Conflict managers around the world cling to the hope that power-sharing decreases the risk of civil war in post-conflict societies. Distinguishing between territorial and governmental conflicts, we analyse the origin and effectiveness of power-sharing institutions (PSI) and power-sharing arrangements (PSA). Our examination reveals that power-sharing is largely a consequence of the institutional legacy and of the war outcome. While PSI such as proportional representation or federalism cannot prevent a war from recurring, PSA in the form of grand coalitions reduces this risk marginally. However, granting autonomy to a rebellious region increases the danger that the relationship with the government turns violent again. Our results suggest that constitution makers should advocate power-sharing with caution.  相似文献

Civil war peace agreements are prone to collapse. While some research suggests that multiple layers of power-sharing provisions lead to more viable agreements, others have suggested that negotiated settlements are not only more likely to return to violence, but that those cases will be more deadly as a result. We suggest here that previous research has failed to address the various ways that peace agreements emerge and that this context is crucial in explaining peace agreement viability. In some situations, rebels are likely to earn those concessions through battlefield success. Governments may feel compelled to address underlying grievances in order to stop the bloodshed and ultimately maintain some political clout in the postwar regime. In other cases, however, governments may feel pressure to engage in discussions and to provide concessions by outside actors, whether in the form of diplomatic intervention, economic, or foreign military intervention. Hypotheses are tested on all civil war peace agreements identified by the UCDP Peace Agreement Data-set for 1975–2011. Findings from logit and hazard models suggest that agreements brought about in the aftermath of military intervention on behalf of rebels are more likely to endure while those earned on the battlefield (i.e., stronger rebels) do not. In addition, mediation enhances peace agreement viability, while interventions on behalf of governments tend to undermine it.  相似文献

Critics of globalisation suggest that growing free-market conditions generate anomie, leading ultimately to what some term ‘new wars’ and new insecurities. Others argue that liberal economies dissuade violence since people gain from peace. This study argues for a micro perspective that views predatory economic policies driving higher investment in rebellion-specific capital, such as shadow economic activity that easily translates into insurgency in weak-state settings. Investment in the shadows determines survivability against superior state forces, and survivability determines rebellion, by definition. Using civil war onset data from 1970 to 2013, as well as the Global Peace Index (GPI) and several of its individual components, which capture societal insecurity above and beyond the absence of armed violence, this study finds that countries that are more capitalistic have a lower risk of civil war and societal insecurity. The results are robust to alternative models, testing methods, and uphold when examining several relevant subcomponents of the index, such as internal conflict, violent crime, homicides, ease of access to small arms, and political instability. Surprisingly, democracy tends not to be associated with peace but associates with increased criminality whereas strong autocracy reduces it, suggesting that capitalism, more than democracy, associates with conditions favourable to societal security, independently of a country’s level of development.  相似文献

Negotiations to end Sudan's devastating civil war have repeatedly faltered, but among other developments, the re-emergence of civil society in both the north and south provides greater impetus for peace, as well as greater prospects for democracy and respect for human rights. Particularly important, but thus far relatively unnoticed, is the rise of a southern-led civil society movement in the north. Although Sudan's complex history and demographics provide an explanation for much of the conflict, in fact the conflict is essentially political, while it is this very complexity that could provide a basis for the resolution of the conflict. Some intriguing parallels with South Africa's recent experience underscore the role of civil society, and point to some options for the future.  相似文献

Jacques Maritain (1882–1973) is widely recognized as one of the foremost Catholic philosophers of modern times. He wrote groundbreaking works in all branches of philosophy. For a period of about 10 years, beginning in 1933, he discussed matters relating to war and ethics. Writing initially about Gandhi, whose strategy of non-violence he sought to incorporate within a Christian conception of political action, Maritain proceeded to comment more specifically on the religious aspects of armed force in “On Holy War,” an essay about the civil war then ongoing in Spain (1936–1939). After the outbreak of World War II in September 1939, Maritain penned a series of essays that sought to explain why the Anglo–French declarations of war were warranted on Christian just war principles. While the secondary literature on Maritain’s thought is extensive, thus far there has been little systematic exploration of his writings on war. In what follows I seek to remedy this lacuna, by examining how he conceptualized just war in the three phases outlined above.  相似文献

This article analyzes Hizballah's war against Israel in south Lebanon as a psychological contest where public opinion, perception, and persuasion were the real determinants of victory. Hizballah successfully mobilized popular support for its war by communicating nationalist and religious themes to different sectarian groups in Lebanon. At the same time, it used classic guerrilla warfare as a carefully calibrated psychological tool to erode the morale of Israeli forces, their Lebanese allies, and the Israeli public's support for the war. Hizballah's sophisticated media capability, particularly combat video footage aired on its satellite TV station and the Internet, played a critical role in amplifying the effects of its attrition campaign. By orchestrating information-age media and guerrilla tactics, this strategy has important implications for the future of irregular warfare.  相似文献

Abstract

This article focuses on power-sharing’s ‘exit dilemma’. While power-sharing may be a necessary transitional device to manage deep divisions, it also allegedly obstructs the long-term goals of peacebuilding and democratisation in divided societies. Three countervailing perspectives are considered here: (1) power-sharing is a transitional device unable to transition to more ‘normal’ political arrangements, creating instability; (2) power-sharing is a transitional device that can be designed for stability and adaptability; and (3) power-sharing is a lasting institutional fixture that facilitates peace and democratisation. The article presents a typology of pathways from power-sharing, arguing that the exit dilemma is real but not insurmountable.  相似文献

Many scholars and policy practitioners believe that the US invasion of Iraq triggered a civil war. Several major scholarly data-sets, however, do not code a civil war, due to the challenge of coding multiple simultaneous patterns of violence. Further, many political actors have resisted the term, due to obvious political and public relations concerns. This paper analyses these discrepancies in the use of the label, arguing that, for scholars, the coding problem could limit or even bias models of civil war, while for policymakers, the failure to see Iraq’s civil war as such has contributed to major policy failures, from the Bush administration’s state of denial early in the war to the Obama administration’s withdrawal and the subsequent reescalation of violence.  相似文献

The defection of a significant number of Sunni officers amidst the ongoing turmoil in Syria created a unique opportunity to get access to original data on the Syrian armed forces. This study draws on extensive fieldwork to probe the sectarian question in the Syrian officer corps. On the basis of a series of interviews conducted throughout the summer of 2014, I investigate the politics and consequences of sectarian stacking in the Syrian military as well as the root causes of Sunni officers’ grievances and alienation. My conclusions draw on an original database that compiles the sectarian affiliations of 81 prominent officers who occupied the most senior military positions under Bashar al-Asad.  相似文献

There are two mainstream schools of thought about the impact of the war against terror on international efforts to resolve African conflicts. One sees in the war against terrorism a renewed focus on eradicating the root causes of civil war in Africa and elsewhere, simply because it is believed that it is these conditions that foster the kind of political alienation that propels people into committing acts of terror. The other sees the continued marginalisation of Africa by powerful nations that, despite rhetoric to the contrary, have clearly become so preoccupied with their own security agenda that the bulk of resources will be directed towards combating the symptoms, rather than the root causes, of terrorism. This article asserts that the US, UN and African responses to 11 September open the door for a manipulation and redefinition of terrorism to justify crackdowns on legitimate dissent, and that peacekeeping and peace-building in Africa must inevitably take a back seat to the war on terror. It calls for a more sober and balanced perspective on what is needed to cope with the ever-increasing challenges to human security in Africa.  相似文献

ABSTRACT

In his seminal study of the changing nature of warfare between Agincourt and the Somme, military historian John Keegan proposed that future historians might consider combatants’ emotions in their assessments of the impact and nature of conflict. Recent years have witnessed the emergence of the history of emotions as an analytical approach, but rarely, if ever, is this directed toward the study of military history, far less the history of insurgencies and counter-insurgencies. This paper examines America’s civil war (1861–1865) as a case study of the ways in which an emotional history approach might illuminate not the physical experiences of but rather the immediate and longer-term reactions to counter-insurgency conflict through a focus on one specific individual, the future Supreme Court Justice Oliver Wendell Holmes, Jr. It proposes that Holmes, whilst not a man of the ranks, nevertheless can reveal the wider ramifications of civil war and its emotional impact, both individually and culturally. As a relatively limited internecine war, one not fought by professional armies but by volunteer forces, America’s civil war highlights the ways in which the soldier’s response points us toward the kind of emotional revolution that has, to date, mainly been located within the European nations.  相似文献

While research has already focused on power-sharing agreements by assessing specific effects of political, economic, territorial and military provisions, some provisions might be more important than others. This paper argues that the content of an agreement is crucial for the cohesion of a signatory rebel group since these are strongly affected by resource-distribution and the way in which the underlying conflict is managed. Investigating on the Free Aceh Movement and the Moro National Liberation Front, this study concludes that the implementation of power-sharing is decisive. When inner-core provisions and single factions are addressed, groups tend to stay united.  相似文献

The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.  相似文献

This article investigates mediation efforts in Syria from the outbreak of the civil war in 2011 through the spring of 2016. It describes the principal initiatives, analyses differences and similarities across mediators, and identifies strategic obstacles that prevented substantive progress. Focusing on mediation initiatives undertaken by the Arab League and the United Nations, it finds that there is considerable path dependence across efforts and that most of the limited achievements, notably ceasefires in 2012 and 2016, resulted from the application of external leverage. Settlement in Syria was conditioned on overcoming significant commitment problems, aggravated by sectarian mistrust, the fractured nature of the opposition, and international disunity. The article contributes the first review of mediation in Syria that comprehends the conflict in its entirety, systematizes data for research on conflict management, and evaluates existing mediation policy in Syria with an eye to the future.  相似文献

ABSTRACT

At the turn of the nineteenth century, China’s Qing dynasty (1644–1912) was hit by a sectarian rebellion. Commonly considered a breakpoint marking the end of the dynasty’s golden age spanning most of the eighteenth century, the war to suppress the rebels, referred to as the White Lotus War (1796–1804) in this article (‘White Lotus’ was the umbrella name used by both the authorities and some sectarians for their teaching), exposed many structural drawbacks of the Qing political and military systems and depleted the dynasty’s financial resources, which had never been recovered. Reluctant in embracing guerrilla warfare in the beginning, the insurgents quickly turned themselves into master guerrillas. Shuttling in two massive mountain ranges in central China, they managed to prolong their rebellion and fought some successful battles against their suppressors. Superior in manpower, weaponry, and logistical support, the government forces had to adapt to guerrilla warfare, albeit passively and ineptly. This article gives a brief introduction to this little-known episode of guerrilla war at the turn of the nineteenth century in Qing China, expounds the strengths and weaknesses of both sides, and sheds light on the roots of the war’s long duration and the grim consequences to the Qing state.  相似文献

Duration of civil wars has been an elusive area of study particularly because of the tedious task of disentangling the interplay of actors’ agencies, incentives' structures and constraints. This article tackles Syria’s civil war that has completed its fifth year with little hope for an end any time soon. I examine a plausible cause leading to its protraction. Namely the formation of a war system, which made the costs of war less than the expected risks of peace giving the local, regional and international actors that are shouldering the costs. The war system approach combines class analysis with system-structural analysis capturing nuances and dynamics of conflict. This article is based in part based on primary sources collected by author in the Summers of 2014 and 2015 in Lebanon.  相似文献

Do Private Military and Security Companies (PMSCs) impact peace duration after civil war? I argue that the role these organisations play in a conflict can impact post-conflict stability. Specifically, I suggest that variance in services provided by PMSCs can influence rebels’ calculations about relative capabilities. These calculations then contribute to the probability for civil war recurrence. Building on the bargaining framework, with a focus on information and commitment problems, this article demonstrates that PMSCs participating in armed combat operations can jeopardise the stability of peace following civil war. Three case narratives (Angola, Sierra Leone and Croatia) are used to probe the theoretical argument and results are illustrative – PMSCs serving as force multipliers contribute to an increase in the probability for conflict recurrence.  相似文献

Greek cinema has documented and debated the civil war and its repercussions under different angles, largely defined by censorship, the general political climate, and cinematic trends. This article, first, offers a retrospective that traces the evolution of Greek cinema's ‘takes’ on the civil war vis-à-vis the political changes. Second, it provides an in-depth analysis of Costas Gavras’s film Z, examining its relevance to Greece and how political conflict, in general, is cinematically depicted. The article argues that Z and Gavras’s cinema have been affected and have affected the Greek political situation. However, while Z has spearheaded an international cinematic genre (political thriller), it had minimal effect on the Greek cinema.  相似文献

ABSTRACT

The cessation of military confrontations rarely coincides with the end of war. Legal and political matters continue after the last shot has been fired, civilians driven from their homes try to rebuild their houses and their lives, veterans need to adapt to their new role in civil society, and the struggle to define the history and the significance of past events only begins. In recent years, in particular, the changes in the character of contemporary warfare have created uncertainties across different disciplines about how to identify and conceptualise the end of war. It is therefore an opportune moment to examine how wars end from a multidisciplinary perspective that combines enquiries into the politics of war, the laws of war and the military and intellectual history of war. This approach enables both an understanding of how ‘the end’ as a concept informs the understanding of war in international relations, in international law and in history and a reconsideration of the nature of scientific method in the field of war studies as such.  相似文献
