加强装备竞争性采购廉政风险防控的思考

装备竞争性采购是统筹经济发展和国防建设的重要抓手,加强风险管理是提升装备竞争性采购总体效益的重要保障。从当前纪检态势看,装备竞争性采购是廉政风险集中的重点领域。本文系统梳理了思想道德、制度机制、岗位职责及社会环境等装备竞争性采购过程中可能遇到的廉政风险类型,阐述了竞争性采购项目提出环节、竞争性采购信息发布环节、候选装备承制单位确定环节、竞争性采购实施环节以及合同订立履行阶段等的风险点及其产生原因,针对性地提出了严格计划编报环节管理、扩大采购信息发布范围、规范竞争性采购过程管理以及健全完善评估监督机制等风险防范措施。最后,展望了综合集成专家经验、案例数据和模型算法的定性定量结合分析方法在装备竞争性采购风险分析研究中的应用前景。     

Terrorism,insurgency, kidnapping,and security in Africa's energy sector

Energy continues to serve as the bedrock of modern economies and the main driver of modern society. For Africa, the production and supply of energy resources such as crude oil, natural gas, uranium, coal, biomass, biofuels and other renewables are an important source of employment, rents, taxes, royalties and profits. This sector brings in several tens of billions of dollars of revenue annually. The production and delivery of such resources, however, depend on critical infrastructures such as pipelines, refineries, processing plants, terminals, rigs, electrical energy pylons, substations, pump stations, vessels, and tankers. These infrastructures have been attacked by terrorists, insurgents, vandals and saboteurs, all of whom see them as targets against which to register their grievances and extract concessions from the state. This paper is a chronological account of some of the documented incidents of terrorism, insurgency, kidnapping, destruction, sabotage, and human casualties suffered in the oil and gas sectors in Africa between 1999 and 2012. It is based on data extracted from the databases of the RAND Database of World Terrorism Incidents and the University of Maryland's Global Terrorism Database (GTD).

低慢小无人机具有小型化、红外与雷达暴露征候小、飞行高度低、飞行轨迹不定以及购买使用几乎无门槛等特征,给当前全球军事区域和军事行动安全带来了新的挑战。本文首先分析了世界主要国家对低慢小无人机的界定、国内外管控情况和相关威胁事件;然后,从低慢小无人机的侦察袭击能力、军事区域现有安防措施和低慢小无人机对军事区域进行侦察的相关案例入手,讨论了低慢小无人机对军事区域的侦察袭击的威胁;最后从政策制度、营区部署与隐蔽伪装以及反制措施配置三方面对军事区域防低慢小无人机侦察袭击的手段与措施进行了分析和研究,重点就机动性、经济性、技术难度、可操作性、反应速度、打击效果、能否对抗集群目标以及适用场合等方面对当前各种反无人机的干扰、驱离、毁坏措施进行了对比。     

植物对PAHs污染土壤修复效果的种间差异研究

采用盆栽试验法,研究了黑麦草、苏丹草、油菜对土壤中菲、芘的去除效果,及植物和微生物去除土壤中菲、芘的交互效应。结果显示：菲、芘质量比约为80 mg.kg-1时,土壤-植物系统对菲、芘的去除效果明显。种植黑麦草、苏丹草、油菜60 d后,土壤菲、芘降解率分别为62.70%,76.25%,26.48%和47.80%,65.26%,23.56%,分别比无植物对照高39.69%,53.24%,3.47%和30.06%,47.48%,5.78%。本实验说明,植物可以促进微生物对土壤中菲、芘的降解,其中根系发达的苏丹草对微生物降解的促进作用最为显著。     

适用于公共安全领域的多功能警用无人旋翼机

与直升机和固定翼相比,无人旋翼机对起飞场地的要求较低,具有低能耗、高功效、不易受环境因素影响等优点,适合安保部队的任务需要。为了进一步提高其作战性能,以无人自转旋翼机为平台,添加多种操作功能,完成宣传威慑、高空监控、杀伤性与非杀伤性攻击等任务,进而实现无人自转旋翼机的多功能化。

一体化侦察情报系统开发是一项的复杂系统工程，开发费用和周期不断加大。仿真技术能有效提高侦察情报系统开发水平，缩短系统开发周期，减少系统开发的风险。提出了一体化侦察情报系统开发的仿真支持集成框架，分析了仿真支持集成框架的含义和特征，确定了仿真支持集成框架的结构和组成，建立了框架的运作体系结构、系统体系结构和技术体系结构。一体化侦察情报系统开发的仿真支持集成框架可以支持各开发阶段仿真资源和成果的共享和重用，促进各阶段仿真信息、过程和应用的全面有效集成，提高我军侦察情报系统开发的仿真应用水平和开发效益。     

全液压驱动管道机器人公理化设计

随着管道机器人应用领域与任务需求的不断增大,机器人设计中存在的问题日益突出,如输出功能相互耦合、定位精度不高以及复杂环境下可靠性低。针对石油水平井对于管道机器人的特殊应用需求,将公理化设计理论应用到机器人系统设计中,创新设计一种基于挠性支撑结构的全液压驱动管道机器人。概述公理化基本原理与设计过程,对全液压驱动管道机器人进行概念设计,完成设计耦合性分析。确定机器人机械系统与液压系统具体结构组成,并分析其工作机理。应用AMESim软件,对机器人运动原理方案进行仿真分析,结果表明:全液压驱动管道机器人可以实现自动往复运动,牵引力可以达到30 kN,运动速度可以达到0.12 m/s;机器人牵引能力与运动速度可以完成单独调节,从而实现解耦设计。     

装甲车辆综合试验检测系统研究

主要介绍了装甲车辆传、操系统多功能综合试验、检测与监控系统的研制及功能,该系统以现代检测手段为基础,可对装甲车辆传、操系统的试验过程进行实时检测和监控,其监控技术指标包括操纵力及行程、温度、噪声、转速、挡位、油压等,同时还可进行试验数据的实时采集,通过计算机进行综合分析和评估,输出试验结果。     

舰艇编队作战指挥系统设计与仿真平台

作战指挥系统是海上舰艇编队的神经中枢。针对现代舰艇编队作战指挥系统研制过程的特点,构建了支持协同建模、动态重组、敏捷制造和增量开发等功能的支撑平台。该平台由建模工具、仿真引擎、系统管理与模型部署3个工具组成,重点对建模工具和仿真引擎进行了介绍。建模工具支持多种开发视图、多种建模方法和模型表示方法,特别适用于对复杂大系统进行多层次、多粒度的建模;仿真引擎是模型的求解环境,为模型的运行提供柔性的架构、简单的接口和高级的支撑服务,大大地简化了应用系统的实现,促进了模型的复用。最后,举例说明了如何应用该平台开发一个应用系统。     

功能性军事体能训练与心理训练结合运用探索——以新兵体能训练为例

在军队改革的大环境下，军事训练从难从严向实战化聚焦将成为日常训练的常态，而体能训练就是其中最为基础和重要的训练。但是，现阶段的军事体能训练仍然存在着训练理论不系统、训练方法不科学、相关心理指导和心理训练缺乏等弱点，从而造成体能训练成绩提升缓慢、训练损伤居高不下的问题。本文运用功能性军事体能训练和心理训练相结合的方法，从新兵体能训练着手，对其进行身心干预，旨在增强心理适应能力、提高训练成绩、减少训练损伤，为提高部队实战化训练水平打下基础。     

我国边民证的使用和防伪

目前，我国在中朝、中蒙、中缅、中越、中老（挝）、中尼（泊尔）边境地区实行特殊的边民出入境管理，通过签发边民证方便往来，维护国家安全和边境地区的稳定。但现行边民证防伪技术含量较低，在使用中容易出现造假现象。当务之急是提高边民证的防伪性能，加强边境管理和查验，以促进边境地区的经济发展和社会稳定。
