The Replenishment at Sea Planner (RASP) is saving the U.S. Navy millions of dollars a year by reducing fuel consumption of its Combat Logistics Force (CLF). CLF shuttle supply ships deploy from ports to rendezvous with underway U.S. combatants and those of coalition partners. The overwhelming commodity transferred is fuel, ship‐to‐ship by hoses, while other important packaged goods and spare parts are high‐lined, or helicoptered between ships. The U.S. Navy is organized in large areas of responsibility called numbered fleets, and within each of these a scheduler must promulgate a daily forecast of CLF shuttle operations. The operational planning horizon extends out several weeks, or as far into the future as we can forecast demand. We solve RASP with integer linear optimization and a purpose‐built heuristic. RASP plans Replenishment‐at‐Sea (RAS) events with 4‐hour (Navy watch) time fidelity. For five years, RASP has served two purposes: (1) it helps schedulers generate a daily schedule and animates it using Google Earth, and (2) it automates reports command‐to‐ship messages that are essential to keep this complex logistics system operating.  相似文献

In January 2004 U.S. President George W. Bush and Indian Prime Minister Atal Behari Vajpayee announced the Next Steps in Strategic Partnership (NSSP), a bilateral initiative to expand cooperation in the areas of civilian space activities, civilian nuclear programs, and high-technology trade and to expand discussions on missile defense. Today, India and the United States view the NSSP initiative as a tool to transfer high-technology items to India without compromising U.S. nonproliferation goals. The success of this proposal depends on U.S. efforts to modify its nonproliferation regulations and India's efforts to implement stringent regulations to control the flow of sensitive technologies within its borders. This report examines the Indo-U.S. NSSP initiative and associated agreements, discusses the set of reciprocal steps agreed upon by India and the United States, reviews the extent of technology transfer permissible under existing U.S. nonproliferation regulations, and presents some preliminary conclusions on the NSSP agreement.  相似文献

U.S. nuclear export policy has undergone major transformations since 1945, and the most recent change, as expressed in the July 18, 2005, India-U.S. Joint Statement, represents an especially significant shift in policy. The document reverses more than a quarter century of U.S. declaratory policy, suggesting that the current U.S. administration regards nuclear proliferation to be both inevitable and not necessarily a bad thing. This article investigates this policy shift, looking at the history of U.S. nuclear export policy and the potential ramifications of the new policy on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The author also touches on the potential effects of the Joint Statement on Indian-Pakistani relations. Finally, it is suggested that it is not too late for India and the United States to change the new policy with more consideration for the NPT and the Nuclear Suppliers Group Initiative.  相似文献

International population assistance in the UN is a relatively recent development; it is only since 1966 that a broad-based technical assistance program in population was authorized by the General Assembly. The desire of developing country members for accelerated economic growth ultimately brought about a change in the views on population. In 1967, the Secretary General established a trust fund for population activities, later renamed the United Nations Fund for Population Activities (UNFPA). 3 principles have guided UNFPA work since its inception: 1) national sovereignty in population matters is to be resspected and adhered to at all times, 2) individuals and couples are to be provided the information and services necessary to determine freely and responsibly the number and spacing of their children, and 3) population goals and policies are integral parts of socioeconomic defelopment. The areas of assistance by the UNFPA consist of 1) family planning, 2) communication and education, 3) population dynamics, 4) basic data collection, 5) population policy formulation and implementation, and 6) special programs such as those for women and the aging population. In 16 years, the UNFPA has received about $1.4 billion for transfer to developing countries as population assistanceand has financed 4373 population projects in 149 countries and territories. The relation between the US government and UNFPA is tenuous and likely to remain so as long as the US cannot resolve its own domestic controversies over famly planning, foreign population assistance, abortion, which, ironically, is legalin the country. There will always be some sort of domestic controversy over population; the UN has overcome domestic difficulties by framing the arguments properly within the demographic, social, economic, ecological, and political concerns of countries and applying the fundamental principles of national sovereignty, freedom of individual choice, and the link of population and development,to reconcile differences.  相似文献

India and China are the 2 most populous countries of the world; in the 1950s, both countries initiated a centrally planned program for rapid development within vastly differing political systems. China embarked India's policy encouraged only voluntary acceptance of family planning. In both cases, however, government involvement in population forms a part of comprehensive national planning. Both countries rely on a limited resource base and technological sophistication in order to alleviate mass poverty and misery. The political implications of population growth cannot be neatly isolated from those that are generated by social and economic forces of change in a society that is in a transitional stage of modernization and development. Development has not been an unmixed bleesing; population growth is one of its counterproductive outcomes. The development process has begun to draw increasing attention to hitherto neglected correlates of fertility decline, such as a reduction in infant mortality, universal education, improvement in women's status, and women's participation in economic activity outside the home, all of which eventually result in greater demand for family planning services. Both the Indian and Chinese models highlight the importance of taking the people into one's confidence; the response of the common people to official initiatives is critical in securing a reduction in fertility levels. China has adopted a 1 child family policy, yet it is unreasonable to expect that the Indian people would agree to a nationally prescribed family size norm below 2 children. The principal determinant of future population trends in both these countries is the course of their politics. The success of developing countries will be assured if the developed nations support their progress without being worried about their population growth, which is the result of their unavoidable failure to modernize their social and economic structures.  相似文献

Using an economic simulation model, the study finds that the proposed expenditure by the U.S. Department of Energy of billions of dollars to manage the nuclear weapons environmental legacy followed by sharp reductions in expenditures would cause economic spikes and then depressions in three rural regions (Hanford in Washington, INEEL in Idaho, and SRS in South Carolina). The economies of larger and growing metropolitan regions with DOE sites will not be noticeably impacted. Simulations suggest pronounced impacts on income, jobs, and gross regional product in the three dependent rural regions. Policy options are reviewed to address the economic stresses of these rural dependent regions.  相似文献

Taiwan's international status is such that the country's ability to trade and to supply certain goods and technologies remains its primary means of practicing diplomacy and asserting international influence. U.S. pressure to conform to international nonproliferation standards has made the issue of export controls a troubling one for Taiwan. Limiting Taiwan's economic relations affects its ability to sustain itself economically and to maintain productive relations with other nations. On the other hand, as a recipient of U.S. high-technology transfers and security assurances, Taiwan cannot ignore the directives of the United States. The article focuses on this dilemma and how a shift in power to the Democratic Progressive Party is affecting Taiwan's choice between placing limitations on its global economic power or risking being cut off from U.S. technology and losing U.S. security assurances. In order to address this challenge properly, Taiwan will need to reassess its fundamental economic and security interests.  相似文献

ABSTRACT

Today, it is widely held that while authorization may be helpful in assuring that the other jus ad bellum criteria are met, legitimate authority is not itself a condition for just recourse to war. Or, if it is necessary, it is said to be a trivial requirement, as mobilization for war requires some political authorization. Those who would retain the legitimacy requirement have differing views about who the proper authority is. I argue that, reasonably understood, legitimate authorization is necessary for jus ad bellum. Considerations of agency and consent in force combine with the social contract to commit us to deferring to recognized authorities. These obligations are strengthened by the epistemic reliability and pragmatic value conferred by governing institutions and procedures limiting recourse to war. These same rationales imply that the U.N. Security Council should regulate the international use of force. I qualify that if higher authorities fail to act, other subsidiary authorities may then authorize force. However, the move to each subsequent level of authorization must be justified. Understood in this way, the requirement that wars not be fought without legitimate authorization is a non-trivial, necessary procedural jus ad bellum condition.  相似文献

The goal of diplomats is to represent their countries’ interests through diplomacy, not arms. Because they are not military personnel, they may be perceived as at lower risk of being the target of terrorists. However, recent events have called this perception into question. Despite this danger, there has been little research on terrorist attacks against diplomats. Drawing on the terrorism studies literature, this article argues that diplomats are targeted more than non-diplomatic targets in countries where certain U.S. foreign policies are implemented. An empirical analysis of 471 attacks against U.S. diplomats from 1970 to 2011 reveals that while U.S. alliances and foreign aid increase the likelihood of attacks against diplomats, U.S. military intervention and civil war, on the other hand, increase the risk of terrorism against non-diplomatic targets. This finding is relevant because it shows terrorist attacks against diplomats result from certain types of foreign policy.  相似文献

Fuel optimizers are decision models (software products) that are increasingly recognized as effective fuel management tools by U.S. truckload carriers. Using the latest price data of every truck stop, these models calculate the optimal fueling schedule for each route that indicates: (i) which truck stop(s) to use, and (ii) how much fuel to buy at the chosen truck stop(s) to minimize the refueling cost. In the current form, however, these models minimize only the fuel cost, and ignore or underestimate other costs that are affected by the models' decision variables. On the basis of the interviews with carrier managers, truck drivers, and fuel‐optimizer vendors, this article proposes a comprehensive model of motor‐carrier fuel optimization that considers all of the costs that are affected by the model's decision variables. Simulation results imply that the proposed model not only attains lower vehicle operating costs than the commercial fuel optimizers, but also gives solutions that are more desirable from the drivers' viewpoint. © 2008 Wiley Periodicals, Inc. One of the most important questions affecting U.S. national security is the future size of the U.S. nuclear stockpile. While there is clear consensus within the U.S. government on the need to reduce the size of the arsenal, there is none on the best path to achieve these cuts; on the type of deterrent necessary to deal with future threats; or on the size of the production complex needed to support that arsenal. Creating a strategic commission to review these questions, as contemplated in the Fiscal 2008 House Defense Authorization bill, is a necessary first step to establish a sensible nuclear policy. The Reliable Replacement Warhead, which has the potential to transform the complex while preserving the current moratorium on nuclear testing, is a program worth exploring further if it stays within congressionally mandated bounds. As Congress considers both programmatic and policy matters related to U.S. nuclear weapons, it is vital that we also renew and strengthen U.S. leadership on nuclear nonproliferation.  相似文献

The following article tests the hypothesis that veterans have better health if they were officers when they were in the U.S. military than if they served in the enlisted ranks. It examines this hypothesis by presenting results from logistic regressions that are based on four surveys: the National Survey of Veterans, the Survey of Retired Military, the Panel Study of Income Dynamics, and the Wisconsin Longitudinal Study. In all four of these surveys, the evidence is consistent with the hypothesis that military rank is associated with health, particularly among veterans who served longer. It also suggests that the health gradient by rank is independent of similar gradients by education and income as well as health differences by race. These findings indicate that health may be influenced not just by differences in civilian society but also by those in the military.  相似文献

‘Meeting the China Challenge’ employs the methodology of scenario‐based planning to offer a set of recommendations for long‐term U.S. policy toward China. The article first describes the core elements of this analytical technique. It then uses a version of the scenario‐based planning approach to establish four plausible scenarios regarding China's future role in East Asian security. For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance.  相似文献

ABSTRACT

In March 2015, the South Australian state government established a royal commission to investigate the financial, social, technical, diplomatic, and nonproliferation benefits and risks of expanding its nuclear industry, including activities related to uranium mining; enriching, reprocessing, and fabricating nuclear fuels for both domestic use and export; producing nuclear power; and storing radiological waste, including foreign spent reactor fuel. Given its enormous uranium reserves and current mining activities, some Australians have argued that Australia could benefit financially by expanding the mining sector and by adding value to its uranium exports by enriching the material and fabricating it into reactor fuel assemblies. Others have maintained that Australia can realize significant economic benefits by recycling and storing foreign spent fuel and producing carbon-free nuclear power. In the end, the commission recommended that Australia consider opening up a high-level waste repository to take in foreign spent fuel. It did not recommend any other nuclear activities at this time. The following viewpoint is based on testimony I delivered to the commission on the nuclear weapon proliferation implications of the proposed activities. If Australia wants to avoid the temptation of selling nuclear goods to states that might use these goods to make bombs, it should only consider new nuclear activities that can be entirely financed by the private sector and turn a profit without having to resort to foreign sales. This policy would also enable Australia to set an important, new international nonproliferation standard.  相似文献

This article investigates the relationship between U.S. overseas troops and the willingness of the citizens of host states to fight for their country. The study joins the long-running debate about burden-sharing and free-riding among U.S. allies. Unlike most previous empirical studies, we focus on non-material or intangible measures of the underlying concepts. Our dependent variable estimates the proportion of citizens expressing a willingness to fight for their country. Scores at the aggregate-national as well as the individual level are shaped by the presence of U.S. military forces, which act as a “tripwire” signaling credible security commitments. This increases opportunities of (non-material) free-riding. We present both bivariate and multivariate analyses covering the period 1981–2014 to test this supposition. Findings indicate that once U.S. troop levels reach a certain threshold (between 100 and 500 troops), citizens’ willingness to fight drops significantly. This likely reflects non-material free-riding.  相似文献
