基于心理干预视角的高校突发事件预防

心理干预在高校突发事件管理中具有不可替代的作用,它是处置高校突发事件的重要途径,也是预防高校突发事件发生的重要手段。为更好地预防高校突发事件,应建立起预防高校突发事件的大学生心理干预机制,并将其作为高校突发事件应对机制的重要组成部分。     

汽油与柴油混合用作柴油机应急燃料的探讨

应急燃料对于提高战时油料保障能力具有重要意义。文章以在-10#军用柴油中掺入90#车用汽油(简称为汽柴混合油)为例,从柴油机燃料应具有的品质性能着手,分析了汽柴混合油作为柴油机应急燃料的可行性。把车用汽油和军用柴油按照不同的比例掺兑,将试验结果与军用柴油的性能要求和美军应急使用指标对某些理化性能的要求相比照, 指出了汽柴混合油作为柴油机燃料的可行性,并提出了建议。     

Dual‐ascent and primal heuristics for production‐assembly‐distribution system design

This article proposes two dual‐ascent algorithms and uses each in combination with a primal drop heuristic embedded within a branch and bound framework to solve the uncapacitated production assembly distribution system (i.e., supply chain) design problem, which is formulated as a mixed integer program. Computational results indicate that one approach, which combines primal drop and dual‐ascent heuristics, can solve instances within reasonable time and prescribes solutions with gaps between the primal and dual solution values that are less than 0.15%, an efficacy suiting it for actual large‐scale applications. © 2012 Wiley Periodicals, Inc. Disaster management in case of CBRNe events: an innovative methodology to improve the safety knowledge of advisors and first responders

Nowadays, Chemical-Biological-Radiological-Nuclear-explosive (CBRNe) risks are one of the world's main safety concerns. The radiological disasters of Fukushima and Chernobyl, the chemical events of Seveso or the release of Sarin in the Tokyo Subway, the biological emergencies such as the H1N1 flu or the recent Ebola outbreak, and recent news about the availability of non-conventional weapons acquired by fundamentalist organisations represent evidence of potential future threats. CBRNe risks are a real and global threat. The University of Rome, Tor Vergata, in collaboration with the most important Italian and international bodies working in the field of CBRNe safety and security, and supported by the North Atlantic Treaty Organisation and the Organisation for the Prohibition of Chemical Weapons, organises International Masters Courses on the Protection against CBRNe events. Within this framework, a Table-Top Exercise was planned, in collaboration with the Italian Ministry of Interior and Ministry of Defence. The scenario, the logistic organisation, on-going adjustments during the exercise and the outcomes are presented here and analysed.     

发达国家突发公共事件应急管理对我国的启示

从应急管理理念、应急力量整合、应急法律制度和应对计划、社会参与、应急资源保障、人才培养体系、应急组织机构、联合应急方式等八个方面归纳总结了发达国家应急管理的共同特点,从突发公共事件应急组织体系、应急管理模式、整合信息资源、联合应急方式、应急保障、纲领性的公共突发事件应急管理基本法和应急计划等六个方面分析了我国突发公共事件应急管理方面存在的不足,并提出了改进的措施。

基于多年工作经验,分析总结了我国交通隧道抢险救援的主要特点,明确了交通隧道抢险救援中需要把握和解决的主要问题,并提出了具体的战术战法,为我国交通隧道抢险救援工作提供参考。     

试论应急管理体系的财政支撑

从2003年的“非典”开始，我国逐步建立起了一套应急管理体系，在南方冰雪灾害、汶川地震以及今年的玉树地震和南方水灾等抗震救灾工作中发挥作用并不断完善。财政支撑在应急管理体系中有着至关重要的作用。对目前我国应急财政管理现状进行分析，结合对外国应急管理体系先进做法的借鉴，提出了对建立健全应急财政支撑体系的政策建议。

当前我国抢险救援工作面临着新的挑战。作为抢险救援的专业队伍,消防部队只有具备包括现场医疗急救在内的较强的综合能力和素质,才能更好地完成各类灾害事故、意外伤害的抢险救援任务。针对消防部队的特点,提出了抢险救援现场医疗急救的原则和对各类伤害现场进行医疗急救的对策。     

地铁火灾现场消防应急通信系统探析

以火灾现场原有通信系统被损毁的不同程度作为划分标准,分析灾害发生后,原有通信线路可以正常使用,原有通信线路部分中断,以及原有线路全部无法使用为设想情况,对现场应急通信组网进行设计分析。为今后更多的实际工作作参考和科学研究方向。     

论消防部队应急抢险救援骨干作用的发挥

国务院《关于进一步加强消防工作的意见》的出台,对消防部队的职能作用作了进一步的明确,也给消防部队的发展带来了新的历史机遇。在讨论准确认识和理解发挥消防部队在应急抢险救援中的骨干作用的重要性和必要性的基础上,从社会应急管理、信息沟通、应急救援、装备建设、执勤训练和整合救灾资源等方面,强调消防部队如何在应急抢险救援中发挥骨干作用。
