In this article, we construct and analyze an original database of overseas Chinese equity oil investments (EOI) in order to assess the relative importance of economic and geopolitical factors in determining the type of countries that are most likely to receive those investments. We find that China's national oil companies (NOCs) choose to make considerable investments in certain oil rich countries while ignoring others. We develop and examine ‘economic opportunity’ and ‘geopolitical relevance’ explanations of Chinese EOI. The economic explanation assumes that Chinese oil companies operate autonomously despite the fact that they are state owned, and that they seek international experience in countries offering less competition but more risk. The geopolitical explanation suggests that Chinese equity oil investments are developed and coordinated by the central government as part of a geopolitical strategy that is designed to bypass the so-called ‘Malacca Dilemma’ and deepen security ties with oil-rich states through the conduct of oil diplomacy. We argue that Chinese EOI tends to reflect both corporate interests and government priorities, and that it generates more liabilities rather than benefits for China.  相似文献

In the post-Cold War strategic environment, Beijing could plausibly have opted for Soviet-style geostrategic competition with Washington, but it has not. Chinese leaders have not thus far, and almost certainly will never, amass thousands of nuclear weapons on hair-trigger alert or deploy significant forces to a network of bases spanning the globe. Nevertheless, the below assessment of China's increasing hard and soft power yields the conclusion that a Chinese challenge to US hegemony cannot be ruled out. The United States must prudently maintain military forces appropriate to facing a potential peer competitor. At the same time, however, Washington must engage in a process of creative diplomacy that simultaneously matches China's soft power and engages seriously with Beijing to create areas of consensus and cooperation.  相似文献

Russia has consistently opposed US hegemony since the early 1990s. Moscow has sought to create a world overseen by the UN Security Council and several power centres supporting an anti-hegemonic axis. Until recently, Russia's resources have been very limited. Russian opposition therefore was largely conceptual or a work in progress. Russian policy was largely reactive – and non-confrontational. However, the failure of the Russia-US relationship to develop practically has highlighted negative views of US hegemony, and the greater wealth generated through high energy prices is supporting an increasingly active Russian policy.  相似文献

This article analyzes the assumptions of US and Peruvian military personnel regarding insurgent susceptibilities to psychological operations in 1988. The discussion is based on both archival material and the experiences of the author, who was a member of the joint US-Peruvian team. This article argues that an increasingly sea-power-minded China will neither shelter passively in coastal waters, nor throw itself into competition with the United States in the Pacific Ocean. Rather, Beijing will direct its energies toward South and Southeast Asia, where supplies of oil, natural gas, and other commodities critical to China's economic development must pass. There China will encounter an equally sea-power-minded India that enjoys marked geostrategic advantages. Beijing will likely content itself with ‘soft power’ diplomacy in these regions until it can settle the dispute with Taiwan, freeing up resources for maritime endeavors farther from China's coasts.  相似文献

The track record of the US military in unconventional wars has not been good and there were fears that Operation ‘Enduring Freedom’ might suffer the same fate as previous campaigns. This contribution explores why the Taliban were defeated so easily by the US in 2001. It challenges the view that America's victory was due solely to changes in its modus operandi or that the outcome heralds a change in the fortunes of the US when fighting unconventional war. It also questions the idea that America's victory was a consequence of Taliban incompetence. Instead, it explains the defeat of the Taliban in terms of the prevailing political conditions within Afghanistan, which made them vulnerable to attack. The essay concludes that current political circumstances could, in the long run, permit the resurrection of the Taliban and undermine the US-led coalition's victory.  相似文献

The collapse of the Soviet Union precipitated the massive expansion of drug use and trade in Russia. The country now has one of the largest populations of injecting drug users in the world and has become the largest single-country market for Afghan heroin. In 2003 the Federal Service for the Control of the Drugs Trade was created to coordinate a comprehensive counternarcotics strategy appropriate to the scale of this threat. The service continues to face a number of challenges in its early stages of development. However, it has made considerable advances in improving responses to large-scale organised crime and in building international cooperation.  相似文献

ABSTRACT

This article analyses the Zimbabwe People’s Revolutionary Army operations in Mashonaland West province with particular reference to Makonde District during the country’s war of liberation. Despite the growing literature on ZAPU and ZPRA in Zimbabwe’s war of liberation there is little that has been written concerning the operations of ZPRA guerrillas in Mashonaland provinces. Guided by evidence drawn from secondary and primary sources the article further asserts that ZPRA adopted a four pronged strategy in Makonde District. This strategy in part was hinged on the politicization of the population on the one hand and annihilation of the enemy forces, attrition and manoeuvre warfare on the other. Again, the article argues that ZPRA guerrillas attempted to capture Salisbury (Harare) in order to conquer the Rhodesian Security Forces’ centre of gravity. It was hoped that the capture of the capital city would Makoni District was of strategic significance to the conduct of ZPRA operations and arguably hastened Ian Smith’s decision to attend the Lancaster House Conference negotiations that led to the independence of Zimbabwe in 1980.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献
