论军队院校科研管理资源配置机制建设

分析了目前军队院校科研管理资源配置机制中存在的问题及原因,提出了军队院校建立科学高效优化合理的科研管理资源配置机制的基本思路:建立基于学科的资源优化配置机制;建立和完善资源开放平台和共享机制;建立尊重和适应市场规律、科学合理的人才资源配置机制。     

军警体育教学中认知结构与动作技能的形成

军警动作技能是军警部队官兵所必备的素质之一,也是其具备野外作战能力的基础。但是,有些身体素质良好的军警人员,掌握和发挥动作技能的水平却很低。在教学中要从全新的角度对军警人员获得动作技能的过程进行认知分析,以促进认知结构与动作技能的形成。     

THE PROHIBITION OF BLINDING AS A METHOD OF WARFARE

Abstract

From the 1982 Maitatsine Uprising to the 2009 Kala Kato Riot, Nigeria has been bedevilled by ethno-religious uprisings with devastating human and material losses. In almost all these crises the police and the military have featured prominently as agencies tasked with the responsibility of maintaining law and order and suppressing insurrection. While it was not alleged that they precipitated some of these risings perhaps in their attempts to stem or nip them in the bud, they have been accused of escalating the conflict either by their slow and inadequate responses, their partisanship and their arbitrary responses, or by their slackness in managing the crises and their aftermath. However, but for their efforts the security basis of the Nigerian state would have been considerably compromised by religious fundamentalism given the level of preparedness of the groups involved, their resistance and, more importantly, the recurrent nature of the uprisings. This article reflects on the management of ethno-religious uprisings in Nigeria by the police and the military. It considers the nature of the security agencies' involvement in the crises and examines the factors both within the agencies and in the larger Nigerian society which have aided or hindered their effective management of the conflicts.     

The practice and theory of British counterinsurgency: the histories of the atrocities at the Palestinian villages of al-Bassa and Halhul, 1938–1939

This article details two largely unreported atrocities by British forces operating against Arab rebels during the Arab revolt, 1936–9, at the Palestinian villages of al-Bassa and Halhul. It then examines the military-legal system that underpinned and authorised British military forces operating in aid of the civil power, suggesting that the law in place at the time allowed for a level of reprisals and punitive actions, such as happened at al-Bassa and Halhul. The article does not conclude that the law allowed for atrocities but it does argue that it gave a basic form and understanding to an operational method that was brutal and could lead to atrocities. It thus tests the idea in much of the literature on counterinsurgency that the British were restrained and used minimum force when compared to other colonial and neo-colonial powers fighting insurgents.

自尊在军校大学生感戴与亲社会行为间的中介作用

军校大学生的感戴状况处于中等水平,军校大学生的亲社会行为处于中等偏上水平,且感戴与亲社会行为各维度之间均存在显著正相关,感戴能够直接预测亲社会行为,也能通过自尊影响个体的亲社会行为,即自尊在感戴与亲社会行为间起一定的中介作用;高感戴的军校大学生其亲社会行为较高,而自尊是亲社会行为的保护因素,个体自尊水平越高,更容易有亲社会行为。     

基于层次分析法的军校学员体能训练评估

针对目前军校学员军事体育训练评估难以量化考核的问题,提出了基于层次分析法的军校学员体能训练评估方法。首先,通过建立评估指标体系,构建评估指标判断矩阵;其次,进行归一化并计算指标组合权重,构建评估基本模型;最后,利用评估模型对学员体能训练进行综合评估。结果表明本文提出的方法能够对军校学员体能训练进行有效评估,相比于传统考核评估方法更能反映出学员体能的真实状况,突出学员体能特征,开展针对性训练。      

关于联合国维和警察公共关系工作的几点思考

阐述了开展联合国维和警察公共关系工作的必要性与紧迫性,分析了开展联合国维和警察公共关系工作的原则与步骤,从加强联合国维和警察与各种传播媒体之间的公共关系工作;加强联合国维和警察与任务区民众之间的公共关系工作;加强联合国维和警察机构与联合国其他机构、各国驻维和任务区外交代表机构以及当地政府之间的公共关系工作;加强联合国维和警察内部派遣国警队之间的公共关系工作;重视发挥维和警察个体的公关作用;及时处理突发事件引起的公关危机等6个方面提出了开展维和警察公共关系工作的具体措施。     

论维和任务区维和警察的情报意识

在信息时代里,联合国维和任务区要求维和警察必须具备情报意识,能够发现、搜集、分析与联合国维和工作有关的情况,这就要求我们在培训时必须考察维和警察的情报意识,提高其情报能力。     

创新消防现代警务机制思考

加强消防警务机制建设是促进消防工作规范化、制度化、法制化和社会化建设的有力保障,是保证社会经济发展、社会和谐稳定的基本条件。近年来消防部队在警务机制改革方面迈出了可喜的步伐,但是由于社会发展机制和体制的限制,消防力量不足、勤务实战演练效果不理想、信息化建设水平偏低等问题依旧存在,有待于在创新现代消防警务机制建设中加以解决。
