This chapter discusses the impact Provincial Reconstruction Teams (PRTs) have on the security situation in Afghanistan, specifically in countering the terrorist threat and in counter-narcotics.

The Afghan people define the lack of security as their country's greatest problem. The terrorist activities of groups opposed to the central government and the political process compounded by violence related to the opium trade are seen as the main sources of insecurity. The authors argue that, currently, PRTs should not assume active counterterrorism as an additional main area of operation. The complexity of Afghanistan's security environment and the pressure to have PRTs involved in the counter-narcotics effort underscore the necessity of local knowledge and experience in the PRTs. Participation of indigenous actors, such as NGOs, in the PRT-organisational structure could provide this required expertise.  相似文献

Pakistan with highest number of terrorism related deaths of any country over the past decade, the number exceeding the total terrorism related deaths for both the European and North American continents, provides an ideal laboratory to study impact of terrorism on the macroeconomy. Quasi-Structural VAR, Vector Error Correction Model, Impulse Response Functions and Granger-Causality tests on a sample that covers over 4500 terrorist incidents and consequent 10, 200 deaths [from 1973 to 2010] are employed to study the relationship between terrorism and the macroeconomy. One of the major advantages of the current methodology is that it not only enables one to circumvent the heterogeneity biases inherent in cross-country studies but it also allows distinguishing between short and long-run effects. It is documented that cumulatively terrorism has cost Pakistan around 33.02% of its real national income i.e. terrorism costs Pakistan around 1% of real GDP per capita growth every year.  相似文献

In late 2011, the Spanish terrorist organization ETA announced the end of armed violence after more than forty years of illegal activity. While the existing literature has already established the negative impact of terrorist actions on international tourism in a particular region, this paper aims to determine whether ETA’s final ceasefire and definitive dissolution had a positive impact on domestic tourism in Basque Country. To that end, a directed gravity model is estimated over a panel data-set of 699 domestic tourist flows between the Spanish regions from 2008 to 2013. Results suggest that the negative impact on visitor flows was localized in the Basque Country. Also, regardless of a permanent ceasefire announced in 2010, only the 2011 ‘definitive cessation of violence’ had an immediate significant impact on the number of visitors to the Basque Country. These results complement the scarce literature on post-conflict tourism analysis and may have implications for regional authorities in affected regions in their efforts to rebuild their destination brands.  相似文献

Critics of globalisation suggest that growing free-market conditions generate anomie, leading ultimately to what some term ‘new wars’ and new insecurities. Others argue that liberal economies dissuade violence since people gain from peace. This study argues for a micro perspective that views predatory economic policies driving higher investment in rebellion-specific capital, such as shadow economic activity that easily translates into insurgency in weak-state settings. Investment in the shadows determines survivability against superior state forces, and survivability determines rebellion, by definition. Using civil war onset data from 1970 to 2013, as well as the Global Peace Index (GPI) and several of its individual components, which capture societal insecurity above and beyond the absence of armed violence, this study finds that countries that are more capitalistic have a lower risk of civil war and societal insecurity. The results are robust to alternative models, testing methods, and uphold when examining several relevant subcomponents of the index, such as internal conflict, violent crime, homicides, ease of access to small arms, and political instability. Surprisingly, democracy tends not to be associated with peace but associates with increased criminality whereas strong autocracy reduces it, suggesting that capitalism, more than democracy, associates with conditions favourable to societal security, independently of a country’s level of development.  相似文献

This article compares an ETA shooting incident in the Basque lands with an IRA bombing in Northern Ireland with the aim of examining the often overlooked role of symbolism in ethnic terrorists acts. The study of symbolism is important because it plays a part in impelling the terrorist to act and then in defining the targets of their actions. And one of the most important symbolic acts is that of sacrifice, particularly the blood sacrifice whereby acts of violence link with religion and with man's collective being. The article examines how the importance of symbolism to ethnic nationalist terrorist arises from the particular cultural, social and religious milieu in which they live. This analysis suggests that the terrorist act itself is symbolic of the terrorist cause and should not be only understood in purely rational 'means-ends' terms.  相似文献

This paper examines the short-run behaviour of migrant remittances in the face of terrorism. Using monthly data for post 9/11 terrorist attacks in Pakistan, the study finds evidence of increase in the volume of remittances sent from abroad. This increase is evident in the aggregate, as well as for the three main source regions of North America, the Persian Gulf and Europe. The positive association holds for all the top five migrant-hosting countries of Pakistan. The findings point in favour of an altruistic behaviour of migrant remittances at the macroeconomic level.  相似文献

Why does terrorist violence escalate from some ethnic groups but not others? According to theoretical insights, many groups endure conditions that should spur on terrorist campaigns, but in reality only some carry them out. In contrast to studies emphasising motivations, this article constructs a framework centred on opportunity structures that contributes to our understanding of the rise of terrorism waged along ethnic lines. It argues that beyond grievances or other motivations, terrorist campaigns develop from communities when moderate political leaders depart from their positions in nationalist movements, causing terrorists to fill the subsequent power vacuum, while little terrorism occurs when leaders do not relinquish the nationalist agenda. This argument is evaluated with evidence from the Tamil and Muslim cases in the context of the Sri Lankan Civil War. Tamil United Liberation Front leaders left the Tamil nationalist movement in the early 1980s, enabling the Liberation Tigers of Tamil Eelam’s rise to dominate the nationalist agenda for three decades, while the Sri Lanka Muslim Congress did not relinquish the Muslim cause, which in part precluded the normalisation of violence in the community.  相似文献

The goal of diplomats is to represent their countries’ interests through diplomacy, not arms. Because they are not military personnel, they may be perceived as at lower risk of being the target of terrorists. However, recent events have called this perception into question. Despite this danger, there has been little research on terrorist attacks against diplomats. Drawing on the terrorism studies literature, this article argues that diplomats are targeted more than non-diplomatic targets in countries where certain U.S. foreign policies are implemented. An empirical analysis of 471 attacks against U.S. diplomats from 1970 to 2011 reveals that while U.S. alliances and foreign aid increase the likelihood of attacks against diplomats, U.S. military intervention and civil war, on the other hand, increase the risk of terrorism against non-diplomatic targets. This finding is relevant because it shows terrorist attacks against diplomats result from certain types of foreign policy.  相似文献

This paper provides a rationale for group support for political violence which does not provide a material benefit. Rabin’s (1993) theory of fairness is adopted to demonstrate that although group violence may not be a Nash equilibrium it may be a fairness equilibrium in a game containing psychological payoffs. For this to happen the material stakes must be perceived as low and psychological payoffs are expressive. Although the material stakes are actually high, members of each group may choose expressively to support the use of violence because the probability of being decisive is low. The paper also considers the possibility of peace emerging as a fairness equilibrium. This can only happen if each group perceives the other as making some sacrifice in choosing peace.  相似文献

We use the Hsiao–Granger method to test for terrorism–growth causality for seven Western European countries. In bivariate settings, the impact of economic performance on domestic terrorism is very strong. In trivariate settings, the impact of performance on terrorism diminishes. In general, we find that economic performance leads terrorist violence in robust ways only for three out of seven countries. Terrorism is almost never found to causally influence growth in bivariate and trivariate specifications. Our findings indicate that the role of economic performance in determining terrorist violence appears to have been important for some countries, whereas all attacked economies have been successful in adjusting to the threat of terrorism.  相似文献

The Federally Administered Tribal Areas (FATA) of Pakistan came under the international spotlight following the US-led invasion of Afghanistan in 2001.Mainly due to being a semi-autonomous region where British-colonial-era laws were practised until May 2018, FATA remains one of the most marginalised and insecure areas of Pakistan. Based on Galtung’s structural violence theory, this paper examines the nexus between the region’s socio-economic and political realities and terrorism. Through primary and secondary data, this paper argues that economic marginalisation and the lack of political and individual freedom of the tribal people are root causes of the instability in FATA.  相似文献

Many studies of terrorism explain the use of violence against civilians with political or economic forces, often relegating social variables to the margins. Social factors, specifically societal-level social capital, play a far more important role in explaining patterns of terrorist activity than previously recognized. Social capital can exert pressures that act as both restraint and catalyst for terrorism, making explicit exposition of these differential effects critical. Analysis shows that higher stocks of social capital positively correlate with the number of terrorist groups, but the average attack activity of those groups increase as measures of social capital decline. The complex relationship makes it difficult to draw simple policy implications, but it does offer insight into the role that social dynamics play in terrorist activity.  相似文献

This paper investigates the effect of military burden on economic growth and extends previous works on the optimal size of government expenditure by exploring how external threat affects the preferences of the households and, in turn, economic growth. Post World War II Italian data are used to estimate nonlinear growth models using time-series semi-parametric methods. The estimates show that total government and civilian burdens are productive, whereas, military burden has significant effects on economic growth through the expenditure for peacekeeping missions, which reduces the insecurity in the home country. This may justify economically the current not negligible budget devoted to peacekeeping and humanitarian missions.  相似文献

What is the relationship between drug violence and political attitudes? In this article, we test the relationship between violence and trust using both individual and municipality data for Mexico from 2006 to 12. Using multilevel analysis, we find no support for the thesis that individual experiences with criminal violence drives trust, nor do we find a relationship between levels of violence at the municipio level and trust. However, we do find that perceived threats to individual security leads to less social and institutional trust, but this is independent of personal experience and whether the individual resides in violent communities.  相似文献

Abstract

The emergence of the Islamic sect, Boko Haram, and its transformation into a terrorist organisation has dominated recent discourse in the fields of political science and security studies, both within and without the socio-politico enclave known as Nigeria. Much of the discussion has centred on the extra-judicial execution of its founder, Mohammed Yusuf, which purportedly intensified the radicalisation of the group, and whether or not the sect receives operational and/or financial support from foreign terrorist associations. The interest of others has been to forecast the possibility of the internationalisation of the group's activities. This paper aligns with those whose interest is to identify and proffer ways of resolving factors that predisposed the Nigerian state to the levels of violence perpetrated by Boko Haram, with a view to averting much greater crises in the future. It adopts some historicism in demonstrating that the responsibility for the deepening insecurity in the country resides in the Nigerian state structure, which has often been seen as willing to sacrifice the well-being of the many for the benefit of a few. On the whole, the paper utilises state fragility as the framework of analysis by identifying the incapacity of the state in effective service delivery, which has as a result created a situation of mass unemployment and extreme poverty that has fanned the Boko Haram uprising. It concludes that a sustainable solution to the crisis lies in addressing the root causes of inequality, unemployment and poverty, with which most Nigerians, particularly in the north, subsist.  相似文献

The incessant bomb attacks by the Niger Delta militants and Boko Haram elements among other popular movements, against the people and government targets, have unmistakably put Nigeria on the global terrorist nations’ map. The grievances of these groups which are political, economic and religious may not be unconnected from the design and operation of the federation; this paper thus examines the constitutional provisions, and political and economic attributes, of the Nigerian federation in the Fourth Republic with a view to discovering why a mechanism put in place with the objective of achieving interethnic unity, democratic stability and socio-economic development has worked to enthrone crisis, violence and disintegrative tendencies in the country. This paper argues that the current reign of terror is a manifestation of a more serious de-linkage and inconsonance between the state and the people, with popular movements providing an alternative platform for spaces, voices and benefits from the streets and away from the state. The paper concludes that the hope for federal renewal lies in the ability of the current handlers of the Nigerian statecraft to marry decentralist constitutional reforms with an agenda for mass-based socio-economic development of the country.  相似文献

This study examines whether the exclusion of ethnic groups from political power is an important contributing factor to domestic terrorism. To empirically test this question, we employ a negative binomial regression estimation on 130 countries during the period from 1981 to 2005. We find that countries in which certain ethnic populations are excluded from political power are significantly more likely to experience domestic terrorist attacks and to suffer from terrorist casualties; furthermore, ethnic group political exclusion is a more consistent and substantive predictor of domestic terrorist activity than general political repression or economic discrimination.  相似文献

Using the ITERATE dataset, we explore the origins of transnational terrorist activity, from 1982 through 1997, in 118 countries. We model terrorism, not as a function of a nation’s ethnic, religious or linguistic fractionalization, but as an independent measure of perceived ethnic tensions. When we control for institutional quality, evidence that political rights and civil liberties mitigate the terrorism‐producing effects of ethnic tensions exists only since 1990. Economic freedoms, on the other hand, robustly reduce the number of terrorist attacks originating in ethnically tense societies.  相似文献
