This study analyzes the effects of political violence on electoral behavior by focusing on one of the longest lasting ethnic conflicts in contemporary times, the Kurdish insurgency in Turkey. How do armed conflict and electoral institutions shape turnout in a civil war context? Building on an original data-set at the sub-national level, the study reaches two major conclusions. First, it shows rural displacement caused by political violence led to lower levels of turnout and severely hampered access to voting controlling for a wide range of socioeconomic and electoral system variables. Second, an unusually high electoral threshold aggravated this pattern of disenfranchisement and limited the avenues of nonviolent Kurdish political activism with negative implications for the resolution of the conflict.  相似文献

Abstract

This article provides a critical review of ‘rebel-to-party transformation’ scholarship. It shows how three flawed assumptions have underpinned much of the literature: (1) an ideal-typical differentiation between rebel group and political party as distinct by their use or rejection of violence; (2) the analysis of armed conflict as breakdown of ‘normal’ politics, and the study of ‘rebel-to-party conversions’ as a gradual, natural shift from violence back to politics; (3) a failure to integrate the study of rebel legacies into an examination of broader authoritarian legacies. These assumptions have clouded our understanding of politico-military organizations in conflict-torn societies, which combine social protest, armed rebellion, political violence, and party politics throughout their history. Drawing on the ‘no peace, no war’ and ‘armed politics’ paradigms, this article revisits these assumptions through the case of Burundi.  相似文献

Abstract

After nearly four years of civil war, Libya continues to be described as an ‘ungoverned space’ where the collapse of state institutions reignited tribal, political, religious and ideological tensions. These accounts, however, obscure Libya’s complex subnational governance, and the role of non-state armed groups in shaping the emerging political orders. By contrast, we contend that distinct subnational political orders have emerged in Libya since 2014 in which actors engage in state-making practices driven by local interests. Using empirical evidence to explore the activity of non-state armed groups during the Libyan civil conflict, we highlight that the local conflict environments in eastern, western and southern Libya provide specific incentives that shape the process of armed group splintering and patterns of violence. The findings demonstrate that claims to authority and notions of statehood extend far beyond the state whereby governance relations are negotiated between state and non-state actors. Conflict patterns, (in)stability and the prevailing political order are therefore conditional on the nature of the dominant actor, their strategies and modes of violence within their areas of influence. Through this analysis, the paper provides a more granular understanding of the local political dynamics that drive violence in Libya and civil wars more generally.  相似文献

Most studies on internal armed conflict focus on the dyadic interaction between the state and a rebel group, leaving less attention to inter-group fighting. Addressing this gap in the literature, this study argues that the interplay between economic and political inequality and weak state capacity increases the risk of non-state conflict. An empirical analysis of 178 non-state conflicts in Sub-Saharan Africa between 1989 and 2011 provides support for the theorized conditional effect, but only for the role of economic inequality. The effect of political exclusion in the context of a weak state is not confirmed, suggesting that such conditions may be more prone to violence of another kind (i.e., mobilization against the state). Overall, these findings highlight the importance of a functioning state for maintaining peaceful inter-group relations, while they also lend support to earlier research that reports divergent effects of economic and political inequalities on civil conflict risk.  相似文献

This article analyses the 2007–08 postelection violence in Kenya arguing that there were significant socio-spatial variations to the conflict in urban areas that can be better understood through an analysis of localised framing processes. It argues that, in some urban neighbourhoods, an underlying frame of autochthony is (re)produced through lived experience, facilitating the casting of ethnic others as either good or bad guests in times of political transition. The flawed elections of 2007 justified the violent eviction of ‘bad’ guests in these settings. This frame of autochthony, however, is absent in other urban neighbourhoods, and so these spaces remained relatively calm for the duration of the crisis. The article further argues that the flexibility of the good guest/bad guest frame enabled its reconfiguration at the local level, leading to variations in the fault lines of conflict across both time and space. It concludes that frame analysis can help to elucidate these micro-geographies of conflict.  相似文献

This article explores the phenomenon of herdsmen militancy as a new trajectory for the farmer–herder crisis in Nigeria, with reference to its humanitarian implications. Relying on a systematic analysis of secondary data and aligning with the analytical anchorage of liberal political ecology theory, the article posits that herdsmen militancy depicts a contradiction in agrarian relations in the context of a national security crisis which has been complicated by salient socio-ecological factors such as climate change, armed violence, and identity politics. In view of the dire humanitarian consequences of this situation, the article submits that herdsmen militancy constitutes a major threat to human and national security in Nigeria. It makes a case for a pragmatic policy capable of mitigating the myriad socio-ecological factors that tend to trigger herdsmen militancy, with prohibition on open grazing in critical hotbeds of herder–farmer conflict as a strategic measure.  相似文献

The non-recurrence of war is mostly considered as the main indicator for successful peace processes. Nevertheless, even in these postwar contexts, other forms of violence – i.e. state repression or homicide – have the potential to endanger the larger process of peace-building. Hence, the analysis of variations in postwar violence is important for the broader peace processes. Three interdependent factors explain variations in postwar violence: the patterns of war termination, policies aiming at the mitigation of the conflict root causes and last but not least institutional reforms. The different experiences of Central American postwar societies show that violence reduction does not require the resolution of major grievances but at least their political recognition.  相似文献

Given that most Africans view political aspirants in terms of their ethnic and religious lineage rather than political ideology, and since most Africans rely on the media for information, there is a tendency to fall prey to biased and insensitive reportage, capable of inciting violence elicited by the prejudiced information often presented as news, features, commentaries, documentaries, etc. This article hypothesises that with appropriate training on conflict-sensitive reportage, journalists can foster peaceful and nonviolent elections through their reportage. The article recommends the adoption of an alternative method of news reportage using the peace-journalism model. The model, developed by Jake Lynch and Annabel McGoldrick, encourages journalists to report social issues in ways that create opportunities for a society to consider and value nonviolent responses toward conflict by using the insights from conflict analysis and transformation to update concepts of balance, fairness and accuracy in reporting. It also provides a new route map that traces the connections between journalists, their sources, the stories they cover and the consequences of their reportage. In addition, it builds awareness of nonviolence and brings creativity into the practical job of everyday editing and reporting. This article holds theoretical significance in that it explicitly identifies conditions that encourage journalists to apply conflict sensitivity to their reportage, thereby promoting societal peace, particularly during elections.  相似文献

The role of war in processes of state-making has long been hotly disputed. Although generally considered an African ‘success story’, the case of Somaliland, whose unilateral declaration of independence was embedded in violent conflict, may be instructive. Applying the conceptual prism of ‘rule standardization’, this article argues that episodes of large-scale violence were constitutive of Somaliland’s state-making trajectory. Based on theoretical reasoning and empirical findings, the article concludes that, while collective political violence is neither an angel of order nor a daemon of decay, war can be constitutive of state-making under the condition that it advances institutional and identity standardization.  相似文献

Many scholars and policy practitioners believe that the US invasion of Iraq triggered a civil war. Several major scholarly data-sets, however, do not code a civil war, due to the challenge of coding multiple simultaneous patterns of violence. Further, many political actors have resisted the term, due to obvious political and public relations concerns. This paper analyses these discrepancies in the use of the label, arguing that, for scholars, the coding problem could limit or even bias models of civil war, while for policymakers, the failure to see Iraq’s civil war as such has contributed to major policy failures, from the Bush administration’s state of denial early in the war to the Obama administration’s withdrawal and the subsequent reescalation of violence.  相似文献

In post-colonial Africa, the military has been central to sustaining freedom. However, the current political trends in Zimbabwe represent a different phenomenon, with the army perpetrating violence against its own citizens. For many years, the concept of ‘militarisation’ has been used to define social and political practices outside the military. Scholars have deployed the concept of militarisation as a category of analysis and practice. In doing so, scholarly writing portrays the military as an instrument of militarisation. So, who militarises the military? While scholars use the concept of militarisation to analyse other state institutions, the central argument of this paper is that the concept of militarisation has been deployed inappropriately and narrowly by scholars to refer to the appointment of military personnel in state institutions. I argue that in the Zimbabwean post-2000 political crisis, what has in fact been militarised is the military itself as an institution – through the command and control of soldiers against their moral will – and this phenomenon is exemplified by the growing involvement of the military in the perpetration of political violence against the civilian population in Zimbabwe. ABSTRACT

Did US drone strikes cause the unravelling of the Pakistani conflict settlement process between the government and the TTP in 2013-14? In answering this question, we present strong, fieldwork-based evidence that the effects of leadership decapitation, civilian casualties, and loss of legitimacy and credibility as a negotiation partner by both the government and the TTP interacted in the context of specific social, political and cultural characteristics of a tribal society. We find that drone strikes ‘produced’ some of these factors, but not all, which allows us to conclude with four concrete policy recommendations for rethinking the use of drones.  相似文献

The dependence on oil, gas, and mineral exports arguably has a negative impact on economic growth in resource-rich, developing countries. This article looks at the impact of resource dependence on adjusted net savings (ANS) as an indicator of weak sustainability. Our results, based on a panel of 104 developing countries during the recent commodity price boom, confirm a negative relationship between resource extraction and sustainable development as measured by ANS. We further look at the specific role of armed conflict and armed violence as captured by the homicide rate. Armed conflict, which is positively associated with resource dependence, negatively affects ANS per capita according to both our OLS and instrumental variables (IV) estimates. Similarly, armed violence has a detrimental effect on sustainable development. Our IV estimate suggests that a one-point increase in the homicide rate decreases ANS per capita by $60. Since education expenditures are a critical ANS component, we further examine the impact of resource dependence and violence on human capital. Consistent with previous findings, resource-dependent countries underinvest in education but armed conflict and violence do not affect the instantaneous share of education expenditures, hinting at a detrimental effect working through physical and social capital rather than education.  相似文献

It has become commonplace, especially in the post-Vietnam strategic environment, to quote Clausewitz's dictum that war is the continuation of policy by other means. We are told that military operations are dictated by, and must serve, clear political ends. Such thinking has been invoked to support everything from punitive strikes, to peacekeeping missions, to the ‘Powell’ doctrine and its political ‘exit strategies’, but at times political policy and military operations do not mix. In 1942 the Royal Navy bowed to political pressure and, against its collective better judgement, continued the Arctic convoys to the Soviet Union. These military operations culminated in the destruction of convoy PQ 17 in early July. This conflict between political policy and military strategy provides an object lesson of why in war issues of means and priorities must outweigh the importance of any given political policy.  相似文献

Over the past 15 years Israel has been involved in a bitter counter-insurgency campaign against the Palestinians. Palestinian insurgency, particularly during the current Al-Aqsa Intifada, has posed serious challenges to the Israel Defence Forces (IDF). Whilst being able to adapt successfully its tactics to Palestinian terror and urban guerrilla warfare in order to reduce the level of Palestinian violence, the IDF has not been able to achieve a battlefield decision or victory. This has been due to the nature of the Israeli–Palestinian conflict, which ultimately necessitates the provision of a political solution by the Israeli political leadership, which has relied too often on the IDF as a panacea for its own strategic and political indecisiveness vis-à-vis the Palestinian national question.  相似文献

Abstract

Malawi's political transition from single-party rule to multiparty democracy in June 1994 raised expectations for sustainable peace in the country by, among others, passing a new legal framework that provided for conflict resolution mechanisms and good governance. However, political conflicts that have posed challenges to the foundations of peace and political stability have been a characteristic of the multiparty dispensation, leading to interventions by indigenous institutions whose aim is to build peace. This paper, which is based on field research, analyses the major political conflicts that have occurred on Malawi's political scene since the 1990s. Using the Public Affairs Committee as a case study, the paper illustrates the challenges facing the indigenous conflict resolution mechanisms. It also shows that despite the political transition, the socio-political environment still exhibits political behaviour and norms formed during the 30 years of single-party rule. There is a need for capacity-building and deliberate policy to enhance the indigenous-based mechanisms in order to promote sustainable peace in the country.  相似文献

According to Brian Orend’s binary political model, minimally just states possess a robust set of moral rights, while other states essentially exist in a moral vacuum in which they possess no moral rights. I argue that a more plausible comparative model would allow for a state to acquire (or lose) discrete moral rights as it improves (or damages) its moral record. This would generate a more accurate portrayal of both domestic policy within states and military conflict between states; including, in particular, the role of the Allied forces during World War Two.  相似文献

Analyses of the violence–displacement relationship motivate a disaggregation of violence into violence in residential areas (home violence) and violence along migration routes (road violence). These two forms of violence have opposite effects upon displacement, with home violence increasing displacement and road violence decreasing displacement. Yet, conflict scholarship would benefit from additional consideration of the specific activities that constitute road violence. This consideration reveals that road violence primarily involves displacement-deterring violence at checkpoints. This motivates the question: How does checkpoint violence deter displacement? Using interviews with Syrian and Somali refugees, as well as daily data on violence and displacement in Somalia, this paper argues that state and non-state armed groups create and foster uncertainty at checkpoints. Then, they use dramatic violence that is tangible to civilians through their ability to physically see, hear, and smell evidence of it as propaganda. As propaganda, the deterrent effect of checkpoint violence is amplified beyond isolated violent events. More broadly, results from quantitative analysis of the daily data on violence and displacement in Somalia indicate that uncertainty about road violence (road uncertainty) and uncertainty about home violence (home uncertainty) amplify the effects of road violence and home violence, respectively.  相似文献

Soon after India attained its independence from British colonial administration in 1947 the Nagas started waging an armed conflict against India to establish a sovereign independent state in Nagaland in the country's Northeast region. The conflict is today one of the world's longer running and little known armed conflicts. India's central government has tried unsuccessfully to tackle the problem through political reconciliation, use of force, and several development measures. Over the years, it has also undergone several changes in which the situation of conflict deepened whenever India's central government intervened. And yet, the road ahead also faces severe challenges because the demand for bringing the Nagas of India together into a single political entity will not go unchallenged from other ethnic groups. Moreover, a bitter leadership battle divides the Naga rebels and hence any future agreement is likely to be difficult due to factional politics as have happened in the past. Thus one way to satisfy the aspirations of different ethnic groups while protecting the boundaries of the existing states in India is to explore the option of cultural autonomy. This idea is not entirely new, but has lost significance over the years.  相似文献
