Abstract

This paper examines the impact of civil war on military expenditure. We employ two measures of military expenditure: the share of military expenditure in general government expenditure and the logarithm of military expenditures. We would reasonably expect a priori that military expenditure as a share of general government expenditure increases during a civil war and that such increases would taper off over the duration of a civil war. We also explore whether the termination of a civil war induces a decline in the share of military expenditure as a share of the general government expenditure in the short-run. We find evidence the of share of military expenditure increases during a civil war and falls in the year succeeding the end of a civil war, and, in particular, if a war ends in a peace treaty. The level of military expenditures, however, rises during civil wars and does not appear to decline in the short-term after the end of a civil war.  相似文献

ABSTRACT

The India–Pakistan War of September 1965 has attracted little attention in the larger body of work on South Asia. Further, almost nothing has been written on the earlier skirmish, in April 1965, between Indian and Pakistani security forces in the Rann-of-Kutch, an uninhabited salt marsh. This article argues that the limited conflict in the Rann, its immediate consequences, and its impact on Pakistani military and civilian leaders were central to Pakistan’s consideration of a military solution to the ongoing dispute in Kashmir, which then led to Indian retaliation and the outbreak of war.  相似文献

ABSTRACT

This article discusses the Rhodesian Front regime propaganda warfare strategy during Zimbabwe’s war of liberation. It uses the case of the Chilonga area of Chiredzi located in the south-east of Zimbabwe to demonstrate that propaganda warfare was introduced as a measure to counter guerrilla infiltration and civilian cooperation with them. Drawing on ideas of military anthropology vis-à-vis the importance of cultural awareness in counterinsurgency, the paper argues that the efforts of the Rhodesian Front regime to use propaganda were fruitless. This is because they mostly ignored the culture of the Shangani, local people. Despite that, there were other reasons for the failure of the Rhodesian Front’s propaganda strategy, including the lack of conformity between politics and military action.  相似文献

The question of what enables some militaries to innovate effectively is of great interest to both scholars and commanders. However, the traditional models of military innovation fail to capture the complex innovation process. This study develops a new analytical framework that examines the pressures on and incentives for military innovation in the international, civil/military, organizational, and cultural planes and uses it to evaluate Israel Defense Forces (IDF) innovation between 2000 and 2009. Based on interviews with Israeli commanders and extensive research in Israel, this work finds that the IDF struggled to innovate before the 2006 war against Hizballah, but innovated effectively after the conflict once military and civilian leaders understood threats similarly. New models are needed to analyze the contemporary multi-dimensional innovative process.  相似文献

This Special Issue looks at the importance of institutions and the role played by international actors in crucial episodes of India’s strategic history. The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. The insurgency in North West Rwanda is a good example of a small scale conflict that provides a first step into the more complex world of regional instability in central Africa. Following the genocide of 1994, genocidaires and ex-military personnel fled to what was then Zaire and established a network of anti-Tutsi bases. Linking up with local groups in Eastern Zaire, these insurgents, usually known as ‘infiltrators’ have carried out a low-intensity but consistent insurgency campaign in Rwanda.

The constant barrage of propaganda aimed at the local population, a technique pioneered during the 1994 genocide, has led to a general, manufactured support for the insurgency. In particular, those people returning from Zaire have been fed a constant diet of anti-Tutsi and Rwandese Patriotic Army (RPA) propaganda, making it easier to act against these groups. Even within the local government and other official bodies, there are widespread Hutu sympathies that have led to additional aid reaching the insurgents.

The particular strain of ethnic violence has led to an insurgency in which civilian villages are as likely to be attacked as RPA military installations. More surprising, given the nature of the insurgency, Hutus themselves have been targets. Initially, moderate Hutus were singled out as examples, but increasingly indiscriminate killings have been aiming to force all Hutus to take sides.

The insurgents have deliberately polarised large parts of Rwanda and this has profound implications for conflict resolution. In particular, supplementing the military campaign with political social campaigns, at least partly to combat the mythology of grievance among the Hutus, and tackling the conflict as part of a supra-national conflict that goes beyond ‘national’ borders.  相似文献

Wellington's use of intelligence developed throughout his military career. Arguably, his experiences in India taught him the importance of intelligence, but it was during the Peninsular War that he honed his analytical techniques. As the war progressed, he developed sophisticated methods for the integration of strategic intelligence – largely gathered by civilian agents – with operational intelligence – collected by military personnel. This allowed him to develop operational conceptualisation, which in turn contributed to the successes he achieved over the French forces in Iberia. However, more than anything, it was his considered use of intelligence, combined with intricate deception operations in the latter stages of the conflict, which deprived the French of reliable intelligence on his own movements, and demonstrated his understanding of the importance of intelligence. This article investigates Wellington's increasing awareness of the importance of intelligence and deception during the Peninsular War.  相似文献

ABSTRACT

In this paper, I reflect upon my experience of working with active military officers-cum-research brokers in research on the Congolese (DRC) armed forces. Drawing upon the traditions of autoethnography and Narrative International Relations, I recount the story of an evolving relationship between one particular military broker and myself. It highlights how military research brokers, while frequently cast not only as capable of handling their own security, but as prime sources of insecurity, often share the general (civilian) research broker’s predicaments of insecurity. In doing so, the narrative also challenges dominant gendered, as well as racialized, ideas of who is at risk when conducting research in conflict settings.  相似文献

ABSTRACT

The aim of the current study is to discuss which particular factors Russia considers as sufficient deterrent capabilities and whether the national defence models implemented in the Baltic countries have the potential to deter Russia's military planners and political leadership. Whilst the existing conventional reserves of NATO are sizeable, secure, and rapid, deployment is still a critical variable in case of a conflict in the Baltic countries because of the limited range of safe transportation options. However, whilst the Baltic States are developing their capabilities according to the priorities defined by NATO in 2010; which were updated after the invasion of Crimea in 2014, Russian military planners have meanwhile redesigned both their military doctrine and military forces, learning from the experience of the Russo-Georgian war, the Russia-Ukraine conflict, and other recent confrontations. Accordingly, there is a risk that the efforts of the Baltic countries could prove rather inefficient in deterring Russia.  相似文献

Since emerging as China’s top leader following the 18th Party Congress, Xi Jinping has moved swiftly to consolidate his formal authority as Central Military Commission chairman over the Chinese People’s Liberation Army. In redressing the civil-military imbalance wrought by Dengist economic reforms, the commander-in-chief has combined institutional mechanisms with the use of fear to impose authoritative civilian control over the military. This paper proposes that a combination of changes to the Chinese strategic environment has contributed to Xi’s utility of the anti-corruption campaign to purge the regime’s coercive forces of its previous underpinnings, and advances that the war on military malfeasance has given rise to a new set of dynamics in civil-military relations in post-Reform China.  相似文献

ABSTRACT

In his seminal study of the changing nature of warfare between Agincourt and the Somme, military historian John Keegan proposed that future historians might consider combatants’ emotions in their assessments of the impact and nature of conflict. Recent years have witnessed the emergence of the history of emotions as an analytical approach, but rarely, if ever, is this directed toward the study of military history, far less the history of insurgencies and counter-insurgencies. This paper examines America’s civil war (1861–1865) as a case study of the ways in which an emotional history approach might illuminate not the physical experiences of but rather the immediate and longer-term reactions to counter-insurgency conflict through a focus on one specific individual, the future Supreme Court Justice Oliver Wendell Holmes, Jr. It proposes that Holmes, whilst not a man of the ranks, nevertheless can reveal the wider ramifications of civil war and its emotional impact, both individually and culturally. As a relatively limited internecine war, one not fought by professional armies but by volunteer forces, America’s civil war highlights the ways in which the soldier’s response points us toward the kind of emotional revolution that has, to date, mainly been located within the European nations.  相似文献

ABSTRACT

The decision by the US government to drop the atomic bombs on Japan is one of the most heavily debated questions in history. This article examines one element of that debate, in many ways the most surprising. That was the different views of the top of the military hierarchy in the USA, the Joint Chiefs of Staff (JCS). The JCS was on the whole more sceptical about using atomic weaponry than the USA’s civilian leadership, for ethical and strategic reasons. This paper develops and implements a methodology for quantifying defense conversion in Russian manufacturing in the early 1990s. A two‐sector, three‐good model is employed to analyze the flows of resources from military to non‐military uses and applied to firm‐level survey data under alternative definitions of military production and the MIC. An aggregation framework is constructed to estimate the total quantity and change in Russian military production, the latter decomposed into intrafirm and intersectoral resource reallocation and overall industrial decline. Although there is evidence of substantial decline in military production, the data show little reallocation to productive civilian uses, neither within the MIC nor to other manufacturing sectors.  相似文献

This paper explores the relationship between human capital and international conflict. In theory, human capital may increase the opportunity cost of military service and the economic cost of injury and loss of life in combat; it may decrease the benefits of conflict as human capital cannot be easily appropriated or transferred; it may affect societal norms toward peace and war; and it may alter military productivity through new technology and complementarities between military technology and personnel. Using a panel of politically relevant dyads, I find robust empirical evidence that human capital may significantly decrease the likelihood of militarized conflict between nations. In short, the findings suggest that promoting human capital‐oriented development may help to increase peace in the world.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

Abstract

This paper examines the generation of technological knowledge by leading companies in the defence industry. In particular, we test whether the characteristics of large defence companies are related to both the production of different types of patents (civilian, military and mixed), and the generation of dual-use technologies. To explore these links, we rely on economic data for the top 100 defence companies from the Stockholm International Peace Research Institute database, and patent information from the Worldwide Patent Statistical Database. Our results show that the relationship between the production of civilian patents and the size of the company is positive and significant. However, this relationship does not hold for the production of military patents. Furthermore, the military commercial profile is unrelated to the generation of military patents. Regarding the involvement in dual-use technologies, firms engaged in dual-use are those with higher military sales, a greater number of employees and a larger number of patents (civilian, military and mixed) than those not engaged in dual-use. Furthermore, we found a skill effect (more involvement in dual-use per employee) in European firms compared to US firms. These findings help to identify which firms should be targeted by government policies if increasing dual-use technologies becomes a political objective.  相似文献

Abstract

A tremendous amount of important work has been done recently on operationalising the protection of civilians as a military task. The bulk of the discussion has focused on how militaries should respond to direct attacks on civilians. This is an important issue, but thinking about civilian protection should also include a serious examination of the ways in which the approach of military organisations to the problem of ‘spoiler’ groups can affect the level and dynamics of attacks on civilians – importantly, where armed groups are interested in violent control of civilian populations, attempts to ‘dislodge’ them from areas of control may substantially increase the level of violence against civilians (beyond the dangers to be expected from being near areas where active fighting is taking place). In 2009, the United Nations mission in the Democratic Republic of Congo (MONUC) supported the Congolese military in operations to dismantle the Hutu-dominated FDLR (Forces Démocratiques de Libération du Rwanda, Democratic Forces for the Liberation of Rwanda) militia group, at massive human cost. Critics have primarily focused on MONUC's failure to protect civilians from direct attack, consonant with the general discourse on tactics for civilian protection. These criticisms are valid, but in this paper I argue that two crucial additional considerations should be kept in mind: the way that military operations can affect violence against civilians, and the way that moralising the approach to armed groups, even those which have committed serious abuses, can limit military and political options – potentially in ways that increase civilian risk in the name of protecting them.  相似文献

Democratic rule requires, amongst other things, orderly civil-military relations. Zambia's military, with some exceptions, have generally remained under firm civilian control, unlike many forces in the region. Initially the military was based on the British colonial model but during the struggle for independence the force was indigenised. Instead of representing a colonial power, the military came to represent a specific political viewpoint: one party participatory democracy. President Kaunda, the leader of UNIP, was chiefly responsible for the politicisation of the military and ensuring its loyalty to the ruling party. Quasi-military institutions such as the Combined Cadet Force and the Home Guard Unit were useful links between civilian and military personnel. When Frederick Chiluba, leader of the MMD, took over in 1991 he tried to make the military more professional and curb its power over civilian affairs. A defence council and parliamentary regulation were instituted to avoid further military coups.  相似文献

United States policy makers and academic researchers have neglected the deep institutional rivalries between police agencies and military services in Latin America. The problems of police/military coordination have complicated US national goals of democratization, strengthening the rule of law and combating the production and trafficking of illicit drugs in the region. Police agencies stand at the epicenter of dysfunctional criminal justice systems. Although the US policy of engagement with Latin American military services is intended to reorient their roles and missions towards supporting democratically elected civilian governments, US counternarcotics assistance programs have encouraged a wider Latin American military role in drug interdiction. This article develops an analytical model to identify the dimensions of police-military conflict in the context of the fundamental reform of criminal justice systems in Latin America.  相似文献
