Abstract

The historic displays at the Tower Armouries underwent two significant rearrangements during the nineteenth century. Undertaken by two noted antiquarian scholars, Dr Samuel Meyrick in 1826 and James Robertson Planché in 1868, the underlying circumstances that led up to these developments have not been fully considered; neither has the role played by the Storekeeper’s Department at the Tower in this process. Yet at precisely the same time as these changes were being made the Storekeeper’s Department was becoming more expert in its own collections, acquiring new objects, conducting research, and playing an active part in the scholarly and museological developments of Victorian Britain.     

The Tower at War 1914–18: Foreman Buckingham Goes To War

Abstract

A small part of the White Tower displays at the Royal Armouries at the Tower is marking the centenary of the First World War and the role the Tower of London played in the War, the links between the site, its staff and the great event are described. The importance of Charles ffoulkes as curator in developing the collection is emphasized. The choice of display content and the way the exhibition will change to reflect each year of the war is described, starting with material from 1914 displayed during 2014 in ‘Foreman Buckingham goes to war’.     

New Evidence on the Original Setup of the ‘Tilbury Group’, Formerly in the Tower of London

Abstract

An argument is presented that Valentine Green’s mezzotint engraving ‘Queen Elizabeth at the Head of her Army at Tilbury-Fort, A.D. 1588’ (1792) was inspired by the late 18th-century life-sized group of three figures representing the same subject that was formerly on show at the Tower of London. The mezzotint presented in Acta Historica Reginarum Angliae is the only known image of the original pre-1828 setup of the display, showing the figure of the queen in a skirt-like piece of armour that has since been re-identified as King Henry VIII’s tonlet armour.

现阶段我国警察枪支使用法律责任的相关规定尚不完善,存在着法律责任设置不够系统、操作性不强等问题。探讨警察枪支使用方面存在的困境,对我国警察枪支使用法律责任的设置提出建议,有利于我国警察枪支使用法律责任的设置日臻完善。     

不确定熵证据合成法在防空兵火力配系评估中的应用

防空火力配系是根据任务、敌情、地形和火器的性能,对参战的各种火器作适当的配置和分工所构成的火力系统,防空火力配系是典型的多属性决策问题,而多属性决策问题中存在着属性评价的不确定性问题,而证据理论是典型的多属性融合理论,它的天生缺陷就是不相容证据合成带来的问题,为此引入基于不确定熵证据合成的多属性决策理论,能够很好地克服上述不足,用来对防空火力配系进行优化,可以解决多目标决策中的信息不完全性,效果良好.     

Plastics in arms and armour in the Royal Armouries collection

Abstract

Problems with a few of the early plastics within the Royal Armouries collections recently revealed that this area was little researched and that more detailed work was needed. The purpose of this paper is to look at the range of semi-synthetic and synthetic plastics in the collection and present some of our preliminary findings. It will consider their varied uses before looking at some of the problems that have been encountered. It will not be covering natural plastics such as rubber, gutta percha, etc. Our initial survey revealed that there are approximately 500 objects which have a synthetic plastic component, dating from the late 1870s to present day, of which over half are connected with firearms.

Can Smart Defense work? A suggested approach to increasing risk- and burden-sharing within NATO

“Smart Defense” is NATO's new approach to risk- and burden-sharing, which has been a chronic problem within the alliance since the 1950s. Numerous solutions have been proposed, but initiatives resulting in more equitable burden-sharing have never been fully implemented. There are two driving forces influencing a county's willingness to support such initiatives – the economic theory of alliances and the risks posed by the implementation of capability sharing. The authors examine each of these and propose that rather than aiming for group consensus on the production of capabilities, NATO should focus on interoperability through support functions. This approach provides the most likely solution for connecting the forces, doctrine, procedures, standards and other factors of joint capability production such that country leaders find the risks of doing so to be politically and militarily acceptable.     

CONSOLIDATING DEMOCRATIC CIVIL-MILITARY RELATIONS

Children have special protection under the South African constitution, including the right to safety, health and an environment conducive to their wellbeing and optimal development. Yet, firearms contribute significantly to the high incidence of deaths and injuries among South African children and in young males in their late teens. This case study is about the participation of the Child Health Policy Institute (CHPI) in a law reform process ultimately aimed at reducing firearm injuries and deaths in the country by exercising stricter gun control through legislation and other reforms. This feature briefly describes the political context in which the project was initiated, the research on firearm injuries and deaths in children conducted by the CHPI, and the dissemination of the research findings. The role of the CHPI as an academic institution within the Gun Control Alliance is also examined as are the lessons learnt in trying the bridge the gap between research and law reform.     

Gill — A Family of Sword Cutlers

Abstract

Amongst the armour in the collection of the British Museum is a kettle-hat (Object Number: P&;E 1856,0701·2243) that was found in London during the second quarter of the nineteenth century. In January 2010, the kettle-hat was conserved before its loan to the Royal Armouries Museum for display at the Tower of London. New findings that occurred during conservation led to the most in-depth technical examination and analysis of this relatively unknown helmet since its discovery.

This paper aims to interpret the British Museum’s kettle-hat from art historical perspectives in order to place it in a wider context. The development of the kettle-hat during the 14th and 15th centuries is described along with the subsequent derivatives of transitional or progressive forms of helmet. Through stylistic comparison and consideration of related evidence it is suggested that the British Museum kettle-hat dates to the late 14th century and is of western European, possibly English, workmanship. Furthermore, although the British Museum helmet has much in common with typical forms of kettle-hat, it also has features, such as a short tail-piece, that suggest it may be closely related to some early forms of sallet.     

Complexity and workload considerations in product mix decisions under the theory of constraints

The literature on the product mix decision (or master production scheduling) under the Theory of Constraints (TOC), which was developed in the past two decades, has addressed this problem as a static operational decision. Consequently, the developed solution techniques do not consider the system's dynamism and the associated challenges arising from the complexity of operations during the implementation of master production schedules. This paper aims to address this gap by developing a new heuristic approach for master production scheduling under the TOC philosophy that considers the main operational factors that influence actual throughput after implementation of the detailed schedule. We examine the validity of the proposed heuristic by comparison to Integer Linear Programming and two heuristics in a wide range of scenarios using simulation modelling. Statistical analyses indicate that the new algorithm leads to significantly enhanced performance during implementation for problems with setup times. The findings show that the bottleneck identification approach in current methods in the TOC literature is not effective and accurate for complex operations in real‐world job shop systems. This study contributes to the literature on master production scheduling and product mix decisions by enhancing the likelihood of achieving anticipated throughput during the implementation of the detailed schedule. © 2015 Wiley Periodicals, Inc. Greek Armour at the Tower

In the following short notice, the authors tell the story of the appearance of Classical armour in the Tower Armouries in the early and mid-nineteenth century. In the first part, Malcolm Mercer describes the interest surrounding armour from Cumae and the circumstances of its purchase by the Ordnance Office; while in the second Thom Richardson presents a specialist analysis of this group.     

Initiating insurgencies abroad: French plans to ‘chouannise’ Britain and Ireland, 1793–1798

Secret French plans to launch guerrilla-style raids on the British Isles devised in the spring of 1796 were referred to as ‘chouanneries’. The name and concept behind these small-war operations were modelled on the irregular tactics used by the Chouan rebels in the Vendée, which the French state army had brutally quashed, but some wished to transfer into their institutional practice. Part of France's ongoing military strategy in the war against Britain, which included fomenting insurrection in Ireland, these irregular operations were to be manned partially by pardoned deserters and released convicts and prisoners of war. Of these, only Tate's brief invasion of Wales in 1797 was realised, but the surviving plans provide insightful historical lessons into an Anglophobic mindset shared by a small network of practitioners and policy deciders on the effectiveness of such shock and awe tactics. Largely motivated by the desire to take revenge for Britain's support of counter-revolutionaries in the Vendée, these plans could more aptly be referred to as counter-‘chouanneries’.     

MEDICAL ISOTOPE PRODUCTION

Nearly 95 percent of the world demand for molybdenum-99 (Mo-99)—perhaps the world's most important medical isotope—is met by just four manufacturers, all of whom use highly enriched uranium (HEU) targets in their isotope production programs. Research and development on the use of low-enriched uranium targets and gel generators to produce Mo-99 began in the 1980s; some success has been achieved, but Mo-99 is still mainly produced by irradiating HEU targets in a reactor. Fission-produced Mo-99 has a high specific activity, but activation methods provide low specific activity Mo-99, which is unsuitable for the generators routinely used in most of the world's medical centers. This article evaluates the use of enriched Mo-98 to produce Mo-99 by activation methods; the use of medium specific activity Mo-99 for the preparation of alumina-based generators is also discussed. This article concludes that if support is provided for the production of enriched Mo-98, it may replace to a significant extent the use of HEU and LEU for the production of Mo-99.     

A produce‐to‐stock system with advance demand information and secondary customers

We consider a manufacturer (i.e., a capacitated supplier) that produces to stock and has two classes of customers. The primary customer places orders at regular intervals of time for a random quantity, while the secondary customers request a single item at random times. At a predetermined time the manufacturer receives advance demand information regarding the order size of the primary customer. If the manufacturer is not able to fill the primary customer's demand, there is a penalty. On the other hand, serving the secondary customers results in additional profit; however, the manufacturer can refuse to serve the secondary customers in order to reserve inventory for the primary customer. We characterize the manufacturer's optimal production and stock reservation policies that maximize the manufacturer's discounted profit and the average profit per unit time. We show that these policies are threshold‐type policies, and these thresholds are monotone with respect to the primary customer's order size. Using a numerical study we provide insights into how the value of information is affected by the relative demand size of the primary and secondary customers. © 2007 Wiley Periodicals, Inc. Some trade cards of Hull and Beverley gunmakers

Abstract

Three trade cards of Hull and Beverley gunmakers including that of John Blanch Jnr who arrived from London, to occupy 26 Silver street, in 1833. Three years later he was in Hobart, Tasmania, using the same trade card with amended address. He was succeeded by Samuel Mozeen a former apprentice of George Wallis; his Silver street trade card was already in the Hull Museum collection but the new acquisition has his original Mytongate address. Both Blanch and Mozeen supplied shooting requisites to Burton Constable Hall. The card of William Taylor, Market Place Beverley, established c. 1813 is decorated with masonic symbols. Both he and Blanch supplied airguns and crossbows as well as firearms.     

Sensitivity analysis on responsive pricing and production under imperfect demand updating

This paper examines three types of sensitivity analysis on a firm's responsive pricing and responsive production strategies under imperfect demand updating. Demand has a multiplicative form where the market size updates according to a bivariate normal model. First, we show that both responsive production and responsive pricing resemble the classical pricing newsvendor with posterior demand uncertainty in terms of the optimal performance and first‐stage decision. Second, we show that the performance of responsive production is sensitive to the first‐stage decision, but responsive pricing is insensitive. This suggests that a “posterior rationale” (ie, using the optimal production decision from the classical pricing newsvendor with expected posterior uncertainty) allows a simple and near‐optimal first‐stage production heuristic for responsive pricing. However, responsive production obtains higher expected profits than responsive pricing under certain conditions. This implies that the firm's ability to calculate the first‐stage decision correctly can help determine which responsive strategy to use. Lastly, we find that the firm's performance is not sensitive to the parameter uncertainty coming from the market size, total uncertainty level and information quality, but is sensitive to uncertainty originating from the procurement cost and price‐elasticity.     

Henry Nock,Walter Dick and Charles Lennox,The Duke of Richmond,and the Journey to the Final Designs of the Nock screwless lock

This paper introduces the Duke of Richmond’s Muskets and their precursors as made by Henry Nock and others. It particularly explores the development pathway for Nock’s Screwless locks by examining the production variants, the known prototype and experimental versions and in particular the prototype breech loading muskets. There are now known to be three breech loading prototypes, two very similar guns with locks marked by Henry Nock and a similar gun that appears by comparison to locks known to be by Walter Dick to have a lock made by Dick. This examination indicates that Nock was likely to have been instructed to make the production lock smaller than the prototype and that a key design step that enabled this was the use of a small double-ended mainspring linked to the cock and actuating the steel (frizzen) via a lever as developed by Dick.
