Critical interfaces in body armour systems

The ballistic performance, and behaviour, of an armour system is governed by two major sets of variables, geometrical and material. Of these, the consistency of performance, especially against small arms ammunition, will depend upon the consistency of the properties of the constituent materials. In a body armour system for example, fibre diameter, areal density of woven fabric, and bulk density of ceramic are examples of critical parameters and monitoring such parameters will form the backbone of associated quality control procedures. What is often overlooked, because it can fall into the User’s domain, are the interfaces that exist between the various products; the carrier, the Soft Armour Insert (SAI), and the one or two hard armour plates (HAP1 and HAP2). This is especially true if the various products are sourced from different suppliers.There are between 30 and 150 individual layers within a typical body armour system, and each of the interfaces between each of those layers will, in some way or another, contribute to the ballistic performance of the system. For example, consider the following interfaces/interlayers: (i) the frictional, sliding, inter-ply surfaces within a soft armour pack, and also between the pack and the carrier, (ii) the air-gaps that may develop within the soft armour pack, (iii) the interconnecting space between the soft armour pack and the hard armour plate, (iv) the nature of the interfaces between adjacent plies of a multiplied backing laminate, even in a highly compressed Ultra High Molecular Weight Polyethylene (UHMWPE) variant, (v) the interlayer between the ceramic and its substrate, within a HAP, and (vi) the geometrical fit between two hard armour plates within a stacked body armour system. This paper will provide a User-friendly overview of all such interfaces and provide unique guidance as to their criticality and influence.     

When the green gets greener: political Islam's newly-found environmentalism

Although the environmental movement was established in the West, there is currently an Islamist variant that has received less attention. The Quran and the Hadiths provide guidance for the faithful on the relationship between Allah, humanity and nature. The article will examine and compare the environmental agendas of six Islamist groups: Hizb'allah, Hizb ut-Tahrir, Hamas, the Muslim Brotherhood, Jamaat-e-Islami, and al Qaeda. While they all share similar concerns, Islamists have developed globalized, glocalized, or localized ‘scales’ of engagement, depending on the targeted audience. Finally, the article will examine the security implications of Islamist environmentalism, including the possibility of an alliance between Islamists and militant environmentalists.     

混杂聚硼硅氮烷的交联过程分析及其工艺优化

Terrorism,insurgency, kidnapping,and security in Africa's energy sector

Energy continues to serve as the bedrock of modern economies and the main driver of modern society. For Africa, the production and supply of energy resources such as crude oil, natural gas, uranium, coal, biomass, biofuels and other renewables are an important source of employment, rents, taxes, royalties and profits. This sector brings in several tens of billions of dollars of revenue annually. The production and delivery of such resources, however, depend on critical infrastructures such as pipelines, refineries, processing plants, terminals, rigs, electrical energy pylons, substations, pump stations, vessels, and tankers. These infrastructures have been attacked by terrorists, insurgents, vandals and saboteurs, all of whom see them as targets against which to register their grievances and extract concessions from the state. This paper is a chronological account of some of the documented incidents of terrorism, insurgency, kidnapping, destruction, sabotage, and human casualties suffered in the oil and gas sectors in Africa between 1999 and 2012. It is based on data extracted from the databases of the RAND Database of World Terrorism Incidents and the University of Maryland's Global Terrorism Database (GTD).     

弹底引信许用旋卸扭矩的可靠性设计

分析了弹底引信旋卸时的应力分布特点,给出了应力分布规律已知时,引信不发生破坏的可靠度与最大许用旋卸扭矩之间的函数关系式,并将此式中的积分区间化为有限区间,使之能够用数值积分的方法求解。当应力分布规律未知时,假定所有被旋卸的引信都承受了同一最大应力,这样根据应力-强度干涉模型即可方便地求出其可靠度或最大许用扭矩。这两种计算方法也适用于其它螺纹连接件的旋卸可靠性分析。     

Land power in the age of joint interdependence: toward a theory of land power for the twenty-first century*

This essay outlines a theory of land power. After explaining the absence of such a theory, the article establishes the modern context for such a theory, specifically within the concept of joint interdependence. The analysis defines key terms and premises behind the theory, to include a definition of land power. The argument then outlines the national elements of power that contribute to a theory of land power. The analysis next applies the theory to the fundamental purposes of military power: defeat, deter, compel, assure, shape and support to the nation. The analysis then tests key definitions, supporting premises, and utility of the theory. The essay argues that historical experience validates the applicability and utility of the theory, and offers a solid basis for extrapolating the validity of the theory into the near future.     

高校自主招生改革:成效、问题及建议

我国自主招生改革11年来,在转变高校选才理念,提升高校生源综合素质,促进人才培养模式变革,引导基础教育改革,促进素质教育的实施等方面取得了一定的成效。但也遭遇高校选拔自主权不足,不利于农村考生参与竞争,高校和学生投入成本高、效率低,招考缺乏有效监督机制等困境。未来的自主招生改革应进一步落实高校招生自主权,服务基层考生,促进教育公平,构建多元化的招生录取标准,探索高水平院校联考,促进招生管理法制化。     

HBase中半结构化时空数据存储与查询处理

针对在HBase中如何进行有效的半结构化时空数据存储和查询问题展开研究,对该问题进行形式化描述,并利用半结构化处理方法 TwigStack提出HBase的半结构化时空数据存储模型,在此基础上开展了半结构化的时空范围查询和kNN查询。在真实数据集中进行实验,与需要硬件配置较高的MongoDB进行了对比,结果表明在普通配置的机器上,所提出的半结构化时空查询算法与MongoDB性能相近,在实际中具有优势。

Interchange fee rate,merchant discount rate,and retail price in a credit card network: A game‐theoretic analysis

We consider two game‐theoretic settings to determine the optimal values of an issuer's interchange fee rate, an acquirer's merchant discount rate, and a merchant's retail price in a credit card network. In the first setting, we investigate a two‐stage game problem in which the issuer and the acquirer first negotiate the interchange fee rate, and the acquirer and the retailer then determine their merchant discount rate and retail price, respectively. In the second setting, motivated by the recent US bill “H.R. 2695,” we develop a three‐player cooperative game in which the issuer, the acquirer, and the merchant form a grand coalition and bargain over the interchange fee rate and the merchant discount rate. Following the cooperative game, the retailer makes its retail pricing decision. We derive both the Shapley value‐ and the nucleolus‐characterized, and globally‐optimal unique rates for the grand coalition. Comparing the two game settings, we find that the participation of the merchant in the negotiation process can result in the reduction of both rates. Moreover, the stability of the grand coalition in the cooperative game setting may require that the merchant should delegate the credit card business only to the issuer and the acquirer with sufficiently low operation costs. We also show that the grand coalition is more likely to be stable and the U.S. bill “H.R. 2695” is thus more effective, if the degree of division of labor in the credit card network is higher as the merchant, acquirer, and issuer are more specialized in the retailing, acquiring, and issuing operations, respectively. © 2012 Wiley Periodicals, Inc.
