分析了复杂目标毁伤效果评估的特点和要求,提出能够满足毁伤效果评估要求的模糊专家系统方法。对模糊专家系统的基本结构、开发步骤进行了研究,建立了对复杂目标进行毁伤效果评估的模糊专家系统框架。以评估某电厂目标的毁伤效果为例,对模糊专家系统的建模步骤和关键技术进行了介绍。最后指出了模型的优缺点。 相似文献

In fiscal year 1999, the US Air Force introduced a bonus program designed to encourage longer enlistment terms. This regime shift provides a unique opportunity to estimate the elasticity of labor supply at a new margin: the length of the employment contract. A $5000 bonus differential is estimated to increase the probability that a recruit will choose a 6‐year enlistment over a 4‐year enlistment by 30 percentage points. 防空导弹控制系统数字仿真建模过程中,要对大量原始表格函数进行处理。针对插值计算的缺点,采用最小二乘法来拟合多项式的方法,利用MATLAB语言编程实现了防空导弹控制系统仿真计算原始数据的预处理,并构造了通用拟合函数模块,在仿真中利用拟合函数直接进行计算。利用该处理方法,对某型防空导弹的原始数据进行了预处理,结果表明这种预处理方法提高了仿真运算的速度和精度。 相似文献

The implications for African states of the recently created International Criminal Court should be carefully considered. There are far-reaching limitations placed on the ICC's jurisdictional scheme, both temporally as well as by the preconditions to the exercise of jurisdiction in the form of territoriality and nationality. The Court's powers may also be constrained out of deference to the grant of an internationally acceptable amnesty, and national courts may be constrained to recognise immunities from prosecution for high-ranking officials. These limitations need to be properly understood so that the ICC can be effectively utilised by African States to declare and act upon their commitment to the principle of individual criminal liability for those responsible for the most serious crimes. 相似文献

This article revisits Zimbabwe's land question from the vantage point of having been written five years after the ‘fast-track’ land redistribution programme was launched. Without belittling the accomplishments of land reform in the first 19 years of the country's independence, it is generally clear that the sweeping programme of 2000–2003, the most comprehensive of its kind, created a new paradigm. Clearly, the consequences will take many years to work themselves out through the country's political, economic and social fabric. The article briefly defines what may be termed ‘old’ and ‘new’ versions of Zimbabwe's land question before outlining the salient aspects of the reform process itself. It then assesses the outcomes of the redistribution, the apparent lacuna between ‘land’ and ‘agrarian’ reform, and the debate that the reform process itself has kindled. Transforming land distribution into qualitative agrarian reform has proved an Achilles heel in the arguments put forward by the proponents of the fast-track programme. Finally, recommendations are provided as to what is necessary to secure land and agrarian reform in the short, medium and long term. 相似文献
