Remote monitoring of krypton-85 from undeclared reprocessing of spent nuclear fuel could be part of a fissile material cut-off treaty, could serve as an additional measure for the IAEA safeguards system to monitor compliance with the Non-Proliferation of Nuclear Weapons Treaty, and could be an important verification tool of a reprocessing moratorium or Nuclear Weapon Free Zone in the Middle East or East Asia. Atmospheric transport modelling is applied to determine the area over which krypton-85 emissions from undeclared reprocessing activities at various levels in the Middle East would still be detectable against the high krypton-85 background from reprocessing in historical weapon programs in the United States and USSR as well as more recent and ongoing commercial reprocessing in France and the U.K. Analysis of annual wind flow over Israel's Dimona facility, the only operating reprocessing site in the region, suggests that a known reprocessing plant could be monitored with one or a few fixed monitoring stations. Random air sampling for krypton-85 analysis, perhaps using drones, may be feasible for reliable and timely detection of clandestine reprocessing plants against the krypton-85 background but would require on the order of 50–100 air samples per day. Ending reprocessing at La Hague in France and at Sellafield in the UK and the resulting decline of the krypton-85 background over time would reduce to about 10 the number of daily samples required to monitor the Middle East.  相似文献

One of the most commonly expressed opinions about victory in the Second World War is that the Soviet Union was mostly responsible for beating Nazi Germany. Supposedly the great land war fought between these two powers in the East was the decisive front in Europe. The West's contribution to German defeat, on the other hand, is often seen as somewhat marginal. The Anglo‐American strategic bombing campaign in 1943 paid few dividends and it was not until after the Normandy landings in June 1944 that the West really began to divert a large amount of German resources.

The purpose of this article is to challenge some of these basic notions. Through analysing what Germany produced, where it was sent and how it was destroyed, the West's contribution to defeating Germany moves from an ancillary position to a dominant one. Taking German war production as a whole, from 1943 onwards the West was responsible for tying down and destroying a significantly larger share than the Soviet Union.  相似文献

In this contribution, Jones focuses initially on the experience of Arms Control and Regional Security (ACRS) and the reasons why this group stalled. The sources of tension that emerged in ACRS, and which ultimately led to its suspension, derived mainly from different views on the relationship between the nuclear and other issues in these talks, as well as the composition of ACRS and its role as a group of the multilateral track of the peace process. Jones emphasizes that regional security discussions in the Middle East must address multiple threats on multiple levels, and ACRS was never politically equipped to do so. Thus, despite the real, if limited, success of ACRS, any real security regime in the Middle East will be the product of a much more inclusive process which recognizes the essential importance of cooperatively addressing multiple security challenges, including those related to the problems of social and economic upheaval in the region. Jones concludes with an argument that the time may be ripe to embark on such a process in the wake of the war in Iraq and other far-reaching indicators of change in the region.  相似文献

‘The Middle East talks the talk, but it doesn't walk the walk’, argues Heller when relating to attempts by parties in the region to create some kind of a cooperative security relationship. Concepts of regional security have simply been grafted onto traditional political-military doctrine, with the result that multilateralism has become just another vehicle for pursuing long-standing policy. He shows this with regard to the Middle East peace process as well as the Barcelona Process and attempts to forge a Euro-Mediterranean Partnership. What should be done in order to promote the process? Heller's conclusion is that moving along the track of cognitive convergence while bypassing the sequencing problem by simultaneously pursuing both peace and security building will help mitigate some of the major problems in regional security.  相似文献

ABSTRACT

Several states in the Middle East have noted their interest in nuclear energy programs, but current cost and timeline estimates understate the difficulties that these states will face. A state-level analysis of nuclear development capacities in Saudi Arabia, Egypt, Jordan, Turkey, and the United Arab Emirates suggests that building nuclear infrastructure in the region will, in fact, be a lengthy and expensive endeavor, due to concerns such as export constraints, public opposition, a lack of human resources, and high overhead costs. This has implications for nuclear weapon nonproliferation: first, fears that these developing nuclear energy capabilities may facilitate possible weapon proliferation are premature, and second, there is time to ensure that any burgeoning nuclear infrastructure in the region remains safe and civilian in nature.  相似文献

Since the end of the Cold War, India's strategic horizons have moved beyond its traditional preoccupations in South Asia. India is developing a strategic role in East Asia in particular. At the same time India's strategic thinking has undergone a revolution, as the country that prided itself on non-alignment has moved closer to the West. But India's culture, history and geography still fundamentally shape its worldview. In engaging with East Asia, India is guided by a mosaic of strategic objectives about extending its sphere of influence, developing a multipolar regional system and balancing against China. I explore the relationship between superpower arms transfers and the Arab‐Israeli rivalry. My empirical analysis suggests that Soviet arms transfers to the Middle East, more than American transfers, have exacerbated interstate rivalry in the region. It also suggests that Soviet arms transfers, again more than American transfers, have encouraged compensatory arming by the other superpower. These conclusions derive from the results of cross‐correlation analysis, Granger‐causality tests, and variance decompositions, and are quite robust. While my findings paint a rather unflattering portrait of the effects of superpower involvement in the region, they do constitute grounds for optimism in light of current developments.  相似文献

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.  相似文献

This study revisits the causal relationship between military spending and economic growth in 10 Middle East countries via a panel causality analysis that accounts for cross-sectional dependence and heterogeneity across countries. Our results indicate unidirectional causality from military spending to growth for Turkey; one-way causality from economic growth to military spending for Egypt, Kuwait, Lebanon, and Syria; bidirectional causality for Israel; and no causality in either direction for Jordan, Oman, and Saudi Arabia. The empirical evidence does not provide consistent results regarding the causal relationship between defense expenditure and economic growth in these countries.  相似文献

It has been argued that the discovery of a new natural resource greatly increases the risk of conflict. This research aims to study the effect of natural resources on military spending, using the data from rentier states in the Middle East and North Africa (MENA) countries from 1987 to 2012. In considering the ‘resource curse,’ the types of natural resources matter. Our empirical results demonstrate that the ‘resource curse’ arising from the abundance of certain natural resources, particularly oil and forest resources, leads to increases in military spending. In contrast, the rent from coal and natural gas has a negative impact on military spending, while the rent from minerals has no impact on military spending, controlling for GDP growth and per capita income.  相似文献

Based on a literature review, this article examines the dynamics in pastoral systems, natural resource conservation and conflict in the drylands of East Africa. It argues that, in the context of East Africa, pastoralism and biodiversity conservation in general are distinct forms of land use that are complementary rather than competitive. The present state of natural resource degradation in the drylands is explained in terms of factors related to ecological and demographic pressures, land use conflicts and inefficient land administration policies. When the customary pastoral institutions of land administration and resource management are threatened, the problem of degradation is further exacerbated and violent conflicts occur among multiple resource users, including pastoralists, farmers and the state. The article recommends the revitalisation, empowerment and recognition of pastoral institutions in a way that ensures effective synergy between the formal and customary structures of resource governance.  相似文献

This article seeks to make sense of North Korean provocations in light of the Sino-US strategic competition in post-Cold War East Asia, where such variables as China’s rise, US’s pivot to Asia, and growing Sino-ROK economic ties are driving the strategic choices of major states in the region. The article examines the main motivations behind Pyongyang’s provocations since the end of the Cold War, discusses their implications for the Sino-US strategic competition in East Asia, and offers predictions about the future of North Korean provocations. The central thesis of the article is that Pyongyang has exploited the Sino-US strategic competition in East Asia for its regime survival. By raising North Korea’s strategic value to China, the intensifying Sino-US competition allows Pyongyang to continue provocations, regardless of Beijing’s explicit opposition.  相似文献
