The German invasion in Norway in April 1940 was unique in that it was the first major ‘triphibious’ campaign. It was an operation that was equally dependent upon naval, air and ground forces for success. Norway had long been of interest to German strategists, especially naval thinkers. However, no serious Wehrmacht plans for occupying Norway were even started until December 1939. A small group of staff officers of the three services put together a comprehensive plan in a matter of weeks. The article examines the effectiveness of the German interservice co‐operation and OKW leadership in a very tough and close run campaign. Although there were numerous problems, interservice co‐operation was fairly effective at the tactical and operational levels. Indeed, the Germans won the campaign largely because their services worked together much better than their Allied opponents.  相似文献

Among the multiple dimensions of the tous azimuths modernisation of Chinese naval forces, the development of China’s anti-access capacity has recently elicited considerable interest. The important link between this capacity and an overarching vision of the use of force – i.e. a naval doctrine – has, however, often been left implicit. This article shows that the particular development of China’s naval anti-access forces – more precisely, forces with an impact on the naval balance – can be explained by a shift of China’s naval doctrine towards a distinctly pre-emptive posture, which, itself, stems from the set of constraints imposed by the framework of ‘local war under informationised conditions’.  相似文献

We study how changes to the composition and employment of the US Navy combat logistic force (CLF) influence our ability to supply our navy worldwide. The CLF consists of about 30 special transport ships that carry ship and aircraft fuel, ordnance, dry stores, and food, and deliver these to client combatant ships underway, making it possible for our naval forces to operate at sea for extended periods. We have modeled CLF operations to evaluate a number of transforming initiatives that simplify its operation while supporting an even larger number of client ships for a greater variety of missions. Our input is an employment schedule for navy battle groups of ships operating worldwide, extending over a planning horizon of 90–180 days. We show how we use optimization to advise how to sustain these ships. We have used this model to evaluate new CLF ship designs, advise what number of ships in a new ship class would be needed, test concepts for forward at‐sea logistics bases in lieu of conventional ports, demonstrate the effects of changes to operating policy, and generally try to show whether and how the CLF can support planned naval operations. ABSTRACT

Is Currency Warfare defined as, the use of monetary or military force directed against an enemy’s monetary power as part of a military campaign, a just way to fight a war? This article explores the ethics of waging currency warfare against the Just War Tradition’s principles of jus in bello (just conduct in war) and its criteria of discrimination and proportionality. The central argument is that currency warfare is inherently indiscriminate but may be proportionate when policy makers consider the nature of the threat confronted and the targeted currency's level of internationalization, that is, to what degree it is used in foreign transactions or used as a foreign currency reserve. I evaluate this argument against historical cases during the Second World War (1939–1945), the Gulf War (1990–1991), subsequent operations against Saddam Hussein in the early 1990s, and the ongoing campaign against ISIS.  相似文献

In March 2011, President Barack Obama ordered US air and naval forces to commence Operation Odyssey Dawn in Libya to impose a no-fly zone. The decision by the Obama Administration to intervene in a limited and supporting role in Libya is an important development in US foreign policy. Operation Odyssey Dawn presents scholars with a valuable opportunity to analyze and explore how US foreign policy is made and what roles domestic politics and elite perceptions play in decisions to use force. The author argues that neoclassical realism is a useful and compelling theoretic framework with which to analyze Operation Odyssey Dawn. While the Administration intervened in response to perceived external-level threats to US national interests, salient intervening domestic-level variables and elite perceptions shaped and guided the tenor and scope of the operation.  相似文献

Britain underestimated the importance of the naval mine in the years leading up to the First World War and entered the conflict unprepared for an extended mine campaign. Traditional interpretations of the mine's position are limited and neglect the broader political and economic factors influencing its development. The mine was a peripheral technology representative of the rapid technological change in the period, and its development was affected by financial constraints, international diplomacy and naval administration. Because of structural impediments, however, and despite significant resources devoted to the weapon, the mine faced obstacles which led to both limited stocks and inadequate plans for use at the opening of the First World War.  相似文献

Why do countries have air forces? Organizational alternatives, such as maintaining separate air arms for the army and navy, have become quite rare. The conventional narrative advanced by advocates of independent air forces stress that the primacy of airpower in modern warfare mandates centralized control of most military aviation. In this view, political–military uncertainty has driven mimetic isomorphism – pressure on national governments to organize as others organize so as to fight or deter war just as effectively. However, working from a set of 56 countries that were politically independent within a few years of the establishment of the first ever independent air force (the Royal Air Force) in 1918, and continuing through nearly the present, there is no clear pattern of external military pressure prompting this particular reorganization. Rather, from anecdotal evidence, the cause has more likely been normative isomorphism – a professional craving to look as others look to foster political or personal legitimacy. For whatever reason, though, choices of structures tend to lead to specific choices of policies. Thus, the result suggests that defense ministries looking for more effective or less costly organizational schemas may reasonably consider alternatives to the tripartite army–navy–air force structure.  相似文献

This paper extends the joint product model of military alliances to apply to the new strategic doctrine adopted by NATO in the 1990s. In particular, a choice must be made between protecting one's own territory and pooling forces for an alliancewide rapid reaction force. This new model accounts for a host of externalities and their implications for burden sharing, full financing, and allocative efficiency. The Pigouvian taxes that adjust for force thinning and attack deflection are shown to finance optimal border‐protecting forces under a variety of circumstances. Second‐best considerations arise owing to the pure publicness of rapid reaction forces. The ideal toll arrangement does not currently characterize NATO financing, nor is it likely to do so.  相似文献

On 8 March 2009, five Chinese vessels shadowed and aggressively maneuvered in close proximity to the US Naval Ship (USNS) Impeccable. This paper seeks to explain the incident and its aftermath in the context of Chinese coercive diplomacy. China's strategy, designed to motivate the US to cease surveillance operations near its militarily sensitive areas in the South China Sea, included three components: (1) the use of military provocation, (2) a coordinated media campaign, and (3) a challenge to US interpretations of the United Nations Convention on the Law of the Seas (UNCLOS). This study goes beyond traditional research on Chinese use of force to explain why China's coercive diplomatic campaign took the form it did. Only by understanding the nature and factors affecting Chinese coercive diplomacy can the US design the effective counter strategy needed to protect US regional and global interests.  相似文献

Military theorists and commentators believe that joint operations prove more effective in most circumstances of modern warfare than operations involving only one service or involving two or more services but without systematic integration or unified command. Many see Nazi Germany's armed forces, the Wehrmacht, as early pioneers of ‘jointness’.

This essay demonstrates that the Wehrmacht did indeed understand the value of synchronising its land, sea and air forces and placing them under operational commanders who had at least a rudimentary understanding of the tactics, techniques, needs, capabilities and limitations of each of the services functioning in their combat zones. It also shows that the Wehrmacht's efforts in this direction produced the desired result of improved combat effectiveness.

Yet it argues that the Wehrmacht lacked elements considered by today's theorists to be essential to the attainment of truly productive jointness ‐ a single tri‐service commander, a proper joint staff and an absence of inter‐service rivalry ‐ and that, as a result, it often suffered needless difficulties in combat.  相似文献

This article argues that French naval policy‐makers were slow to adjust to the changed strategic landscape of the 1930s. During the 1920s France did not face a serious land or air threat. Defence policy‐makers were therefore able to devote a large portion of the defence budget to rebuilding French maritime power. But when the Depression and the rise of Nazi Germany overturned the strategic situation in Europe, policy‐makers adjusted by giving priority to land and air rearmament and by placing ever greater emphasis on securing an alliance with Great Britain. The French naval establishment resisted this trend unsuccessfully. The frustration of naval planning increased the resentment and mistrust of both the Third Republic and Great Britain that characterised naval attitudes before and particularly during the Second World War.  相似文献
