of the H-bomb to his own political advantage.  相似文献

ABSTRACT

Since the 1950s, the United States has engaged in nuclear sharing with its NATO allies. Today, 150-200 tactical nuclear weapons remain on European soil. However, the Treaty on the Non-proliferation of Nuclear Weapons (NPT) prohibits the transfer of nuclear weapons to non-nuclear weapon states. The potential discrepancy between text and practice raises the question of how the NPT's negotiators dealt with NATO's nuclear-sharing arrangements while drafting the treaty that would eventually become the bedrock of the international nonproliferation regime. Using a multitiered analysis of secret negotiations within the White House National Security Council, NATO, and US-Soviet bilateral meetings, this article finds that NATO's nuclear-sharing arrangements strengthened the NPT in the short term by lowering West German incentives to build the bomb. However, this article also finds that decision makers and negotiators in the Lyndon B. Johnson administration had a coordinated strategy of deliberately inserting ambiguous language into drafts of Articles I and II of the Treaty to protect and preserve NATO's pre-existing nuclear-sharing arrangements in Europe. This diplomatic approach by the Johnson administration offers lessons for challenges concerning NATO and relations with Russia today.  相似文献

ABSTRACT

Since 9/11, the United States has achieved notable gains against al Qaeda, and also Islamic State (IS), all while avoiding another mass-casualty attack at home. Yet, institutionally, culturally, and in its capabilities, the US government remains seriously ill-equipped for the task of countering irregular threats. Partly as a result, Islamist extremism shows no sign of being defeated, having instead metastasized since 9/11 and spread. Why, given the importance accorded to counterterrorism, has the US approach remained inadequate? What is impeding more fundamental reforms? The article evaluates the United States’ way of irregular warfare: its troubled engagement with counterinsurgency and its problematic search for lower cost and lower risk ways of combating terrorism. It suggests needed reforms but acknowledges also the unlikelihood of change.  相似文献

Why did the Palestinian Authority established in 1994 create 12 security forces when Eritrea, which achieved independence in 1994, made do with one conventional army? This article attempts to explain the variation in the structure of national security systems in Third World states as a function of two basic factors: the state's political and social heterogeneity and the state's relative importance to US foreign policy and security concerns. Authoritarian one-party and centralizing states tend to fragment their security forces more than states that cultivate social or political pluralism. Fragmentation is a classic exercise of divide and rule. But a tradeoff exists between fragmentation and assuring internal security on the one hand, and ensuring offensive capabilities to ward off external enemies, on the other. Hence the importance of a strong foreign ally – preferably the United States. According to this model, centralized homogenous states enjoying US protection will tend to fragment or bifurcate their security systems most.  相似文献

The People's Republic of China (PRC), no longer content with its longstanding ‘minimalist’ nuclear posture and strategy, is enhancing the striking power and survivability of its theater and strategic missile forces and rethinking its nuclear doctrine in ways that may pose serious challenges for the United States. Although the modernization of Chinese nuclear and missile forces may ultimately result in greater strategic deterrence stability, this change will not come about immediately or automatically. Indeed, it is entirely possible that China's growing missile capabilities could decrease crisis stability under certain circumstances, especially in the event of a US–China conflict over Taiwan.  相似文献
