This essay provides an overview of the eras of Mexican cinema followed by an analysis of 10 Spanish-language narco cinematic representations, an overview of the eras of American cinema followed by an analysis of 10 English language narco cinematic representations, and a conclusion that compares and contrasts the Mexican and US narco war cinematic experience. Due to divergent national trajectories – Mexico is engulfed in narco violence and corruption while the United States is not – more differences than similarities exist between these national cinematic genres. Dark spirituality themes are also increasingly evident in more recent narco war films.  相似文献

This article examines the role of the Macedonian Question in the 1944 December Uprising (Dekemvriana) in Greece. While the Dekemvriana is commonly portrayed in right–left terminology in the historiography, this article argues that part of the reason for the left’s failure was their inability to manage the Macedonian ethnic component of the struggle, either within their armed forces or in their relationship with Yugoslavia. As such, this article integrates the early phases of the Greek Civil War into the broader literature on minorities in civil conflict, while simultaneously exposing some of the myths about Macedonian involvement that result from its contemporary political ramifications.  相似文献

ABSTRACT

World War I was an epochal event that permanently redefined international politics. Yet, there is no consensus about what kind of international system it erected. This article argues that since 1918 to the present day, there is a unique revolutionary/revisionist system in existence. To confirm the argument, this article will revisit the mid-twentieth century writings of political realism's founding father Hans J. Morgenthau. His political thought is premised on the co-constitutive relation between ethics and politics, which characterized international politics throughout the Westphalian era and which was irreversibly lost in the tragedy of World War I. By sketching some of Morgenthau’s main arguments on the political and ethical transformations brought about by total war and total politics, the article argues that World War I generated a revolutionary system indifferent to political and non-political spheres, where insulated ethical systems clash in a kind of “global civil war”.  相似文献

Abstract

After nearly four years of civil war, Libya continues to be described as an ‘ungoverned space’ where the collapse of state institutions reignited tribal, political, religious and ideological tensions. These accounts, however, obscure Libya’s complex subnational governance, and the role of non-state armed groups in shaping the emerging political orders. By contrast, we contend that distinct subnational political orders have emerged in Libya since 2014 in which actors engage in state-making practices driven by local interests. Using empirical evidence to explore the activity of non-state armed groups during the Libyan civil conflict, we highlight that the local conflict environments in eastern, western and southern Libya provide specific incentives that shape the process of armed group splintering and patterns of violence. The findings demonstrate that claims to authority and notions of statehood extend far beyond the state whereby governance relations are negotiated between state and non-state actors. Conflict patterns, (in)stability and the prevailing political order are therefore conditional on the nature of the dominant actor, their strategies and modes of violence within their areas of influence. Through this analysis, the paper provides a more granular understanding of the local political dynamics that drive violence in Libya and civil wars more generally.  相似文献

The Riffian rebel leader Mohammed Abd el-Krim Al-Khattabi (1882–1963) became an important early guerrilla leader by successfully initiating extensively organized resistance in the Moroccan Rif against Spanish and French imperial power in the early 1920s. The Rif War triggered a wave of adventure films since the 1930s. This article will look at some of these, especially Sergeant Klems (1971) and The Wind and the Lion (1975), and suggest that they can be seen in terms of the wider impact of screen Orientalism derived from the iconic film Lawrence of Arabia (1962) directed by David Lean. The article will show that these films promoted what it terms a colonial gaze by underlining many stereotyped cinematic clichés relating to the Islamic cultural area and Abd el-Krim's revolt that stretch back to the early history of cinema.  相似文献

Many scholars and policy practitioners believe that the US invasion of Iraq triggered a civil war. Several major scholarly data-sets, however, do not code a civil war, due to the challenge of coding multiple simultaneous patterns of violence. Further, many political actors have resisted the term, due to obvious political and public relations concerns. This paper analyses these discrepancies in the use of the label, arguing that, for scholars, the coding problem could limit or even bias models of civil war, while for policymakers, the failure to see Iraq’s civil war as such has contributed to major policy failures, from the Bush administration’s state of denial early in the war to the Obama administration’s withdrawal and the subsequent reescalation of violence.  相似文献

Vietnam was a complex conflict, which historians and political scientists have struggled to understand. Some of the bitterest disputes in the historiography revolve around the US approach to counterinsurgency in Vietnam. Many different facets of the war have received the attention of filmmakers, and an examination of their work suggests new ways of thinking about the conflict. This article considers film portrayals of three phases of the Vietnam War – firstly, the early period of ‘political action’, then the advisory period, and finally the Americanization of the war after 1965. It suggests that by examining the experiences of participants in each of these phases, Vietnam War cinema helps to illustrate the problems that faced various American approaches to counterinsurgency in the conflict. Combined with the importance of films in determining popular perceptions of both historical conflicts and counterinsurgency in general, it suggests that they are worthy subjects of study and critique.  相似文献

The study of the cinematic representation is extremely useful in framing of counter-terrorism policies, whether in the US or elsewhere. This paper examines cinema’s interest in drone warfare as well as the lives and personalities of drone pilots. It argues that drone warfare suffers a considerable image problem that has been brought out in several recent features and it is unlikely that any major cinematic myth of drone warfare will easily develop, certainly in comparison to myths concerning special forces and special operations.  相似文献

This essay looks at two Hollywood films Black Hawk Down and We Were Soldiers as reflective of a more general popular mood in the US that accompanied Operation ‘Enduring Freedom’ and the removal of the Taliban regime in Afghanistan. In part this mood was a militaristic one, though this can also be seen as a rather belated response by Hollywood to invest moral purpose in the US military following an earlier spate of hostile Vietnam war films. The two films examined are different in form: Black Hawk Down is a combat film about extraction while We Were Soldiers is unusual for a US Vietnam war film for investing moral purpose in both the US combat troops as well as the Vietnamese enemy. Overall it is possible to conclude that both films contribute to a kicking by Hollywood of its earlier Vietnam war ‘syndrome’ which is likely to have wider cultural and political repercussions.  相似文献

Abstract

Libya in 2011 witnessed a real process of political change, though different from all the policy-oriented jargon equating transition with a teleological transition to democracy. Due to the resilience of the Qadhafi regime in power and with the essential role of NATO intervention, the process was eased out by a eight-month civil war. Governance in post-Qadhafi Libya was not done through the rebuilding of centralized authorities. But it took the specific form of the emergence of multiple non-state actors embedded in local dynamics and then connected with weakened central authorities that had access to the huge Libyan resources. That raised complex questions about the quality of this mode of governance, especially at a time of pressing problems for Libya and its neighbors, whether direct ones (Tunisia, Egypt, Mali) or farther countries across the Mediterranean sea: terrorism with the expansion of Da’esh into the country and flows of refugees crossing Libya’s uncontrolled borders and flowing into Italy and then Europe by thousands.  相似文献

ABSTRACT

This article argues that the US Navy’s roles (which have historically been bifurcated between warfighting and political use of force) manifest in its organisational culture as two different concepts of war: the US Navy as diplomatic actor and the US Navy as warfighting force. The conflict between these different concepts of war can be seen in the current debate about the definition and function of presence. The debate about presence is not just theoretical, but represents a deep and enduring conflict within the Navy as an organisation about its concept of war. Since the end of WWII, the Navy has been designing its fleet architecture according to a Mahanian concept of war, despite the preponderance of non-lethal missions and activities. The result is a mismatch between platforms and tasks.  相似文献

Duration of civil wars has been an elusive area of study particularly because of the tedious task of disentangling the interplay of actors’ agencies, incentives' structures and constraints. This article tackles Syria’s civil war that has completed its fifth year with little hope for an end any time soon. I examine a plausible cause leading to its protraction. Namely the formation of a war system, which made the costs of war less than the expected risks of peace giving the local, regional and international actors that are shouldering the costs. The war system approach combines class analysis with system-structural analysis capturing nuances and dynamics of conflict. This article is based in part based on primary sources collected by author in the Summers of 2014 and 2015 in Lebanon.  相似文献

The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.  相似文献

ABSTRACT

In his seminal study of the changing nature of warfare between Agincourt and the Somme, military historian John Keegan proposed that future historians might consider combatants’ emotions in their assessments of the impact and nature of conflict. Recent years have witnessed the emergence of the history of emotions as an analytical approach, but rarely, if ever, is this directed toward the study of military history, far less the history of insurgencies and counter-insurgencies. This paper examines America’s civil war (1861–1865) as a case study of the ways in which an emotional history approach might illuminate not the physical experiences of but rather the immediate and longer-term reactions to counter-insurgency conflict through a focus on one specific individual, the future Supreme Court Justice Oliver Wendell Holmes, Jr. It proposes that Holmes, whilst not a man of the ranks, nevertheless can reveal the wider ramifications of civil war and its emotional impact, both individually and culturally. As a relatively limited internecine war, one not fought by professional armies but by volunteer forces, America’s civil war highlights the ways in which the soldier’s response points us toward the kind of emotional revolution that has, to date, mainly been located within the European nations.  相似文献

Chapter 15 of the Xunzi stands as the most comprehensive account of the early Confucian analysis of warfare. Unlike a range of other early, non-Confucian discussions on warfare, particular strategies and tactics are taken to be of secondary importance. Thus, Xunzi refuses to discuss practical military strategy without framing it within a much broader ethical, social, and political context. On his account, a well-ordered, flourishing state necessarily rests upon a particular set of rituals and social norms in which people can cultivate themselves morally. Such a state has nothing to fear from any enemy, no matter how tactically sophisticated or militarily skilled. To many, such a view seems overly optimistic. However, given that Xunzi is anything but Pollyannaish in other parts of the text and is quite pessimistic about human nature in general, it behooves us to dig a bit more deeply into his ideas about military affairs and examine whether they can be understood in a more plausible light. This article provides a reading of Xunzi’s views on military affairs that is internally consistent and corresponds with Xunzi’s broader ethical and political views, while also showing why someone of Xunzi’s obvious intellectual acumen might hold such a view.  相似文献

Using a new set of data from Greek Army sources, US military archives, and Communist Party documents, the paper provides a quantitative analysis of the armed confrontation that took place in Greece during 1946–1949. A dynamic Lotka–Volterra model is estimated, pointing to the existence of a conflict trap that explains the prolongation of the civil war and its dire consequences for the country. A regional analysis finds that the mobilization of guerrilla forces was crucially affected by morphology and the local persecutions of political rivals. Using neoclassical growth-accounting, the economic cost of the conflict is estimated to surpass an annual GDP, in line with similar findings in contemporary civil wars. The same framework is employed to assess the outcome in counterfactual situations discussed in this paper.  相似文献

The ongoing civil war in Syria is evolving into a ‘proxy war’, in which both the Baathist regime and its insurgent adversaries are becoming increasingly reliant upon support from external powers. Proxy warfare has a superficial appeal for sponsoring states, as it appears to offer a convenient and risk-free means of fulfilling foreign policy goals, which will not incur the financial and human costs of direct military intervention. Using Syria as a case study, this article shows that the conduct of proxy warfare has several potential political, strategic, and ethical consequences, which any democratic government in particular is obliged to consider before it resorts to this indirect means of foreign intervention.  相似文献

The objective of this article is to move ethical discourse on military strategy beyond the confines of the established War Convention. This is achieved by utilising the common good, a concept found in political philosophy and theology. The common good acts as a positive organising concept for socio-political activity. With its focus on peace, development and the flourishing of the individual and community, the common good poses a significant challenge to strategy. This article constructs an approach to strategy that is compatible with the common good. Importantly, it does so whilst respecting the pursuit of victory as an indispensable component of strategy’s true nature. The theory presented in this article is then tested in relation to four different modes of strategy: regular war, irregular war, deterrence, and cyberwar.  相似文献

Abstract

In 2011 a wave of revolutionary movements, the so-called Arab Spring, spread in the Middle East and North Africa. Libya was one of the most affected countries, ending Gaddafi’s dictatorship after an international intervention and a civil war. This paper assesses the effects that this revolution had on Libyan economy. The analysis is made by means of the synthetic control method. Our estimates for the 2011–2014 period show (i) a cumulative loss in the growth rate of per capita real GDP of 64.15%; (ii) a cumulative loss in per capita real GDP of 56,548 dollars; and (iii) a cumulative loss in the aggregate real GDP of 350.5 billion dollars.  相似文献

ABSTRACT

Though it is legally permissible to kill combatants in war, unless they are rendered hors de combat, the existence of “Naked Soldiers” raises an important moral question: should combatants kill vulnerable enemy combatants or show mercy towards them? Most philosophers who address this question argue that it is morally permissible to kill the Naked Soldier given the extended notion of self-defense during war. They ground their arguments in a form of collectivism. In this article, I use Larry May’s argument. He offers an approach that extends the principle of discrimination that would apply also to combatants. Instead of assuming all combatants are de facto dangerous, this approach would allow for nuance in targeting the enemy and showing mercy when enemy combatants clearly pose no danger, in other words, when they are Naked Soldiers. I defend this view against two criticisms: Noam Zohar’s view of armies as complex collectives and Stephen Deakin’s view that a policy that spares Naked Soldiers would be open to abuse. I argue that it is not only morally suspect to kill Naked Soldiers, but also it is within the spirit of both international laws governing war and the just war tradition to offer mercy whenever possible.  相似文献
